Urgently deploy waste-to-energy project in Cam Lam

On the morning of June 20, Mr. Nguyen Tan Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Secretary of the Party Committee of Khanh Hoa Provincial People's Committee chaired a meeting with departments, branches and localities to listen to reports on the implementation of the Khanh Hoa Waste-to-Energy Plant Project proposed for investment by Khanh Hoa New City Joint Stock Company. Also attending was Mr. Tran Hoa Nam - Vice Chairman of the Provincial People's Committee.

Currently, the whole province generates about 1,160 tons of domestic waste per day. However, the treatment infrastructure has not met the requirements. The collection, transportation and treatment of domestic solid waste in localities in the province is organized by the People's Committees of districts, towns and cities through the implementation of public services. The whole province has only invested in 3 sanitary landfills according to the Solid Waste Management Plan. The main treatment technology is landfilling, lacking waterproof lining and leachate treatment system. Faced with this situation, the Provincial People's Committee has approved the policy of adjusting the Khanh Hoa Waste-to-Energy Plant Project in Suoi Cat Commune, Cam Lam District. The project applies modern technology combined with power generation, the expected treatment capacity meets most of the needs of the whole province.

Regarding the form of implementation, according to the Department of Agriculture and Environment, because the contract is related to many specialized fields, the department proposed that the Provincial People's Committee directly sign and assign a specialized management board to help supervise and settle payments. The department is completing legal procedures and appraising the price plan for domestic solid waste treatment according to the guidance in current circulars and decrees.

Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Tan Tuan agreed on the investment policy and implementation method of the project. At the same time, he requested the investor to closely coordinate with the Department of Agriculture and Environment to promptly complete the draft waste treatment contract, and submit it to the Provincial People's Committee for signing before June 30. Chairman of the Provincial People's Committee Nguyen Tan Tuan assigned Suoi Cat commune, after administrative merger, to supplement the planning of the material production site location appropriately, ensuring environmental requirements; assigned the Department of Industry and Trade to add the connection point of the waste-to-energy plant project to the power development plan in the area; localities are responsible for organizing waste collection and stable supply to the plant. The Department of Agriculture and Environment will study and advise on the operating mechanism when the project comes into operation.
