'Urgently plan Ha Long Bay according to Government decree'

Speaking at the workshop, Ms. Le Thi Thu Hien, Director of the Department of Cultural Heritage, said that since being recognized as a World Natural Heritage in 1994, UNESCO has repeatedly made recommendations on the conservation of Ha Long Bay in 2003, 2004, 2006, 2007; 2009; 2011; 2013, 2014, 2021 and 2023, focusing on threats that could affect the outstanding global value of the heritage such as: coal mining, cement, wastewater and waste, aquaculture, tourism infrastructure development, industrialization and urbanization in the buffer zone; key economic development projects and land reclamation activities in areas surrounding the heritage site; strengthening the management capacity of the Ha Long Bay Management Board; Provide visitor management regulations to limit the impact of tourists in key areas to reduce visitor pressure on the heritage; provide maps with clear indications of the current boundaries and buffer zones of the heritage site...

In the face of the above situation, Ms. Le Thi Thu Hien said that Quang Ninh province and relevant agencies need to urgently establish a plan for Ha Long Bay in accordance with the provisions of Decree No. 166/2018/ND-CP dated December 25, 2018 of the Government stipulating the authority, order, procedures for establishing, appraising, and approving plans, projects for preserving, renovating, and restoring historical-cultural relics, scenic spots, and other relevant laws to be submitted to the Prime Minister for approval.

In addition, Quang Ninh province needs to coordinate with the management agencies of Cat Ba archipelago; Hai Phong city to study and evaluate the current status of management, protection and promotion of the overall value of the World Natural Heritage Ha Long Bay - Cat Ba Archipelago, which was recognized by UNESCO in September, on the basis of closely following the regulations and rules being implemented in the two localities, two heritage sites, and the issues raised for the inter-provincial heritage site to unify a plan to prepare for the development of regulations and plans for heritage management in accordance with heritage management work, and submit them to competent authorities for appraisal and approval in accordance with the provisions of law.

To promote the value of the World Natural Heritage of Ha Long Bay, in the coming time, Quang Ninh province needs to study and develop a set of monitoring tools on the conservation status of the World Heritage to ensure feasibility, based on the reference of monitoring tools of UNESCO and other countries in the world, suitable to management practices and local context and conditions; at the same time, seriously implement UNESCO's recommendations on the management, protection and promotion of the value of the World Natural Heritage of Ha Long Bay.

In addition, local authorities need to study the connection of Ha Long Bay tour routes with the system of relics and scenic spots in Quang Ninh province and Ha Long city and other tourist destinations in the region to optimize the potential of cultural heritage, thereby reducing the pressure of tourism activities on Ha Long Bay.

Also at the workshop, many opinions focused on in-depth analysis to clarify contents such as identifying the potential and strengths of cultural heritages in Ha Long City; the current status of conservation and promotion of cultural heritage values; orientation and proposal of tasks and solutions in the conservation and promotion of cultural heritage values, serving the sustainable development of Ha Long City in the new period.

Towards building a city of heritage

According to the assessment of Ha Long City Party Secretary Vu Quyet Tien, in addition to exploiting the landscape value of Ha Long Bay, which annually welcomes millions of tourists, other cultural relic sites in the area have not yet been maximized in their effectiveness. State management, propaganda and promotion, and investment resources for the conservation and restoration of cultural heritage are not commensurate with the potential historical value of the relics.

To overcome the above shortcomings, in 2024, Ha Long City will focus on improving the efficiency of investment attraction; building a team of qualified, competent and prestigious officials and managers; mobilizing resources, exploiting potentials, promoting socio-economic development of communes; building a system of transport infrastructure, urban infrastructure and environmental protection; building and promoting cultural values, human strength of Ha Long to become an endogenous resource, a driving force for rapid and sustainable socio-economic development.

According to the Secretary of the Ha Long City Party Committee, the locality will complete the planning of resort tourism, community tourism, culinary tourism... to diversify and improve the quality of tourism products with the principle that tourism products must have unique elements, carry traditional culture, harmoniously combine the diversity of many types and the thematic nature of a cultural tourism product package. From there, aim to build a city of heritage, wonders and culinary culture, traditional arts, and be a destination for national and international events.

In particular, local authorities will strengthen state management capacity in the fields of culture, ideology, information, inspection, control and strict handling of violations of environmental protection, especially in Ha Long Bay, encroachment and destruction of landscapes and relics.
