Promoting the progress of Hung Vuong Park project

According to the assessment, the progress of the assigned tasks for the Hung Vuong Park project in the past time has not met the requirements. Therefore, the leaders of the Provincial People's Committee requested the relevant parties to urgently focus resources to speed up the implementation progress. Thereby, striving to hand over the site so that the project can be constructed on the occasion of the celebration of the founding day of the Communist Party of Vietnam early next year (February 3, 2026).

After adjusting the investment policy, the Hung Vuong Park project (currently located in Phu Thuy ward, Lam Dong province) has a land use area of ​​30.08 hectares with a total investment of 498 billion VND. This project will be implemented in 4 years from June 2025 to June 2029. In addition to leveling some areas, many new items will also be built such as: observation works, squares, outdoor stages, camping areas, high and low walking paths, boat docks, park perimeter roads combined with riverside walking paths...

Information from the Construction Investment Project Management Board No. 2 - the investor of Hung Vuong Park project said that by September 2025, 73 records with an area of ​​more than 25 hectares had been identified, the remaining more than 5 hectares had not been identified. At the same time, there was a decision on compensation for 70 records (area of ​​about 24.2 hectares) and 3 records (area of ​​0.814 hectares) had not yet had a decision on compensation. Regarding this work, the project investor also held a meeting with the Provincial Land Fund Development Center - Branch of Land Fund Development Center No. 1 and the People's Committee of Phu Thuy Ward to remove difficulties and obstacles in the process of compensation and site clearance.

In addition, the project investor also coordinated with the consulting unit to conduct measurements and adjust cadastral maps, and with the local authorities to notify households about the project information... However, the project investor also admitted that the implementation results were not yet on schedule due to some objective difficulties.

Recently, Vice Chairman of the Provincial People's Committee Nguyen Minh inspected the construction site of Hung Vuong Park and listened to reports from relevant parties on the progress of the project. Thereby, the progress of the work in the preparation phase has not achieved the desired results. Therefore, the relevant departments, branches, units and localities are required to closely follow the direction of the Provincial People's Committee to speed up the implementation progress in the coming time.

Specifically, the Project Management Board No. 2 is required to continue to proactively coordinate with relevant departments, branches and localities to complete the assigned tasks. Accordingly, promptly submit a document to the competent authority requesting the allocation of funds to pay for planning costs, and coordinate with the consulting unit to promptly complete the preparation of survey records and adjust cadastral maps.

Specialized departments such as Finance, Construction, Agriculture and Environment are also required to coordinate in implementing related contents in the implementation of the Hung Vuong Park project such as: advising the Provincial People's Committee to arrange funds in accordance with regulations to pay for planning costs, organizing appraisal after the investor submits appraisal documents on the project investment feasibility study report, environmental impact assessment report and cadastral map...

The project is invested to protect and develop the ecosystem in the area.

As requested, the Provincial Land Fund Development Center also directed the Land Fund Development Center Branch No. 1 to coordinate with the People's Committee of Phu Thuy Ward to conduct a review of the origin and current status of land use to fully determine the number of households, individuals and organizations using land in the project implementation area. Thereby, it will serve as a basis for compensation and site clearance, ensuring that it does not affect the overall progress of the project...

In addition to participating in related tasks, the People's Committee of Phu Thuy Ward also strengthens propaganda, mobilizes people and strictly manages land funds that have completed compensation work. Promotes direct dialogue with households whose land has been recovered, listens to and promptly responds to legitimate opinions and recommendations to contribute to creating consensus and unity in compensation, support and resettlement.
