Forces are using all means to reach deeply flooded and isolated areas to promptly provide relief with food, drinking water, and necessities, ensuring people's basic needs and preventing them from going hungry or thirsty.

The dispatch of the Ministry of Public Security also requested the above local forces and police to continue to closely monitor the developments of the flood situation to proactively, promptly, effectively and synchronously deploy measures and plans to ensure security and order at the grassroots level, prevent and respond to floods, flash floods, landslides in all situations.

The telegram requires professional units and local police to perform their duties with the goal of protecting people's lives, safety, and health first and foremost; and to limit damage to people's property. The forces coordinate with the authorities to carefully check each residential area, each roof, deeply flooded areas, areas at risk of landslides, flash floods, and flash floods, to proactively relocate and evacuate people (especially the elderly, children, and vulnerable groups) from dangerous areas.
