Guidelines on decentralization and delegation of authority in the fields of agriculture and environment

The conference was connected online to more than 3,400 points across the country. Attending the conference at the Bac Ninh province point were leaders of a number of relevant departments and branches.

According to the review results of the Ministry of Agriculture and Environment , the Ministry is currently implementing a total of 1,055 legal documents, including 17 laws (amended and supplemented), 8 resolutions of the National Assembly, 120 decrees, 66 decisions of the Prime Minister, 6 joint resolutions, 61 joint circulars, 726 circulars and 51 directives and decisions of the Minister.

To date, the Ministry of Agriculture and Environment has completed two drafts: Decree on decentralization and assignment of authority in the fields of agriculture and environment; Decree on decentralization and assignment of authority in the field of land, and amendments to a number of articles of decrees related to the Land Law. Accordingly, 184 tasks previously under the authority of the Ministry have been assigned to localities.

At the conference, delegates were informed of the overview of the results of decentralization, delegation, and assignment of authority to local authorities in the fields of agriculture and environment; and were guided on administrative procedures in the fields of agriculture and environment when decentralizing, decentralizing, and assigning authority.

Also at the conference, delegates listened to representatives of the Ministry of Agriculture and Environment discuss and answer difficulties and problems in implementing legal regulations related to the fields of agriculture and environment.

The national training conference on decentralization and authority assignment in the fields of agriculture and environment contributed to unifying awareness, enhancing skills for grassroots officials, overcoming overlaps, shortening the time to handle administrative procedures, and improving the quality of service to people and businesses.

Previously, the Ministry of Agriculture and Environment held two national online training conferences on decentralization and authority determination in the fields of land, cultivation, and plant protection when organizing two-level local governments.
