Bringing social security policy closer to the people

In recent times, mobilizing people, especially informal workers and low-income people, to participate in voluntary social insurance (SI) and family health insurance (HI) has faced many difficulties. To achieve the goal of universal social insurance and health insurance, the Dak Lak Social Insurance sector has made efforts to innovate its working methods, promote the strength of the community with many creative and practical models, contributing to spreading social security policies to each village and hamlet.

With the determination to complete the targets for 2025, Song Hinh Social Insurance has proactively developed a plan to develop social insurance and health insurance participants; including implementing the model of ethnic minority clans helping each other to participate in health insurance. According to this model, each village and hamlet in ethnic minority areas has at least one clan supporting each other to participate in health insurance, aiming for 100% of members to participate.

Mr. Nguyen Quoc Binh, Director of Song Hinh Social Insurance, said: "This model helps people understand their rights and obligations when participating in health insurance, thereby sustainably developing the number of participants, contributing to ensuring social security in the area."

To implement the model, Song Hinh Social Insurance coordinated with local authorities and organizations to organize visual propaganda, combined with instructions and policy answers at village and hamlet cultural houses; guide health insurance registration right at the representative households of the clans; and at the same time propagate through social networking sites of local departments and organizations. To date, the model has attracted 17 clans and 545 ethnic minorities to participate in health insurance.

Also with the spirit of initiative, Tuy Hoa Social Insurance has just organized propaganda and mobilized owners of private nursery groups and preschool classes to participate in social insurance and health insurance for employees. At the program, representatives of Tuy Hoa Social Insurance informed and propagated the basic contents of the Social Insurance Law, Health Insurance Law, Employment Law and other regulations related to employees and employers; guided the process of registering for social insurance and health insurance for owners of private nursery groups and preschool classes in the wards and communes under the unit's responsibility.

In Ea Nuol commune, Ea We Social Insurance coordinated to organize a dialogue on voluntary social insurance and family health insurance policies for more than 150 delegates who are forces participating in protecting security and order at the grassroots level in villages and hamlets. Representatives of the Social Insurance directly answered questions, guided procedures, and helped these subjects understand the benefits of participation. Similarly, Krong Bong Social Insurance also organized propaganda for parents and students, contributing to expanding the coverage of health insurance for students...

To achieve the goal of reaching at least 95% of the population's health insurance coverage by the end of 2025, the social insurance participation rate will reach 20% of the workforce, the provincial Social Insurance has developed a synchronous propaganda plan, linked to each target group. At the same time, the Social Insurance agency will coordinate with associations and unions to sign coordination regulations; step up propaganda and mobilize agencies, production and business units that employ workers in the area; freelance workers and production and business households that have not participated in compulsory social insurance and health insurance and people to organize and implement well the social insurance, health insurance and unemployment insurance laws and policies.

According to Mr. Phan Ngoc Luan, Deputy Director of the Provincial Social Insurance, in addition to strengthening communication, the Provincial Social Insurance also assigns specific targets to each collection agent and agent staff. Based on the remaining implementation data of the last months of the year, the agents proactively make a mobilization plan, targeting each household and group of freelance workers. Along with that, the industry regularly checks, monitors, and updates changes in participants to ensure accuracy, transparency, and timeliness.

In addition, over the years, Dak Lak Social Insurance has also mobilized organizations, individuals, and philanthropists to contribute funds to give social insurance books and health insurance cards to people and students in difficult circumstances. These humanitarian activities not only help increase the number of participants but also strengthen people's trust in the social security policies of the Party and the State.

By 2030, Dak Lak province strives to have about 21.08% of the working-age workforce participating in social insurance, and over 96.5% of the population participating in health insurance. The satisfaction level of organizations and individuals with their participation in the development and implementation of social insurance, unemployment insurance, and health insurance policies must reach at least 90%.
