At the conference, comrade Ngo Tan Phuong reported on the general results achieved by Bac Ninh province after one month of implementing the two-level local government. Specifically, up to this point, the province's socio -economic activities have been stable and basically smooth. Nearly 80 out of 99 communes and wards in the province have opened accounts and implemented regular expenditures. Bac Ninh currently has about 450 district-level projects and works after being converted to provincial-level management. The Department of Finance is advising the Provincial People's Committee to submit the conversion of the management level of these projects to the Provincial People's Council for consideration and decision at the thematic meeting in August 2025.
For public service tasks in the financial sector related to local people, provincial leaders have focused on urging and inspecting, thanks to which, communes and wards have implemented smoothly.
Comrade Ngo Tan Phuong said that, in addition to the achieved results, public administrative activities in some central communes and wards are still overloaded. In remote communes of the province, after merging 2 to 3 communes into one unit, the working departments must be divided into 2 to 3 headquarters. The Provincial People's Committee assigned the Department of Finance to continue reviewing and advising the province on a roadmap for investing in upgrading and expanding offices and headquarters for agencies in the province to overcome this situation.

Speaking at the conference, comrade Nguyen Minh Tan said that the purpose of the conference was to discuss and listen to remove difficulties for localities in the process of implementing financial tasks after one month of implementing the two-level local government; record difficulties, obstacles and recommendations of localities to synthesize reports for the Minister of Finance and the Government and central functional agencies to handle; guide, answer and propose solutions to remove bottlenecks related to the field of financial management.
Next, the conference listened to representatives of the Department of Finance of the provinces: Bac Ninh, Hung Yen and Ninh Binh report on the results of financial management, budget and assets serving the organization of local government at 2 levels after one month of operation.
The representative of the Bac Ninh Department of Finance said that after a period of implementing the two-level local government model, the provincial Finance sector has achieved a number of results such as: Reviewing and adjusting the state budget estimate for 2025 after the merger; advising the Provincial People's Committee to submit to the Provincial People's Council to issue a Resolution on the state budget revenue and expenditure estimate for 2025 of Bac Ninh province after the arrangement.
Advise the Provincial People's Committee on financial and budget management; financial and budget work of provincial-level budget units; guide communes and wards in implementing financial and budget tasks; review and promptly advise the Provincial People's Committee to direct and resolve public investment management and public asset handling.
However, financial activities in Bac Ninh province still face difficulties such as: Some units have not implemented the assigned budget estimates; have not sent documents requesting detailed budget allocation, slowing down the progress of budget entry on the Tabmis system; handling surplus assets is difficult because many units have not proactively reviewed and prepared complete records according to the instructions of the Department of Finance...
Reports at the conference showed that the difficulties that the Finance sector of Bac Ninh province is facing are also the problems arising in Hung Yen and Ninh Binh.

The conference received many comments and answers from members of the working delegation of the Ministry of Finance on the rearrangement of organization and staff in agencies under the management of the Ministry of Finance; basis for budget allocation; arrangement and use of budget funds; management, handover of documents, document digitization; construction investment expenditure; settlement at the State Treasury; how to use accounting software, etc.
Concluding the meeting, comrade Nguyen Minh Tan highly appreciated the proactive spirit and careful preparation of the Finance sector of Bac Ninh, Hung Yen and Ninh Binh provinces in streamlining the apparatus, ensuring smooth operation of the two-level government without interruption; at the same time, proactively performing well the tasks of the Finance sector in the recent past.
On behalf of the working delegation, he noted the opinions of the units that the working delegation could not answer in this conference to report to the competent authority to adjust policies and provide appropriate explanations.
Based on the opinions, data and proposals of the localities, the working group will record and report to the Ministry of Finance; for issues beyond its authority, the Ministry will report to the Government, the Prime Minister or coordinate with relevant ministries and branches to promptly remove obstacles.
The Ministry of Finance commits to continue accompanying localities in the process of operating two-level local government.
