Opening the conference, Comrade Phi Thanh Binh, Deputy Director of the Department of Agriculture and Environment, said that the 90-day campaign to clean up and enrich the land database is a key task, requiring the synchronous and drastic participation of all levels, sectors and localities. He asked the delegates to focus on listening, taking notes and discussing related contents to effectively implement the work at the grassroots level. Each commune and ward must clearly define responsibilities, implement on schedule, and consider work efficiency as a measure. Thereby, contributing to the completion of the set plan. This is also an important basis for Bac Ninh to promote digital transformation, build e-government and increasingly better serve the needs of people and businesses.

According to the plan, the campaign to clean up and enrich the province's land database will take place in 90 days, from September 1 to November 30, 2025. The goal is to ensure that the province's land database is "correct - sufficient - clean - alive - unified - shared", connected smoothly with the national database and related sectors. Thereby, it aims to build a synchronous and accurate land database system, serving state management and providing transparent and effective public services to people and businesses.
At the conference, delegates were presented by reporters from the Department of Land Management, Department of Agriculture and Environment on the specific contents and tasks that need to be performed to complete the campaign. The focus was on guiding the Commune People's Committee on how to collect information on certificates and citizen identification cards of land users and home owners in places where land databases have not been built. On that basis, review and classify land plots, verify land user information with the National Population Database; at the same time, digitize and create data for certificates that have been issued but have not been updated into the system.

The conference also emphasized the role of coordination between the Department of Agriculture and Environment, the Provincial Police, departments, branches and sectors and the Commune People's Committee in classifying and synchronizing data and ensuring information security and safety. The campaign's results will contribute to reforming administrative procedures, shortening the time to process land records, and facilitating people and businesses in accessing online public services.
Previously, the Department of Agriculture and Environment also organized training on the campaign to clean up and enrich land databases for officials of wards and communes in the former Bac Ninh province.
