Regarding the process of drafting the Political Report, Vice President - General Secretary Nguyen Thi Thu Ha said that the process of drafting, receiving and completing the Political Report was conducted methodically, elaborately, scientifically, and widely collected opinions in many steps and rounds through many drafts and received thousands of opinions (from draft 1 to draft 3 of the Political Report); opinions were sought from the 18th, 19th, 20th Presidium Conferences and the 9th Committee Conference.
The Party Delegation of the Vietnam Fatherland Front has submitted a report to the Secretariat for comments on the 10th National Congress of the Vietnam Fatherland Front for the 2024-2029 term. At the meeting on August 16, 2024, the Secretariat unanimously acknowledged and highly appreciated the leadership, direction, and guidance of the Party Delegation of the Vietnam Fatherland Front in successfully organizing the congresses of the Front at all levels; seriously, thoroughly, and thoughtfully prepared the contents of documents, personnel plans, Congress programs, and other factors to ensure the organization of the 10th National Congress of the Vietnam Fatherland Front and basically agreed on the content of the report and the proposals and recommendations in the report.
Based on the document of the Party Central Office informing the Secretariat's opinion on the content of the Congress organization; on the basis of comments at the Secretariat meeting; of the Central agencies and organizations on the draft Congress Documents; comments at conferences, seminars, from localities and other opinions, the Standing Committee has absorbed and supplemented the draft political report. At the same time, it has built appendices on typical and outstanding figures and results of member organizations and the Vietnam Fatherland Front Committees of localities to illustrate the political report.
Vice President - General Secretary Nguyen Thi Thu Ha said that on September 4, 2024, at the 20th meeting of the Presidium of the 9th tenure, most of the opinions of the Presidium members expressed their recognition and appreciation for the process of building, receiving and perfecting the draft political report. Many opinions assessed that the draft report was of high quality; highly general, with a consistent assessment throughout the term, in-depth, with accurate goals and targets, which is the basis for ensuring the implementation process and easy post-auditing. Opinions suggested that the draft political report should continue to be improved on: the congress theme to cover all elements associated with the overall goal of national development and the role and responsibility of the Vietnam Fatherland Front; continue to reflect the real and profound mood of society, the Party's will, the people's hearts, the challenges facing the great national unity bloc; evaluate outstanding results in the work of social supervision and criticism; Continue to consider lessons learned; complete early to organize widespread public opinion gathering through the Front's main information channels...
Regarding the content of the Political Report, the draft Political Report is divided into two parts: Part 1: The situation of the great national unity bloc and the results of implementing the action program of the 9th Congress of the Vietnam Fatherland Front, term 2019 - 2024;
Part 2: Directions, Goals and Action Program of the Vietnam Fatherland Front for the 2024 - 2029 term with 6 action program contents:
Strengthening propaganda, mobilization, gathering people of all walks of life, strengthening social consensus, promoting the strength of the great national unity bloc; Improving the quality and effectiveness of social supervision and criticism, implementing democracy, participating in Party and State building; Encouraging people of all walks of life to compete, be creative, effectively carry out campaigns and emulation movements; Improving the effectiveness of people's foreign affairs and work with overseas Vietnamese; Promoting the role of mastery and self-management of the people, building united, prosperous and happy residential areas; Continuing to innovate the organizational structure, content and methods of operation; improving the capacity of the Front's cadres at all levels.
The title of the draft Political Report is: “Enhancing the core political role of the Vietnam Fatherland Front, promoting the tradition and strength of great national unity, contributing to building our country to be increasingly prosperous and happy”. The motto of the Congress is expected to be: “Solidarity - Democracy - Innovation - Creativity - Development”.
Regarding the draft report reviewing the term of the Central Committee and the Presidium of the Central Committee of the Vietnam Fatherland Front, Vice President - General Secretary Nguyen Thi Thu Ha said that the draft report consists of 2 parts, of which part 1 mentions the performance results of the Central Committee, the Presidium and the Standing Committee of the Central Committee of the Vietnam Fatherland Front, term IX, term 2019 - 2024, structured into 3 sections to assess responsibilities, summarize the results of performing tasks during the term, namely the Committee, the Presidium and the Standing Committee of the Central Committee of the Vietnam Fatherland Front.
"In each item, closely follow the tasks and powers to evaluate the main and outstanding activities to clarify the roles, responsibilities and contributions of the Committee, the Presidium and the Standing Committee of the Vietnam Fatherland Front Central Committee to the work of the Front," Vice President - General Secretary Nguyen Thi Thu Ha affirmed.
Also according to Vice President - General Secretary Nguyen Thi Thu Ha, Part 2 is structured into 3 contents including: Advantages and causes; Existence, limitations and causes; Some lessons learned. This part presents general comments and assessments and has specific comments and assessments for the Committee, the Presidium and the Standing Committee. At the same time, 6 main lessons learned are drawn for reference in the activities of the Committee, the Presidium and the Standing Committee in the next term.
