Building and developing a team of entrepreneurs and the business community of Phu Tho to grow stronger and stronger.

Just over 1 month after the founding of the Democratic Republic of Vietnam, on October 13, 1945, President Ho Chi Minh sent a letter to the Vietnamese industrial and commercial community to encourage development and emphasize the role of the industrial and commercial community in the national economy. Inheriting and promoting his ideology, 21 years ago, October 13 was chosen as Vietnam Entrepreneurs Day (according to Decision No. 990/QD-TTg signed by Prime Minister Phan Van Khai on September 20, 2004), with the main meaning of encouraging and honoring the role of entrepreneurs who have contributed many achievements to the Fatherland and the People.

In the current context of our country, with the policy of industrialization and modernization; economic development is the central task; building an independent, self-reliant economy associated with proactive, active international integration, comprehensive, substantive, effective, President Ho Chi Minh's thought on encouraging development, promoting the role and responsibility of Vietnamese entrepreneurs for the prosperity of the country still retains profound value and topicality, especially in the era of the rise of our nation and country.

The ancients have a saying: "No worker, no wealth, no business, no activity" to express the indispensable importance of the business community for development. Without a good business community, the economic flow will stagnate and the country will not be prosperous. The Party and State always respect, welcome and pay practical and timely attention, both in the short and long term, to the business community and business people. Since the 9th Congress, the Party has mentioned the role of Vietnamese businesses. On December 9, 2011, the Politburo issued Resolution No. 09-NQ/TW on building and promoting the role of the Vietnamese business community in the period of accelerating industrialization, modernization and international integration.

On October 10, 2023, the Politburo issued Resolution 41-NQ/TW, continuing to affirm and promote the role of enterprises and entrepreneurs, emphasizing: "The team of entrepreneurs has an important position and role, is one of the core forces contributing to promoting the cause of industrialization, modernization of the country and international integration; building and developing an independent, self-reliant economy, ensuring national defense and security".

In order to realize the national development goals as set out in the Resolution of the 13th National Party Congress and meet the development requirements in the new era, on May 4, 2025, on behalf of the Politburo, General Secretary To Lam signed Resolution No. 68-NQ/TW on private economic development, emphasizing that the private economy is the most important driving force of the national economy, a pioneering force in promoting growth, creating jobs, improving labor productivity, national competitiveness, industrialization, modernization, restructuring the economy towards green, circular, sustainable; together with the state economy, collective economy, the private economy plays a core role in building an independent, autonomous, self-reliant, self-reliant economy associated with deep, substantial, and effective international integration, bringing the country out of the risk of falling behind and rising to prosperous development.

Closely following the major policies and guidelines of the Party and the State, to build an increasingly strong team of entrepreneurs and business community, in recent times, the three provinces of Phu Tho, Vinh Phuc, and Hoa Binh (before the merger) have had many mechanisms and policies to encourage the development of the team of entrepreneurs and business community such as: Reforming administrative procedures, creating an open investment and business environment. Along with that, encouraging and supporting startups, creating conditions for business households to expand their scale, improve operational efficiency... Immediately after the merger, the Provincial People's Committee directed relevant departments and branches to develop and complete the Project to support the development of small and medium enterprises in Phu Tho province for the period 2026 - 2030; Project to attract investors and strategic economic groups to invest in the province; Plan to develop collective economy and cooperatives in Phu Tho province in 2026; Resolutely implement the Plan to promote investment, develop socio-economy, improve the investment and business environment... In particular, implementing Resolution No. 68-NQ/TW, dated May 4, 2025 of the Politburo on private economic development, the province focuses on reviewing and proposing the removal of unnecessary business conditions, overlapping and inappropriate regulations that hinder business development; reduce at least 30% of administrative procedure processing time, at least 30% of legal compliance costs, at least 30% of business conditions; promptly publicize planning and land use plans and support businesses in site clearance.

Cumulatively, up to now, the whole province has nearly 41,000 operating enterprises, more than 2,200 cooperatives and thousands of business households. Of which, in the first 9 months of 2025, FDI capital attraction is estimated at 912.5 million USD, up 39% over the same period, reaching 86.2% of the 2025 target; DDI capital is estimated at 62.3 trillion VND, nearly 3 times higher than the same period, reaching 72.2% of the 2025 target; 3,800 newly registered enterprises, up 62.5% over the same period, reaching 108.6% of the plan, the newly registered capital is 33 trillion VND, reaching 94.3% of the plan and 820 enterprises returned to production and business activities, up 25.4% over the same period.

Notably, despite facing many difficulties and challenges from the volatile global economic context and complicated epidemics, with dynamism, creativity, strong will and spirit of overcoming difficulties, Phu Tho enterprises and entrepreneurs have turned challenges into opportunities, continuously innovated, expanded production and business, created tens of thousands of jobs, contributed significantly to the budget and more importantly, contributed to improving people's lives and raising Phu Tho's position on the national economic map.

Entrepreneurs and businesses in the province have been affirming their core and pioneering role in building and developing the province in particular and the country in general. Many businesses have risen to master technology, take the lead in innovation, have brands, create ecosystems for small and medium enterprises to develop together, pioneer in green transformation, digital transformation, participate in solving major challenges and problems of the country. Enterprises and businessmen of the province have also been present in most industries, fields of production and business, not only domestically but many businesses and businessmen have made a name for themselves, affirming the value of their brands reaching out to the region and the world, contributing to bringing Vietnamese brands to the world and enhancing the position of Vietnam in general, Phu Tho in particular in the international arena.

In the context of trade wars between countries in the world or the situation of climate change, natural disasters, storms and floods occurring frequently causing serious impacts on production and business activities, the business community and entrepreneurs in the province always uphold the spirit of sharing and accompanying the country, overcoming difficulties, overcoming hardships, self-reliance, self-reliance, making efforts to adapt to challenging circumstances to maintain operations, maintain jobs for workers, and livelihoods for people. The team of entrepreneurs, enterprises, and business associations of the province have also promoted national spirit, sense of responsibility to society, many entrepreneurs actively participate in social security programs, hunger eradication, poverty reduction, gratitude, community programs, closer ties with the working class, farmers and intellectuals, contributing to strengthening the great national unity bloc.

In the context of the country entering a new stage of development, we have made an extremely important historical decision: Merging the administrative boundaries of the three provinces of Phu Tho, Vinh Phuc, and Hoa Binh. This is not only an administrative event but also a strategic vision to create a larger economic space, maximizing the geographical, resource and cultural advantages of all three localities. Forming a new economic, cultural and tourism center with higher competitiveness, firmly connecting the capital Hanoi and the Northwestern provinces. Strengthening resources, attracting large-scale investment projects, creating a breakthrough momentum for the whole region.

The change in administrative boundaries not only has the meaning of organizing the apparatus but also opens up new development space for entrepreneurs and the business community. The market is more open, the human resources are more diverse, the infrastructure is more synchronized and the opportunities for cooperation and regional linkage are increasingly clear. This is a golden opportunity for Phu Tho enterprises to restructure, expand investment, affirm their brand and increasingly reach further.

In the coming time, in the context of difficulties, challenges and opportunities, with the motto: "Successful enterprises, Phu Tho development", the province will synchronously and effectively implement support policies of the Central Government and the province, creating a favorable and equal investment and business environment for businesses and entrepreneurs in the area to develop rapidly in quantity, strong in quality, improve competitiveness, innovate and participate more deeply in value chains, becoming an important driving force for the province's sustainable socio-economic development.

To achieve the above goals, along with creating a transparent, favorable and equal investment and business environment, the province focuses on developing synchronous, modern and comprehensive strategic infrastructure, including transport infrastructure, energy, telecommunications, healthcare, education, culture, etc., contributing to reducing logistics costs, input costs, improving the competitiveness of products, businesses and the economy, creating new development spaces, new industrial parks, urban areas, services, etc. Strongly encourage the application of digital technology in management and production; prioritize investment projects in the fields of high-tech industry, smart agriculture and green economy, circular economy, in line with the trend of sustainable development. Continue to improve the startup ecosystem, focus on supporting small and medium enterprises, especially those owned by young people and women, so that they can become new growth drivers. Focus on improving the quality of human resources, in which the key tasks and solutions are to invest in training, linking businesses and educational institutions to create high-quality human resources, meeting the requirements of the fourth industrial revolution. Build a team of entrepreneurs and businesses worthy of the historical and cultural traditions, national heroism, heroes in the struggle for national liberation, national unification and rapid, sustainable development in times of peace.

Nearly 4 decades of implementing the innovation policy, 21 years since the Vietnam Entrepreneurs' Day, up to now, many lessons have been learned, that is, aspirations must be based on the foundation of real strength, prudence and method. Must position oneself in the market. Must focus limited resources on core business areas. Must have integration capacity. Must build a professional management system, aiming at global standards. Must comply with the law. Must fulfill social responsibilities well. To grow stronger, businesses and entrepreneurs need to promote restructuring and digital transformation to develop quickly, strongly and sustainably. Believe that, with the spirit of "dedicated support" from the Party Committee, government and people of all ethnic groups in the province, with the mettle of entrepreneurs, the business community and entrepreneurs of Phu Tho province will firmly overcome difficulties, continue to affirm themselves as an important factor contributing to the successful implementation of the socio-economic development task of the province and the country.
