The Conference was chaired by Mr. Do Van Chien, Politburo member, Secretary of the Party Central Committee, Secretary of the Party Delegation, President of the Vietnam Fatherland Front Central Committee; Ms. Nguyen Thi Thu Ha, Party Central Committee member, Deputy Secretary of the Party Delegation, Vice President - General Secretary of the Vietnam Fatherland Front Central Committee; Party Delegation members, Vice Presidents of the Vietnam Fatherland Front Central Committee: Truong Thi Ngoc Anh, Nguyen Huu Dung, To Thi Bich Chau.

Attending the Conference were Mr. Mai Van Chinh, member of the Party Central Committee, Head of the Central Committee for Mass Mobilization; Mr. Huynh Dam, former member of the Party Central Committee, former Chairman of the Central Committee for Mass Mobilization of the Vietnam Fatherland Front; Ms. Ha Thi Khiet, former Secretary of the Party Central Committee, former Head of the Central Committee for Mass Mobilization, non-professional Vice Chairman of the Central Committee for the Vietnam Fatherland Front; members of the Party Central Committee, members of the Party Delegation, members of the Presidium; leaders of the Central Economic Committee; seniors, gentlemen, comrades of the Presidium, members of the Central Committee for the Vietnam Fatherland Front; a number of Chairmen of the Vietnam Fatherland Front Committees of provinces and cities; leaders of central agencies and departments and units of the Central Committee of the Vietnam Fatherland Front.

Speaking at the opening of the Conference, Chairman Do Van Chien said that, implementing the 2024 work plan, the organization of the 10th Conference of the Vietnam Fatherland Front Central Committee aims to focus on discussing and agreeing on a number of very important contents within the authority to prepare for the successful organization of the 10th Congress of Vietnam Fatherland Front Delegates, term 2024-2029.

On behalf of the Presidium of the Vietnam Fatherland Front Central Committee, Chairman Do Van Chien sent his best wishes for health and success to former leaders of the Party, State, and Vietnam Fatherland Front, seniors, ladies and gentlemen, and delegates.

On this occasion, Chairman Do Van Chien respectfully congratulated comrade Mai Van Chinh on being trusted by the Politburo and assigned to hold the position of Head of the Central Mass Mobilization Commission - the person who will accompany the Vietnam Fatherland Front throughout its activities.

“I would like to send my warmest congratulations to the comrades who have just been trusted by Party organizations at all levels and trusted by the Congresses of the Vietnam Fatherland Front at all levels to hold the position of Chairmen of the Vietnam Fatherland Front Committees of provinces/cities/districts nationwide. We expect that you will be dedicated to your member organizations, outstanding individuals and people of all walks of life in the country, unite, agree, be unanimous, join hands and make the highest efforts together with the entire Party, people and army to strive to fulfill the important goals of 2024 and the 13th National Congress of the Party,” emphasized Chairman Do Van Chien.

Chairman Do Van Chien said that implementing Directive 22-CT/TW of the Central Party Secretariat on the Congresses of the Vietnam Fatherland Front at all levels towards the 10th Congress of the Vietnam Fatherland Front for the 2024-2029 term, the Presidium of the Central Committee of the Vietnam Fatherland Front and the Standing Committee have concretized it into a Project, Plan and specific instructions; closely coordinated with Party committees at all levels to direct the Congresses of the Vietnam Fatherland Front at all levels, basically achieving the goals and requirements set out in Directive 22-CT/TW of the Central Party Secretariat. Up to now, we have completed the Congresses of the Vietnam Fatherland Front at the commune, district and provincial levels (Ho Chi Minh City will hold the Congress in mid-September 2024).

“The congresses of the Fatherland Front at all levels in this term are truly a political activity of profound social significance and have received the attention of all classes of people, the close direction of Party committees at all levels, and have made a very important contribution to consolidating and strengthening the great national unity bloc in the new revolutionary period,” affirmed Chairman Do Van Chien.

According to Chairman Do Van Chien, along with providing professional guidance and coordinating the direction of the Congresses of the Vietnam Fatherland Front at all levels, the Standing Committee of the Vietnam Fatherland Front Central Committee and its sub-committees have proactively and actively prepared: the draft Political Report; researched and revised the Charter of the Vietnam Fatherland Front; personnel plans, propaganda work, and other conditions to move towards the 10th Congress of the Vietnam Fatherland Front.

The draft Political Report to be submitted to the Congress has been widely consulted both within the Front system and outside the Front system. The Standing Committee of the Vietnam Fatherland Front Central Committee and the Document Subcommittee have received thousands of dedicated and responsible comments to contribute to the report. The Presidium of the Vietnam Fatherland Front Central Committee has reported to the competent authority, asking for instructions. The Document Subcommittee and the Standing Committee have directed the reception and explanation of comments and asked for the Presidium's opinion. So far, it has been basically completed. At today's meeting, it will be submitted to the Committee for comments to receive and finalize for submission to the 10th Congress.

Regarding the draft Personnel Project of the Congress , the Personnel Subcommittee and the Standing Committee have developed a project on the number of Committees, Presidiums, Standing Committees, structure, composition, residential areas, fields of operation, ... and have initially made a specific list. The project has been submitted to the competent authority for consideration and direction. The Standing Committee and the Personnel Subcommittee have prepared a basic step on the personnel of the Vietnam Fatherland Front Central Committee participating in the Committee, Presidium and Standing Committee for this term. At this Conference, we would like to ask for the Committee's opinions to absorb and complete and submit them to the competent authority for direction and submission to the Congress.

Regarding the study and amendment of the Charter of the Vietnam Fatherland Front, the Standing Committee and the Subcommittee have directed the study, summarized the practice, proposed to amend 3 contents in the Charter to comply with new regulations; at the same time edited and adjusted a number of articles, clauses, and words so that the Charter has appropriate vitality in the new period.

The 10th National Congress of the Vietnam Fatherland Front is expected to be held in 3 days: October 16, 17, 18, 2024 at the National Convention Center, Hanoi.

Also according to Chairman Do Van Chien, at the 20th Conference of the Presidium of the Central Committee of the Vietnam Fatherland Front held on September 4, 2024, there were 15 profound, responsible, and dedicated comments from the elders and members of the Presidium, contributing many valid opinions and the Standing Committee of the Central Committee of the Vietnam Fatherland Front directed to absorb as much of the opinions as possible to report at the Committee Conference today.

“We hope to receive many contributions from you, gentlemen, and comrades at the Conference so that we can build a good political report, personnel plan, and other contents, ensuring the success of the 10th Congress of the Vietnam Fatherland Front,” Chairman Do Van Chien stated.

Emphasizing that the content of today's Conference is very important, there is not much time left until the Congress, Chairman Do Van Chien respectfully requested that all seniors, ladies and gentlemen, and comrades promote democracy, concentrate their intelligence, heighten their responsibility, and enthusiastically discuss the content of the reports of the Presidium of the Central Committee of the Vietnam Fatherland Front. On that basis, unify will and action, high determination, solidarity, and consensus to successfully organize the 10th Congress of the Vietnam Fatherland Front, term 2024-2029, meeting the expectations of the Party and all classes of people.
