Previously, the Vietnam Federation of Commerce and Industry (VCCI) issued Official Dispatch No. 1278/LDTM-BC dated July 17, 2023 reporting on the implementation of tasks in the second quarter of 2023 according to Resolution No. 58/NQ-CP dated April 21, 2023 of the Government on a number of key policies and solutions to support businesses to proactively adapt, recover quickly and develop sustainably until 2025.

The report stated that in the second quarter of 2023, VCCI received 34 documents reflecting difficulties, obstacles and recommendations (petitions) from businesses and business associations, including 18 recommendations compiled by the Government Office and 16 recommendations compiled by VCCI.

Of the 18 petitions collected by the Government Office in the second quarter of 2023, 12 were sent to 7 ministries and branches and 6 were sent to the People's Committees of provinces and cities. The main contents of the petitions from enterprises and business associations mainly proposed issues related to tax policies, difficulties in value-added tax refunds, difficulties in registration documents, information on promotional programs, business registration, bidding documents, proposals to the People's Committees of provinces on difficulties in land, project land, land compensation support, etc.

Among the 16 recommendations collected by VCCI in the second quarter of 2023, the main contents of the recommendations from businesses and business associations mainly proposed issues related to tax policies, value added tax, lending interest rates, solutions to increase capital mobilization, difficulties and problems of the business community in the field of fire prevention and fighting, proposals to reform business regulations, recommendations on a number of draft laws...

Through the synthesis and monitoring of VCCI, in general, ministries, branches and localities have resolved the recommendations of enterprises and business associations. However, there are still a few ministries, branches and localities that have not responded and resolved the recommendations of enterprises in a timely and timely manner according to the transfer form of the Government Office, especially the recommendations related to the responsibility of responding and resolving of localities, which need to be considered and resolved by departments and branches. In addition, the recommendations collected by VCCI also need time for the Government Office to send to ministries, branches and localities for consideration and resolution.

In Document 6353/VPCP-DMDN, Deputy Prime Minister Le Minh Khai directed the Ministries and agencies: Finance, Industry and Trade, Planning and Investment, Science and Technology, Construction, Information and Communications, State Bank of Vietnam, People's Committees of provinces and cities: Ho Chi Minh City, Kien Giang to urgently study, consider and handle the recommendations stated in Appendix I and Appendix III of Report No. 1278/LDTM-BC dated July 17, 2023 of VCCI according to their authority and legal regulations. In case of exceeding authority, report to the Prime Minister for consideration and decision. Update the situation and handling results on the Recommendation Reflection System at: http://pakn.dichvucong.gov.vn and send to the Government Office and VCCI for synthesis before August 20, 2023.

Deputy Prime Minister Le Minh Khai requested VCCI to properly implement the Government's direction in Resolution No. 58/NQ-CP dated April 21, 2023, synthesize recommendations, difficulties and problems of enterprises and transfer them to state management agencies for handling and resolution; periodically report to the Prime Minister on the implementation status every quarter and at the same time send to the Ministry of Planning and Investment for synthesis, monitoring and publicization on the Business Support Information Portal.

VCCI shall report to the Prime Minister before August 31, 2023 on the results achieved, difficulties, challenges, and solutions in supporting businesses in accessing resources, business relations, and investment abroad.
