Ensure progress
The project (PPP) of a 26m bridge and road connecting to a planned 36m road was started in December 2024 with an implementation period of 1 year, invested by the Project Management Board (PMU) of Investment and Construction in Hue City (now the PMU of Investment and Construction in Thuan Hoa District). The project has a total investment of more than 180 billion VND, of which the cost of site clearance (GPMB) and resettlement is more than 100 billion VND.
The project is built to gradually complete the traffic network according to the approved planning, connecting central areas with An Van Duong New Urban Area, serving the travel needs of people, contributing to promoting socio -economic and tourism development.
The project investment scale includes: Construction of a new bridge across the Nhu Y River with a bridge width of 20m, in which the sidewalk on each side is 3m wide, the road surface is 14m wide; construction of a new road at both ends of the bridge with a length of 350m, in which the starting point is at the intersection of the current Diem Phung Thi road, the end point is at the intersection of the planned road with a cross-section of 36m in area B - An Van Duong New Urban Area; the road cross-section is 26m. In addition, the project also builds technical infrastructure such as planting trees, lighting, drainage, water supply, fire prevention and fighting... in accordance with the current status and general planning orientation.
Mr. Cao Huy Phuong, Head of Planning Department of Thuan Hoa District Construction Investment Project Management Board, said that up to now, the project has been allocated about 54.7 billion VND. Of which, the bridge item alone with a contract value of about 41 billion VND is currently under construction. The contractor has completed the bored pile foundation and is currently constructing the bridge abutment, with progress so far reaching 35% of the contract value. The road section at both ends of the bridge is currently undergoing site clearance work, so it has not been implemented yet.
Early resettlement arrangement
According to the Investment and Construction Project Management Board of Thuan Hoa District, to implement the above project, 48 households will be affected. Of which, Thuy Van Ward has 21 households and Vy Da Ward has 27 households. The number of households expected to be resettled is 42 households. The total land area recovered for the project is more than 12,000m2. Of which, the recovered land area of Thuy Van Ward is more than 5,200m2; Vy Da Ward is more than 6,800m2, including religious land, urban residential land, traffic land, rivers, etc. The Investment and Construction Project Management Board of Thuan Hoa District also said that it is expected that by May 30, the site clearance work will be basically completed and construction of the road part of the project will begin.
Mr. Bui Ngoc Chanh, Deputy Director in charge of the Land Fund Development Center of Thuan Hoa District, said that regarding the land acquisition work in Vy Da Ward, on July 31, 2024, the People's Committee of the old Hue City issued Decision No. 7277/QD-UBND on compensation and support for households with an approved value of more than 18 billion VND. Of which, the number of households with approval decisions is 23/27 households; the number of households that have received money and handed over the site to the investor is 20/23 households. The households that have not received money and handed over the site are 3/23 households because they have not agreed with the plan, compensation value, support and resettlement. Currently, the progress of land acquisition for the project has 25 files left. Of which, the unit is posting the approved compensation value for 22 households and 3 households are copying the files to submit to the competent authority to appraise the land origin.
Regarding the resettlement plan, Mr. Bui Ngoc Chanh said that on December 6, 2024, the unit organized a lottery to receive resettlement land for individual households, including 8 main households and 1 secondary household. Up to now, 8 households have drawn lots to receive resettlement land, only 1 household has not received it.
Currently, relevant units are urgently completing site clearance work to implement the remaining items of the project to ensure the progress set for the end of this year.
