Initial investment is about 7,892 billion VND
On July 16, a source from the Economic & Urban Newspaper confirmed that the People's Committee of Khanh Hoa province had submitted a document to the Ministry of Transport (MOT) and the Civil Aviation Authority of Vietnam on the planning project of Van Phong Airport (Van Phong Airport), Khanh Hoa province for the period 2021 - 2030, with a vision to 2050.
Specifically, the location of Van Phong Airport is studied in Van Thang Commune, Van Ninh District (Bac Van Phong), Khanh Hoa Province. The project area is about 65 km from Nha Trang City, about 101 km south of Cam Ranh International Airport and about 49 km north of Tuy Hoa Airport.
The total land area planned for Van Phong Airport is approximately 497 hectares. Notably, the planned airport area is located entirely on coastal waters, without residents, protected forests, mangrove forests, historical sites, and no planning for boat anchorage or storm shelters. Therefore, the implementation of construction is convenient for compensation and site clearance, without affecting houses and existing structures.
According to the report, in the first phase, Van Phong Airport will be invested with a capacity of 1.5 million passengers/year, according to ICAO level 4E design standards and level I military airport. The Northeast - Southwest runway is 3,050 m long, the airport elevation is expected to be +5.00 m. Implementation period is from 2023 - 2029.
To implement the project, Khanh Hoa Provincial People's Committee has proposed 3 investment options for Van Phong Airport under the public-private partnership (PPP) model. Specifically, option 1, the State will support the relocation. PPP investors will invest in the complete construction of the airport infrastructure.
For option 2, the PPP investor invests in a number of essential works including the construction of a passenger terminal, aircraft parking lot, and traffic infrastructure. The State budget (central and local budgets) invests in the remaining items including airport leveling; construction of runways and taxiways; and construction of works to ensure flight operations.
The final option is that the State budget (central and local budgets) will carry out relocation support work; invest in works to ensure flight operations; and partially support the ground leveling work of the airport area.
PPP investors invest in the remaining items, including leveling the civil aviation area; building the airport area, civil aviation area; and connecting traffic system.
Khanh Hoa Provincial People's Committee said that, based on analysis and evaluation, to ensure rationality and feasibility, option 3 was proposed for study and implementation.
With the proposed scale as above, the preliminary total investment for the construction of Van Phong Airport in the first phase is about 7,892 billion VND (excluding interest), serving 1,500,000 passengers/year, equivalent to 600 passengers/peak hour.
Of which, the State budget capital (central budget and local budget) is proposed to support about 2,150 billion VND (accounting for 27.2%) to implement investment projects for works ensuring flight operations; partially supporting the ground leveling work of the airport area.
The BOT investment capital is about VND 5,742 billion (accounting for 72.8%) including equity capital and commercial loans mobilized by investors. The expected payback period is about 47 years.
In line with development policies and orientations
According to Khanh Hoa Provincial People's Committee, the research and development of the Van Phong Airport Planning Project is in line with the policies of the Party and Government, in line with practical needs and the general development orientation of the world.

Van Phong CHK project is invested in construction to create economic development space for Khanh Hoa province in general and Van Phong economic zone in particular. Thereby, contributing to the formation of urban areas, industrial parks, services, tourism effectively exploiting land funds, creating new momentum to shift the economic structure of the region, connecting key economic zones.
According to the People's Committee of Khanh Hoa province, if the project can be implemented under the PPP method, all operating, maintenance and exploitation costs during the project's life cycle will be borne by the investor, helping to save resources and the State management apparatus.
In addition, Van Phong Airport will facilitate the movement of local people, tourists and experts; promote Van Phong Economic Zone to soon become a smart urban area, a center of high-class tourism services and entertainment.
The project will facilitate the exploitation of regional and local potentials, connect and promote socio-economic development, and facilitate traffic, creating more job opportunities and increasing income.
