Promoting existing advantages and making the most of resources, Luong Son district continues to focus on upgrading infrastructure, contributing to completing the goal of turning the district into a town by 2025.

On December 31, 2021, the Standing Committee of the Hoa Binh Provincial Party Committee issued Resolution No. 10-NQ/TU on focusing on mobilizing resources to build Luong Son district to meet the criteria of a type IV urban area, striving to meet the criteria of a town-level administrative unit by 2025. To effectively implement, Luong Son has concretized it with specific programs, plans and projects. In particular, the District People's Committee allocated a budget to establish 6 zoning plans for 6 ward-level administrative units; 5 commune-level general planning projects... At the same time, the district focused resources on upgrading the communes: Hoa Son, Nhuan Trach, Cu Yen, Tan Vinh, Lam Son and Luong Son town to meet the criteria of ward-level administrative units.
At the same time, the District People's Committee adjusted and supplemented the medium-term public investment plan for the period 2021 - 2025 towards focusing on investing in the construction of transport infrastructure, lighting, electricity, schools, medical stations, offices, irrigation works, clean water...
Since the beginning of the year, over 20 technical infrastructure and social infrastructure projects in the district have started construction; nearly 40 projects transferred from 2022 and 2023 continue to be constructed; over 10 projects have been handed over and put into use, with 18 km of roads and canals upgraded and renovated, some inner-city roads have been invested in synchronously with sidewalks, drainage systems, lighting, and trees; repairing, renovating, and building about 2,800 m2 of floor area of social infrastructure projects such as schools, cultural houses, etc.
On the other hand, the district focuses on accelerating the progress of key infrastructure projects in the area. Specifically, the road project to Nhuan Trach Industrial Park, with a total investment of 270 billion VND; Ho Chi Minh road to Nhuan Trach Industrial Park with 140 billion VND; Luong Son - Xuan Mai connecting road with 1,000 billion VND; Bui River commercial and residential urban area with an area of 60.39 hectares...
With that approach, by June 2024, the urbanization rate of the district will reach over 54%. For ward-level administrative units, the infrastructure development criteria have 13 standards to be recognized as achieved, each commune expected to establish a ward must meet at least 10 standards. Through comparison, currently, 4/6 communes meet the infrastructure criteria, including Luong Son town and the communes: Nhuan Trach, Tan Vinh, Lam Son.
Coming to Luong Son, one can clearly see the urban and rural areas with many changes. The projects that have been and are in operation have effectively contributed to the transformation of the economic structure, solving jobs and income for local workers... In particular, with the focus on investment in infrastructure, currently, the infrastructure system in the central district has developed synchronously in terms of transportation, education, health... synchronous even in the drainage system, lighting, trees...
According to comrade Nguyen Anh Duc, Vice Chairman of the District People's Committee, the biggest advantage of Luong Son in the process of investing in upgrading infrastructure is mobilizing the participation of the entire political system; creating consensus among the majority of people. The results are achieved thanks to the implementation of democracy, openness and transparency. Before implementing each project, opinions are collected and thoroughly disseminated among cadres, party members and the people.
Sharing about the upcoming tasks to help Luong Son complete the goal of building a type IV urban area, by 2025 meeting the criteria of a town-level administrative unit, the Vice Chairman of the District People's Committee said: The district continues to develop the urban area according to the orientation indicated in Resolution No. 10-NQ/TU of the Provincial Party Committee Standing Committee, Action Program No. 15-CTr/HU, dated August 4, 2023 of the Luong Son District Party Committee and Plan No. 209/KH-UBND, dated August 29, 2023 of the District People's Committee on building and implementing the Project to establish Luong Son town and wards of Luong Son town by 2025. Currently, the district is focusing on completing the draft dossier of the Urban Development Program after submitting for approval the General Planning Project, consulting relevant agencies according to regulations, through the Standing Committee of the District Party Committee, the District People's Council, the People's Council of Hoa Binh province, submitting to the Ministry of Construction for appraisal in the first quarter. I/2025...
In addition, the district continues to focus on mobilizing resources to invest in the construction of technical infrastructure and social infrastructure projects in the area. Speed up the construction progress of infrastructure projects, urban area projects, housing areas, ecological areas, etc.; maintenance and repair of technical infrastructure systems need to be carried out regularly and promptly, striving to turn Luong Son into a town on schedule.
