Urgently handle subsidence at Ngoc Hoi intersection

Uneasy about the sinkhole on the bridge

According to the reporter's records, the sinkhole is located in the innermost lane of the Ngoc Hoi roundabout, right at the location where the N4 branch has not been completed. Many people have questioned whether the unfinished construction is the cause of the sinkhole? Some vehicles, especially motorbikes, when passing through this area can clearly feel the shock and impact caused by the sinkhole; if not careful, the motorbike driver can lose control of the vehicle.

Branch N4 of Ngoc Hoi Interchange has not been constructed yet.

Mr. Le Hoang Anh (Vinh Diem Trung Urban Area, Vinh Ngoc Commune, Nha Trang) said: “This subsidence has appeared for many months now, but the authorities have not yet surveyed, assessed the level of danger or the cause of the incident to find a solution. According to my observations, the subsidence is getting deeper and wider. Every day I drive past here on my way home from work, I am very worried. If not handled soon, the subsidence could affect the entire structure of the intersection, endangering vehicles traveling on the bridge and the service road below.”

Ultrasound to find the cause

On the afternoon of May 13, the Provincial Management Board of Investment and Construction Projects for Agricultural and Transport Works held a meeting with Phuc Son Group Joint Stock Company (investor), Investment and Construction Joint Stock Company No. 18 (contractor), T27 Consulting Joint Stock Company (design unit) and Thang Long Construction Consulting Joint Stock Company (supervisory consultant) to hear reports on the project implementation status, the next implementation plan and the solution to deal with the subsidence at the roundabout.

People are worried when they see the subsidence right opposite the unfinished N4 branch.

At the meeting, the investor and contractor said that the subsidence was U-shaped, about 5m long, with the deepest part being 3 to 5cm below the road surface. Mr. Cao Dinh Triet - Deputy Director of the Provincial Management Board of Investment and Construction of Agricultural and Transport Works said that after hearing the report, the board requested Phuc Son Group Joint Stock Company to urgently assess the cause and propose a solution to handle the subsidence to ensure traffic safety as well as the structure of the project. It is expected that Phuc Son Group will coordinate with a consulting unit in Da Nang City to inspect and peel off the asphalt layer in the subsidence area, using an ultrasound machine to accurately determine the cause, thereby proposing remedial measures. After the inspection results are available, the board will report to the Provincial People's Committee for direction.

Mr. HUYNH HOA - Chairman of Khanh Hoa Bridge and Road Association: To know the specific cause of the crack at Ngoc Hoi intersection, the design unit needs to consider it specifically for analysis and evaluation. In this project, branches N1, N2, N3, N4 are designed to be located on independent pillars connected by expansion joints, so the authorities have allowed partial exploitation. Therefore, the assumption that the cause of subsidence is due to the unfinished construction of branch N4 is not convincing.

According to the report of the Provincial Management Board of Investment and Construction of Agricultural and Transport Works, the Ngoc Hoi Intersection Project has 4 branches, of which branches N1, N2 and N3 have been put into operation since September 2023. Particularly, branch N4, connecting with Ring Road 2 leading to Nguyen Xien Street, cannot be implemented at present due to land clearance problems. For nearly 2 years now, vehicles have been circulating normally through the intersection, while branch N4 is fenced to ensure safety.
