Khanh Hoa activates response plan for storm No. 15, floods and landslides

(Chinhphu.vn) - On November 27, the Khanh Hoa Province Civil Defense Command said that, along with urgently overcoming the consequences of the recent floods, the province is proactively deploying plans to respond to storm No. 15 with 3 forms: storm, flood and landslide.

The Provincial Civil Defense Command has assigned specific tasks to each agency, unit and locality, fully prepared forces, vehicles, food and provisions; at the same time, required localities to strictly implement the "4 on-site" motto, drawing experience from the recent flood to ensure smooth coordination when the storm makes landfall.

Along with that, the Chairman of Khanh Hoa Provincial People's Committee issued a telegram to proactively deploy measures to prevent and combat storm No. 15.

Accordingly, the Provincial Border Guard Command is requested to preside over and coordinate with coastal localities and relevant units to urgently call on ships and boats still operating at sea to return to shore or find safe places to avoid and shelter from storms; proactively decide when to ban ships and boats from going to sea and when to allow ships and boats to return to normal operations.

Notify fishermen, aquaculture households on rafts, tourist boats, transport ships, and sea vehicles of the time to stop fishing, transporting, and circulating at sea from 6:00 a.m. on November 27.

Instructions for people to anchor cages, rafts, and boats to ensure safety; for people on cages, rafts, and moored boats, they must return to shore (mandatory) before 6:00 p.m. on November 28 until the last news about the storm.

The People's Committees of communes, wards and special zones shall organize specific statistics on the number of aquaculture cages in the sea areas; the number of people on the cages; coordinate with the provincial Border Guard to implement evacuation measures (must go ashore before 6:00 p.m. on November 28 until the last news about the storm is received).

Urgently notify people to soon harvest agricultural production with the motto "green house is better than old field" and harvest aquaculture products to avoid damage caused by tropical depression that is likely to strengthen into a storm.

Organize inspection and examination of vulnerable areas, areas at risk of flash floods, landslides, low-lying areas, flooding, etc. Pay attention to landslide points in residential areas at high risk, proactively plan to evacuate people to safe places (if necessary, forced evacuation is required to ensure safety), assign forces to be on duty, keep watch, regularly check, promptly handle any unusual developments.

Arrange guards and checkpoints at culverts, spillways, and deeply flooded areas with fast-flowing water, not allowing vehicles or people to circulate to ensure people's safety.

Inform people in low-lying areas that are frequently flooded to proactively raise their assets and household items to avoid damage caused by heavy rain and floods; at the same time, instruct people to reinforce and brace their houses. Regularly inform people about the developments of storms and floods to proactively prevent and respond.

The Provincial Military Command and the Provincial Police proactively organized a review of forces, prepared vehicles and equipment to ensure the safety of forces participating in rescue and promptly deployed search and rescue, fire prevention and fighting, and ensured security and order in situations caused by storms and floods.

Reservoir management units urgently operate and regulate reservoirs according to procedures, ensuring that the water level is lowered to create capacity to receive floods and limit flooding in downstream areas (depending on the water level situation of the river in the downstream area, increase the regulation of large amounts of water during the day and limit regulation at night).
