Mr. Trieu Khoa Nghia, a civil servant in the Justice and Civil Registry department of the commune, said: "A segment of the population, especially the elderly, do not have smartphones, so they face many difficulties in carrying out administrative procedures electronically. Therefore, the Commune People's Committee has directed specialized officials to regularly provide guidance to create the most favorable conditions for people to access this form of procedure."
In 2024, the commune received and processed 613 administrative procedures through the electronic one-stop service software (3 carried over from the previous period, 610 new applications received); 610 applications were processed ahead of schedule, and 100% of applications were digitized. The "Congratulatory Letter" model was implemented in handling administrative procedures for first-time birth and marriage registrations; 85 congratulatory letters were given with birth certificates and 79 with marriage certificates during the year.
The quality of administrative procedure processing at the One-Stop Service Center is effective, with quick, accurate, and compliant handling, receiving high approval from the people. Mr. Quach Thanh Do, from Hamlet 7, shared: “When people need to carry out administrative procedures at the one-stop service center, the documents and procedures are processed very quickly. The staff in charge are very enthusiastic and attentive, making people satisfied. For example, today I came here to carry out the procedure for transferring land use rights, and it was done quickly, with friendly guidance from the staff in charge.”
In addition, the People's Committee of Khanh Hoa commune was selected to pilot the community digital technology group model, establishing 6 groups in 6 hamlets with 36 members. These community digital technology groups received training and guidance on policies, laws, and regulations regarding digital transformation; they were also provided with guidance on installing and using digital platforms, technologies, digital skills, and applications on the e-Government platform (CaMau-G). Since its implementation, the community digital technology groups have directly demonstrated and guided nearly 69% of households in the commune, bringing practical benefits to the people, especially the cashless payment method, which has been highly embraced by the residents. Ms. Bui Hong Dam, a business owner in Hamlet 7, said: “Many times, when customers come to buy goods and forget to bring cash, they can transfer money, which is very convenient. Moreover, the money is in the account, so there's no fear of losing it, and it's easy to manage.”
Ms. Pham My Cam, Vice Chairman of the Commune People's Committee, emphasized: “In 2025, the commune plans to continue promoting administrative reform, considering it a key and continuous task in the process of directing and managing socio -economic development. We will effectively implement administrative procedure control; improve the quality of handling administrative procedures through the one-stop mechanism at the Commune People's Committee. We will strengthen the application of information technology in state administrative management. At the same time, we will improve the efficiency of receiving and processing online applications, digitizing and certifying electronic copies... We will not allow delays in processing applications on the electronic one-stop software.”
