Bringing Resolution 68 into life

Resolution No. 68-NQ/TW of the Politburo on private economic development is proving effective, positively impacting the production and business activities of enterprises. This is clearly demonstrated through the number of newly established enterprises as well as the number of enterprises returning to the market in recent months.

Immediately after Resolution No. 68-NQ/TW of the Politburo on private economic development (Resolution 68) was issued, the National Assembly, the Government, ministries, branches and localities promptly institutionalized and developed action plans to implement the resolution in their respective sectors, fields and localities and issued a series of legal documents for practical implementation. Regarding institutional improvement, up to now, ministries have proactively cut 172 administrative procedures, simplified 718 administrative procedures and cut 222 business conditions. The Prime Minister also approved a plan to continue cutting 348 administrative procedures, simplifying 1,703 administrative procedures and cutting 2,041 business conditions under the management of 14 ministries and ministerial-level agencies. Of which, the Ministry of Industry and Trade alone plans to cut 98 and simplify 39 business conditions, accounting for 15% and 5.5% of the total number of existing business conditions, respectively.

Thus, it is expected that by the end of 2025, ministries and ministerial-level agencies will abolish 520 administrative procedures and simplify 2,421 administrative procedures, accounting for more than 60% of the total number of administrative procedures related to existing production and business activities.

On the other hand, in implementing assigned tasks, ministries and branches have also completed and advised the Government to issue many laws, decrees and decisions to improve the quality of institutions and policies for developing the private economy. For example, right in the 9th Session of the 15th National Assembly, the Ministry of Finance completed and reported to the Government to submit to the National Assembly for approval Law No. 76/2025/QH15 amending and supplementing a number of articles of the Law on Enterprises and Law No. 90/2025/QH15 amending 8 laws in the financial sector. The Ministry of Finance also advised the Government to issue decrees on business registration, bidding management, investment under public-private partnerships, taxes... with many regulations supplemented and amended in the direction of simplifying records and procedures, reducing the time limit for handling administrative procedures, ensuring that 100% of business registration procedures and business households are carried out online throughout the process and without administrative boundaries within the provincial level.

Implementing Resolution 68, Dak Lak Provincial Party Committee issued Plan No. 10, dated August 12, 2025, which clearly identified 8 groups of tasks and solutions for developing the private economy by 2030, with a vision to 2045. On that basis, along with Resolution 138 of the Government, Party committees at all levels in the province have developed specific plans, clearly assigning responsibilities to each agency and unit according to the principle of "6 clear" (clear people, clear work, clear authority, clear responsibility, clear time and clear results) so that the resolution can quickly be put into practice. To implement Plan No. 10 of the Provincial Party Committee, the Provincial People's Committee and departments and branches have also issued plans with specific solutions.

The drastic participation of all levels, sectors and localities in implementing Resolution 68 in recent months has contributed to bringing about many positive results, positively impacting the business spirit of the private economic sector.

Mr. Nguyen Hoang Phuc, Deputy Director of the Department of Finance, said that after more than 5 months of implementing Resolution 68 in the province, there have been very positive initial results. Firstly, the propaganda work has been carried out more synchronously; the awareness and actions of officials, businesses and people have clearly changed; the number of newly established business households and businesses has increased, many temporarily suspended businesses have also returned to operation. In particular, many businesses have boldly proposed large and important projects. In addition, departments, branches and localities have coordinated more closely with each other in resolving difficulties and problems of businesses... These results show that Resolution 68 is really creating a driving force for Dak Lak private economic zone to develop more strongly in the coming time.

Referring to the solution for developing private enterprises in Dak Lak province in the coming period, Deputy Secretary General and Head of the Legal Department of the Vietnam Chamber of Commerce and Industry (VCCI) Dau Anh Tuan said that the province needs to implement 3 key programs. First is the program of administrative procedure reform, how to make market entry procedures more convenient and friendly. The interaction between the government and enterprises needs to have substantial changes. To do so, it is necessary to review the actual process (not just the document process) to reform and shorten the time. At the same time, it is necessary to implement online administrative procedures strongly and thoroughly. Dak Lak province needs to set a goal of "having to shorten 1/3 of the time according to the general regulations of the whole country". Next is the program to facilitate access to land and capital. Finally, the companion program. The province needs to build a mechanism to proactively receive and remove difficulties; attach development goals and support enterprises to local authorities and heads of government. In addition, the province needs to establish a local Private Business Council (in the spirit of Resolution 68) to advise on strategic orientations for the private economic sector and encourage initiatives in development, support private enterprises, and develop strong and effective business associations.
