Overcoming difficulties and accelerating the progress of macadamia planting projects.

Comrade Lo Van Tien, Vice Chairman of the Provincial People's Committee, chaired the meeting of the Steering Committee with investors of macadamia projects in the province.

Currently, the province has 13 macadamia tree planting projects approved for investment, with a total scale of 61,223 hectares. To date, 5 out of 13 projects have had their investment plans approved by investors, and 2 out of 13 projects have completed the investment plan preparation and have undergone consultation with relevant departments, agencies, and local authorities to prepare for project approval. The projects have completed land surveying and land ownership registration for 21,573 hectares, reaching 35% of the total area to be surveyed; and have planted 6,629 hectares, achieving 15% of the approved progress by 2024. The province has established 12 macadamia cooperatives and 157 macadamia cooperative groups in the project implementation areas.

Leaders of Lien Viet Muong Cha Joint Stock Company presented the difficulties and obstacles encountered in implementing macadamia planting projects.

The implementation of macadamia planting projects is facing many difficulties and obstacles, such as: The progress of macadamia planting according to the commitments of investors and the 2024 plan is still very slow; although the planting season is approaching, most businesses have not yet prepared the necessary conditions (site, seedlings, etc.). Most investors are facing difficulties in mobilizing capital for the project, making it difficult to expand the area of ​​macadamia cultivation; the legal procedures regarding land are time-consuming and frequently encounter obstacles (land disputes, lack of consensus from people in some areas, etc.), thus affecting the progress of land surveying and ownership registration, and making it difficult to create a core area for concentrated project implementation.

Leaders of the Dien Bien Dong District People's Committee reported on the progress of macadamia planting projects in the area.

At the conference, investors highlighted the main difficulties and obstacles leading to project delays, such as: inconsistent project implementation procedures; issues related to the planning of three types of forests; the annual increase in forest area in areas already allocated to businesses; forest fires affecting planted macadamia orchards; delays in issuing land use right certificates to local people; difficulties in disseminating information and mobilizing people to participate in the projects; and the fact that most investors face difficulties in securing investment capital. Investors requested that the Steering Committee and relevant provincial departments and agencies pay attention to resolving these difficulties and obstacles promptly to facilitate project implementation.

Leaders of the Department of Agriculture and Rural Development addressed the investors' requests.

Concluding the conference, Mr. Lo Van Tien, Vice Chairman of the Provincial People's Committee, requested that the People's Committees of districts and cities closely monitor the situation related to macadamia projects in their areas, especially regarding the wages and salaries of people participating in labor contracts with the companies; coordinate with investors to protect the planted macadamia areas, and proactively implement the contents of linking macadamia projects. Based on the investors' recommendations, the provincial departments and agencies should review and provide satisfactory answers, especially regarding land-related issues. Investors should focus on caring for the planted orchards; overcome difficulties and strive to pay wages to workers; and prepare all necessary conditions for planting trees according to the 2024 plan. In addition, they should strengthen coordination with departments, agencies, and localities in the implementation of projects, especially regarding the adjustment and reduction of projects in accordance with the province's policy.
