The Ministry of Agriculture and Environment has worked with the Ministry of Public Security to collect and synchronize data on more than 61 million plots of land; 567,000 apartments have been synchronized to the system of the Ministry of Agriculture and Environment. More than 37.6 million plots of land will continue to be collected and cleaned. Currently, some localities have announced land price lists to be applied from the beginning of 2026.

Synchronized data of more than 61 million land plots
Specifically, at the regular press conference of the Ministry of Agriculture and Environment on December 4, Mr. Mai Van Phan - Deputy Director of the Department of Land Management (Ministry of Agriculture and Environment), said that the "90-day land data cleaning" campaign under Plan 515 jointly implemented by the Ministry of Public Security and the Ministry of Agriculture and Environment (from September 1 to November 30, 2025) ended on November 30.
According to the set target, the campaign is expected to enrich and clean up 49.7 million plots of land. However, by the end of the campaign, the land database of localities synchronized with the central system has reached 61 million plots of land. In addition, 567 thousand apartments have been synchronized with the system of the Ministry of Agriculture and Environment, and are in the process of synchronizing with the national population database.
Of the above data, there are currently 23.5 million plots of land and more than 500,000 apartments that have been enriched, cleaned, and ensured to be "correct and sufficient".
Regarding the collection of land user information, there are still 37.6 million land plots in management records that need to be further reviewed and cleaned. “These figures have been verified by the Ministry of Public Security for the third time for land user information and citizen identification, and the ministry continues to direct localities to implement them,” said Mr. Phan.
Regarding the next plan, Mr. Phan emphasized that the work of cleaning land data is not just about collecting enough data, but must continue to operate that data continuously to put it into operation and exploitation.
“Data must be correct, sufficient, clean, alive and must be put into operation and exploitation,” he emphasized, affirming that in the coming time, the Department of Land Management will continue to “do the right thing - do enough” for the remaining collected data group.
In addition, for areas not covered by Plan 515, Mr. Phan said the Department of Land Management has reported to the Standing Committee of the Party Committee of the Ministry of Agriculture and Environment to propose developing a project to be implemented in 2026.
Emphasizing that the “90-day land data cleaning campaign” has brought about unexpected results, Deputy Minister of Agriculture and Environment Phung Duc Tien affirmed: “This result is of great value, and is the basis for doing things related to socio-economic development and national defense and security. We are confident that we will have an overview of the land database. This is a huge resource,” said Mr. Tien.

According to the plan set out by the campaign, the authorities will verify the information of land users and home owners based on existing databases with the National Population Database; at the same time, review, update, correct, and enter additional missing information of land plots and information on identity cards (citizen identification) of land users and property owners into the land database.
The plan also requires localities to collect copies of land use rights certificates, housing certificates and identity cards of land users and home owners.
On that basis, the land database of 34 provinces and cities will be synchronized, centralized, and unified into the National Land Database at the central level and connected and shared with the National Population Database, ministries, branches, localities, Party agencies, the National Assembly, the Government, the Vietnam Fatherland Front, the People's Court, the People's Procuracy, and socio-political organizations.
Land price list must be suitable to the market.
Also at the press conference, answering reporters' questions about current land price inadequacies, Mr. Mai Van Phan - Deputy Director of the Department of Land Management, said that according to regulations, localities will have to issue new land price lists to be applied from January 1, 2026. Up to now, a number of localities have announced land price lists to be applied from the beginning of 2026, in which some localities have issued land prices that are identified as high.
Regarding the above issue, Mr. Phan stated his opinion: “That is identification, and the regulation on building land price lists has an important criterion which is to be consistent with the market. It is also impossible to let the market price of land be very high, while the locality can lower the land price, so localities must closely follow this criterion to ensure consistency with the market.”
The representative of the Ministry of Agriculture and Environment also noted that the new land price list is applied with many contents, the most basic of which is to ensure revenue for the state budget and must be evaluated multi-dimensionally.
