Da Nang Software Park No. 2 Opens

DNO - On the morning of January 16th, the People's Committee of Da Nang City held a ceremony to announce the decision to expand and inaugurate the Da Nang Software Park No. 2 concentrated information technology zone at Nhu Nguyet Street (Thuan Phuoc Ward, Hai Chau District).

Attending the event from the central government were: Standing Deputy Prime Minister Nguyen Hoa Binh and Deputy Minister of Information and Communications Bui Hoang Phuong. From the local government were: Member of the Central Committee of the Communist Party of Vietnam, Secretary of the City Party Committee, and Head of the National Assembly Delegation of the city Nguyen Van Quang; Standing Deputy Secretary of the City Party Committee Nguyen Dinh Vinh; Chairman of the City People's Committee Le Trung Chinh; and Chairman of the City People's Council Ngo Xuan Thang.

In his opening remarks, Chairman of the City People's Committee Le Trung Chinh stated that since the 2000s, information technology has been identified as a priority and key area for the city's development through Resolution No. 07-NQ/TU dated October 3, 2000, of the Standing Committee of the City Party Committee on some policies for the development of the software industry and Resolution No. 06-NQ/TU dated March 12, 2003, on promoting the application and development of information technology.

Adopting an approach that uses information technology applications as a driving force for the development of the IT industry, the city has allocated budget to invest in the construction of the Da Nang Software Park - the first model in the city's IT industry development.

The Da Nang Software Park was put into operation in October 2008 and was recognized by the Prime Minister as a concentrated information technology zone in Decision No. 1967/QD-TTg dated December 7, 2017.

With its efficient use of public investment capital and land use, this model demonstrates the city's sound strategy and policies in developing the information technology industry into a key economic sector.

Building on the success of the Da Nang Software Park model, and aiming to embrace the trends of the Fourth Industrial Revolution and concretize the Politburo's policy in Resolution No. 43-NQ/TW dated January 24, 2019, on building and developing Da Nang city until 2030, with a vision to 2045, with a strategy of shifting from outsourcing to producing information technology products and services, and moving the city's economic structure towards a digital economy, the city is implementing planning procedures and selecting investors to build Software Park No. 2.

The project comprises three buildings, ICT1, ICT2, and ICT, with a total land area of ​​2.8 hectares and a total construction floor area of ​​over 92,000 ^m² , expected to attract 6,000 employees.

On February 1, 2024, the Government issued Decree No. 09/2024/ND-CP amending and supplementing a number of articles of Decree No. 144/2016/ND-CP, and the Prime Minister issued Decision No. 1238/QD-TTg on October 22, 2024, to expand the Da Nang Software Park No. 2 concentrated information technology zone.

This creates a legal framework for continued investment of the city budget in Software Park No. 2. The City People's Council continues to allocate public investment capital, raising the total investment for the project to nearly 1,400 billion VND, accelerating the completion of Software Park No. 2.

Under the decisive direction of the Government leadership, with the attention, support, and guidance of central ministries and agencies, along with the determination of the Party committee, government, and people of Da Nang city, the No. 2 Software Park project has now been basically completed.

The city organized the opening of Software Park No. 2 and put into operation the ICT1 building with 8 floors, a total construction floor area of ​​over 39,000 ^m² , and an operating area of ​​21,000 ^m² , prioritizing strategic partners, strategic investors, small businesses, and innovative enterprises in the semiconductor and artificial intelligence sectors.

Currently, more than 30 businesses have registered their interest in renting office space at ICT1 Building, with a total registered area of ​​approximately 25,000 ^m² , exceeding the available rental space of ICT1 Building.

Thus, after more than 15 years of effort and determination, Da Nang city has now established another software park, bringing the total number of concentrated information technology zones in the city to four. Along with other planned and constructed information technology zones, this has boosted the city's economic restructuring.

From being a software outsourcing hub in the early 2000s with over 80% outsourcing accounting for its output, the city has now shifted towards developing the production of information technology products and services, with the outsourcing share dropping to below 40%.

In 2023, the digital economy accounted for 20.69% of the city's GRDP, exceeding the target of 20% set for 2025. Da Nang City is gradually positioning itself on the information technology map of Vietnam and the world.

The Da Nang Software Park, a concentrated information technology zone, has been identified as a key project to realize the Politburo's guidelines and directions in Conclusion No. 79-KL/TW dated May 13, 2024, continuing the implementation of Resolution No. 43-NQ/TW and Resolution No. 136/2024/QH15 dated June 26, 2024, of the National Assembly on organizing the urban government model and piloting some specific mechanisms and policies for the city's development.

In particular, Resolution No. 57-NQ/TW dated December 22, 2024, on breakthroughs in the development of science and technology, innovation, and national digital transformation; promoting new and modern production methods, focusing on new key areas such as semiconductor chips, artificial intelligence, blockchain, and financial technology (fintech).

As the country enters a new era, an era of national progress, the Party Committee, government, and people of Da Nang city will focus their efforts, determination, and unity to become a crucial nucleus of this new era, contributing to the successful achievement of the country's strategic goals.

At the ceremony, the Director of the Department of Information and Communications Industry, Nguyen Khac Lich, announced Decision No. 1238/QD-TTg dated October 22, 2024, of the Prime Minister on expanding the Da Nang Software Park No. 2 concentrated information technology zone.

Accordingly, Da Nang Software Park No. 2, with a total land area of ​​28,573 ^m² in Thuan Phuoc ward (Hai Chau district), is an expansion of Da Nang Software Park (Nos. 2 and 15 Quang Trung, Thach Thang ward).

This occasion marked the signing of memoranda of understanding between Da Nang city and partners in the fields of semiconductor microchips and artificial intelligence, in accordance with Resolution No. 136/2024/QH15. Specifically, the partners are: Marvell Vietnam Co., Ltd., FPT Corporation, and Sovico Group Corporation.
