Approving the planning of Lien Khuong Airport for the period 2021-2030, with a vision to 2050

The Minister of Transport has just signed Decision No. 610/QD-BGTVT approving the planning of Lien Khuong Airport for the 2021-2030 period, with a vision to 2050.

Accordingly, the position and function of Lien Khuong Airport in the national airport network is an international airport; the nature of use is an airport for shared civil and military use.

During the 2021-2030 period, Lien Khuong Airport will be a level 4E airport (according to the standard code of the International Civil Aviation Organization - ICAO) and a level II military airport; capacity of 5 million passengers/year and 20,000 tons of cargo/year.

The type of aircraft operating at Lien Khuong Airport is code C such as A320/A321, code E such as B747/B787/A350 and equivalent; the landing approach is CAT II with head 09 and simple head 27. Vision to 2050, Lien Khuong Airport is planned to be a level 4E airport and a level II military airport; capacity of 7 million passengers/year and 30,000 tons of cargo/year.

Aircraft type operated is code C such as A320/A321, code E such as B747/B787/A350 and equivalent; landing approach: CAT II starting at 09 and simple starting at 27.

Regarding the runway system, in the period 2021-2030, Lien Khuong Airport is planned to maintain the existing runway configuration with dimensions of 3,250 m x 45 m, and a 7.5 m wide material shoulder.

Vision to 2050 will extend the existing runway to the West (beginning of 09) by 350 m to 3,600 m x 45 m, with material margins according to regulations.

Regarding the aircraft parking lot, in the period 2021-2030, Lien Khuong Airport will expand the aircraft parking lot to accommodate 21 parking positions and have reserves for expansion when needed. The vision to 2050 will continue to expand the aircraft parking lot to accommodate 27 parking positions and have reserves for expansion when needed.

Regarding the passenger terminal, in the period 2021-2030, Lien Khuong Airport will maintain the T1 passenger terminal with a capacity of 2 million passengers/year, and plan a new T2 passenger terminal with a capacity of about 3 million passengers/year.

Vision to 2050 will expand passenger terminal T2 so that the total capacity of the entire Port reaches about 7 million passengers/year; reserve land for development when needed.

Regarding the cargo terminal, in the period 2021-2030, Lien Khuong Airport is planning a cargo terminal and parking lot on the land east of the civil aviation area, with an area of about 23,300 m2, meeting the capacity of about 20,000 tons of cargo/year. Vision to 2050, the existing location will be renovated and expanded when needed to meet the capacity of about 30,000 tons of cargo/year.

Land use demand for the period 2021-2030, vision to 2050 of Lien Khuong Airport is about 340.84 ha, of which the land area managed by civil aviation is 176.21 ha; the land area for common use managed by civil is 153.90 ha; the land area managed by military is 10.73 ha.

The Ministry of Transport assigns the Civil Aviation Authority of Vietnam to be responsible for studying and receiving the Appraisal Report No. to complete the Planning dossier according to regulations; preside over and coordinate with the People's Committee of Lam Dong province and relevant agencies to organize the announcement, management and implementation of the planning.

Lam Dong Provincial People's Committee updates the content of the Planning into local planning; arranges and protects land funds in accordance with the approved Planning. Regarding the land area planned for runway No. 2 as a reserve for long-term goals, the Ministry of Transport requests Lam Dong Provincial People's Committee to manage it according to its authority, facilitating the expansion of the airport when needed.

Hai Phong started construction of Tien Cuong II industrial cluster with an area of over 50 hectares

On the morning of May 18, in Tien Lang district, Hai Phong city started construction of Tien Cuong II Industrial Cluster with an area of over 50 hectares and a total investment of 698 billion VND.

The industrial cluster is located in the North, bordering Dai Thang commune and National Highway 10; in the South, bordering the inter-village road of Dai Cong commune, which has been expanded by the investor into a 21m road; in the East, bordering the residential area, running along the commune road; and in the West, bordering the residential area of Tien Cuong commune and running along district road 25.

Speaking at the groundbreaking ceremony, Mr. Nguyen Dung Tien, Chairman of Tien Phat Board of Directors, said: “The groundbreaking ceremony of Tien Cuong II Industrial Cluster is the beginning of the journey of continuing to connect and accompany Tien Lang district with Tien Phat Industrial Park Infrastructure Investment Joint Stock Company. Modern and impressive factories will be formed to create a convenient, advanced and synchronous Industrial Cluster. This will be a place to attract abundant human resources, create stable jobs for local people and contribute to the socio-economic development of Tien Lang district in particular and Hai Phong in general”.

It is a bright spot in attracting investment, contributing to the economic development of the district and creating a new landscape, contributing to the new rural construction movement of Tien Cuong commune and Tien Lang district,” Mr. Nguyen Dung Tien emphasized.

The industrial cluster is built with the aim of attracting industries such as: mechanical industry; electronics, refrigeration, telecommunications, information technology and high technology industry; industry manufacturing products supporting high-tech industry; electrical equipment manufacturing industry; construction materials manufacturing industry; light industry (food; garment; footwear; stationery; agricultural processing ...).

At the groundbreaking ceremony, Mr. Le Anh Quan, Permanent Vice Chairman of Hai Phong City People's Committee, said that the city's socio-economic development has always had growth in recent times. In 2023, Hai Phong attracted a record amount of foreign direct investment, ranking second in the country. Domestic revenue met the target assigned by the City People's Council and exceeded the target assigned by the Central Government. This clearly demonstrates the contribution of investors, especially in the field of investment in infrastructure of industrial parks and industrial clusters, so that Hai Phong's GDPRP has remained at double digits for 9 consecutive years.

Highly appreciating the rapid implementation of Tien Cuong II Industrial Cluster in Tien Lang district, Mr. Le Anh Quan, Permanent Vice Chairman of Hai Phong City People's Committee, said that this demonstrated the high concentration of investors and the participation of all levels and sectors of the city, especially Tien Lang district, in site clearance work.

According to the leader of Tien Lang District People's Committee, determining that the project's early operation will promote local socio-economic development, create stable jobs for people, the local government has accompanied the investor in site clearance for project implementation. The site clearance of the project has received high support from local people.

According to the investor, although Tien Cuong II Industrial Park is still in the process of completing infrastructure and related utilities, it has attracted much attention from domestic and foreign customers and investors.

Within the framework of the project groundbreaking ceremony, Tien Phat Industrial Park Infrastructure Investment Joint Stock Company signed a contract in principle with Clapton Whale Company Limited and HongKong Kinyee Technology Company Limited with an area of nearly 10 hectares.

In order to meet the demand for early land handover of secondary investors, the investor is currently actively accelerating the project progress, quickly completing the infrastructure of the industrial park, including: completing procedures and constructing traffic infrastructure items; rainwater and wastewater collection and drainage systems; pumping stations, domestic water supply, fire protection systems; electricity supply; lighting and construction of a separate centralized wastewater treatment plant for the cluster.

With the advantage of having a local transport infrastructure system connecting key provincial and national roads running through the waterway system to the Van Uc River mouth and then flowing into the sea. Currently, Hai Phong is focusing on developing a series of local infrastructures with major transport projects of strategic vision such as the Van Uc River Overpass; building a coastal road running through the area; renovating and expanding Provincial Road 354 from Khue Bridge to Minh Duc Bridge; expanding National Highway 10; building a connecting road from Dang Bridge, Han Bridge to Doan Lap intersection; planning a new airport right in Tien Lang...

Tien Lang District is urgently coordinating with investors to put Tien Thanh Industrial Park into operation, with a total area of 86 hectares (phase I). The locality has also completed site clearance for Dai Thang Industrial Cluster projects (13.36 hectares). The City People's Committee has decided to establish Quang Phuc Industrial Cluster (50 hectares).

The fact that Tien Cuong II Industrial Cluster has been started and will soon be put into operation shows that Tien Lang district is on the right track, identifying industry as the main driving force for local socio-economic growth. Together with all resources, Tien Lang district will become the southern industrial center of Hai Phong city.

Can Tho: Inauguration of Tay Do Bridge and Co Do Bridge, total investment of 358 billion VND

On the morning of May 19, the Department of Transport of Can Tho City held the inauguration ceremony of Co Do Bridge and Tay Do Bridge. These are two key transport projects of Can Tho City in the period of 2021 - 2025.

Co Do Bridge is located on Provincial Road 919, passing through Co Do town, Co Do district, with a total route length of 369 m, of which the bridge section is 83.1 m long, belonging to a level III traffic project. The bridge is designed with 2 units, the cross-section of the bridge includes 6 lanes, 31 m wide. The project has a total investment of nearly 133 billion VND, from the city budget, and started construction in February 2022.

Tay Do Bridge has its starting point connecting with Provincial Road 923 in Phong Dien town, its ending point connecting with Provincial Road 926, Nhon Ai commune (Phong Dien district), with a total length of about 700 m, of which the bridge section is more than 140 m long, with 4 lanes, designed speed of 40 km/h. The bridge section has 2 units with 5 spans, cross-section width of 22.5 m. The bridge is designed with steel arch architecture combined with cable-stayed to create landscape with artistic lighting system.

The project has a total adjusted investment of more than 225 billion VND, starting construction in early 2022. The bridge consists of two units, unit 1 has been completed and opened to traffic in early 2023.

Both Co Do Bridge and Tay Do Bridge projects are invested by Can Tho City Department of Transport.

At the ceremony, Mr. Nguyen Ngoc He, Vice Chairman of Can Tho City People's Committee, said that the completion of these two bridge projects contributes to completing the road traffic system, connecting Provincial Roads 919, 922 and 926. At the same time, it reduces traffic congestion, shortens travel time when crossing the bridge, promotes socio-economic development of Co Do district, Phong Dien district in particular and Can Tho city in general.

Proposal to invest more than 3,000 billion VND to build a water pipeline from Dong Nai to Ho Chi Minh City

The Department of Planning and Investment of Ho Chi Minh City has just issued Document No. 4800/SKHĐT-DNKTTT&TN to Saigon Water Corporation (Sawaco) for comments on the investment project to build a raw water pipeline D2400 from Hoa An Pumping Station (Dong Nai) to Thu Duc Water Plant, Ho Chi Minh City.

After appraising the Project, the Department of Planning and Investment said that the Project to build the D2400 raw water pipeline from Hoa An to Thu Duc uses mixed capital including foreign public investment capital (business capital) of Sawaco and commercial loans.

The project has a total investment of VND 3,095 billion, of which commercial loan capital is VND 2,159 billion, because the project has a total investment of no more than 50% of the equity capital recorded in the 2023 financial report provided by Sawaco (equity capital is VND 7,222 billion) but exceeds the capital level of group B projects as prescribed in Clause 2, Article 9 of the 2019 Law on Public Investment.

In addition, based on the provisions of Articles 23 and 24 of the Law on Management and Use of State Capital Invested in Production and Business at Enterprises, the Department of Planning and Investment believes that the Board of Members of Sawaco must report to the representative agency of the owner, the Ho Chi Minh City People's Committee, for consideration and approval, and the investment procedures and order shall be implemented in accordance with the provisions of law.

Previously, at the end of March 2024, Sawaco sent Document No. 1848/TCT-KHĐT to the Ho Chi Minh City People's Committee proposing to invest in the project to build a raw water pipeline D2400 from Hoa An Pumping Station to Thu Duc Water Plant with a length of 10.7 km.

Explaining the need to spend thousands of billions of VND to invest in water pipelines, Sawaco said that currently, the delivery of raw water from Hoa An station (Dong Nai) to Thu Duc (HCMC) is through two pipelines, D1800 and D2400. Of which, pipeline D1800 has been operating since 1966, was renovated and repaired in 2012 and is currently operating with a capacity of 300,000 m3/day.

The D2400 pipeline has been in operation since 2002 and is currently operating at a capacity of over 1 million m3/day. With the current status of the two pipelines in operation, they can only transport 1.3 million m3/day and are expected to increase to 1.6 million m3/day when Thu Duc 4 water plant is built, which does not ensure safe water supply because the D1800 pipeline cannot transport 70% of the system flow when the D2400 pipeline needs to stop operating for maintenance.

Therefore, it is necessary to invest in additional raw water pipeline D2400 from Hoa An station to Thu Duc right now before implementing the construction of Thu Duc water plants 4 and 5 to ensure water supply for people.

Proposal to invest 37,653 billion VND in public investment to build 143 km of Quy Nhon - Pleiku expressway

The Quy Nhon - Pleiku expressway project with 4 lanes connecting provinces in the Central Highlands and Central Coast regions is proposed to be invested in the form of public investment.

Accordingly, the Chairman of the People's Committee of the two provinces: Gia Lai and Binh Dinh proposed that the Prime Minister consider and approve the investment of the Quy Nhon - Pleiku expressway in the form of public investment with a complete investment scale of 4 lanes, roadbed width of 24.75 m, length of 143.2 km, total estimated investment of 37,653 billion VND.

The project implementation progress is to prepare investment in 2024-2025, and complete basic construction before 2030.

The leaders of the two provinces proposed to assign the Ministry of Transport as the competent authority to implement the project; the People's Committee of each province shall carry out site clearance work according to administrative boundaries.

The two localities said that the proposed route of the Quy Nhon - Pleiku Expressway Project has basically been agreed upon by the Standing Committees of Binh Dinh and Gia Lai Provincial Party Committees.

Specifically, the Project starts at the intersection of National Highway 19B, Provincial Road 639 and the extended Nhon Hoi Economic Zone axis road in Cat Tien town, Phu Cat district, Binh Dinh province; the end point is at the intersection of Ho Chi Minh road (QL14), in Pleiku city, Gia Lai province. The total length of the route is about 143.2 km, of which the section passing through Binh Dinh province is about 57.6 km; the section passing through Gia Lai province is about 85.6 km.

Previously, in Notice No. 173/TB-VPCP dated June 15, 2022 and Notice No. 59/TB-VPCP dated February 28, 2023, Prime Minister Pham Minh Chinh assigned the Gia Lai Provincial People's Committee to preside over and coordinate with the Ministry of Transport, Binh Dinh Provincial People's Committee, State Capital Investment Corporation (SCIC) and a number of other partners to study the investment plan for the Quy Nhon - Pleiku expressway construction project, in which priority is given to investment plans under the BOT or PPP method.

In order to implement the above direction, the People's Committees of Gia Lai and Binh Dinh provinces have worked with SCIC on investment plans for the Project.

Through calculation and research of the Project investment plan according to the provisions of the PPP Law; the results of research and preliminary calculation of the Project's financial plan show that, with the scenario of the maximum state support capital of 50% of the total investment as prescribed by the PPP Law, the Project does not ensure financial efficiency as prescribed. In case the Project is financially efficient and the capital recovery period with the scenarios of about 25 years, 18 years and 10 years, the state capital needed to participate in support accounts for 76% to 88% of the total investment, so investment in the form of PPP is ineffective and difficult to be feasible.

Currently, to connect Binh Dinh with Gia Lai in particular, the Central Highlands in general and other countries only through National Highway 19. In the context that National Highway 19 still has many difficulties in terms of geometry, the travel time from Binh Dinh to Pleiku City, Gia Lai province is currently about 3.5 - 4 hours.

Therefore, investing in the Quy Nhon - Pleiku expressway according to the approved plan is extremely necessary, in order to enhance regional mobility, contribute to strengthening national defense and security, serve the strategy of building and protecting the Fatherland, serve the socio-economic development of Binh Dinh and Gia Lai provinces in particular, and the provinces in the Central Highlands and Central Coast in general.

The project also helps connect the seaport system of the Central coastal region with the Vietnam - Laos - Cambodia junction and Thailand and Myanmar, shortening the distance and travel time to about 1.5 - 2 hours. It is also an expressway across the East - West axis connecting the North - South expressway that is being formed.

Extension of construction time of Dien Chau - Bai Vot Expressway PPP Project

The Ministry of Transport has just sent an official dispatch to the Departments: Vietnam Expressway; Construction Investment Management; Project Management Board 6; Phuc Thanh Hung Investment Joint Stock Company (project enterprise) regarding the construction time of the PPP project of the North-South Expressway, Dien Chau - Bai Vot section.

Accordingly, the Ministry of Transport agreed to extend the completion time to open the main route from the National Highway 46B intersection to the end of the route (about 19.3 km) before June 30, 2024 and complete the entire remaining volume of the Project before September 30, 2024.

Project Management Board 6 is required to perform assigned tasks, exercise the rights and obligations of the competent State agency to complete procedures related to adjusting the project construction time.

Vietnam Expressway Administration performs the functions and tasks assigned by the Ministry of Transport, performs the tasks of the authorized Contract Signing Agency, coordinates with relevant parties to sign the BOT Contract Appendix to adjust the project construction time; at the same time, presides over the completion of project investment procedures related to adjusting the project construction time.

The Ministry of Transport requires that the completion of procedures and signing of the BOT Contract Appendix to adjust the project construction time must ensure compliance with the provisions of the signed BOT Contract and BOT Contract Appendix, and not affect the rights of the competent State agency.

Previously, on April 28, 2024, the project enterprise put into operation the section from Km430+000 (in Dien Chau district, Nghe An province) to the intersection of National Highway 46B (to Vinh city, Nghe An) with a total length of about 30 km.

With the remaining construction volume including the foundation and road surface of the section from the National Highway 46B intersection to the end of the route Km479+300, the service road system along the route, the project enterprise has directed the construction contractors to re-establish the detailed construction schedule. According to the project enterprise's calculations, the time needed to complete the entire main route volume of the project is expected to be September 2, 2024 and to complete the entire project to ensure that it meets the conditions for acceptance and operation is expected to be December 31, 2024.

The Dien Chau - Bai Vot component project is invested under the PPP method with a total length of 49.3 km. In the final design phase, it is a highway with a design speed of 100-120 km/h, and the Than Vu tunnel has a design speed of 80 km/h. In the investment phase, it has a scale of 4 lanes and a roadbed width of 17 m.

The total investment of the entire project is 11,157.82 billion VND, of which the investor's capital is about 5,090.08 billion VND; the state capital participating in the project is about 6,067.73 billion VND. The selected investor is the consortium of Hoa Hiep Company Limited - CIENCO4 Group Joint Stock Company - Nui Hong Investment Company Limited - Truong Son Construction Corporation - VINA2 Investment and Construction Joint Stock Company; the project enterprise is Phuc Thanh Hung Investment Joint Stock Company. This project started construction in May 2021 but continuously encountered difficulties due to land and financial problems.

Open bidding to select investors for Dien Chau - Bai Vot expressway rest stop

The Director of the Vietnam Expressway Administration has just signed a decision approving the preliminary assessment results on the capacity and experience of the investor of the Km478+200 Rest Stop Construction and Operation Project of the Dien Chau - Bai Vot Component Project on the North - South Eastern Expressway.

Accordingly, there are 4 investor consortia that have achieved preliminary assessment results on capacity and experience, including: Hai Ha Rest Stop Consortium (Consulting and Investment Joint Stock Company 36, Giang Nam Petroleum Company Limited, Trading Joint Stock Company I - Ha Tinh, Ha Tinh Tourism Joint Stock Company); Vietnam Infrastructure Development and Financial Investment Corporation; T&T - 19-5 - Trung Phuong Consortium (T&T Tourism Investment Joint Stock Company, Trung Phuong Private Enterprise, 19-5 Thanh Hoa Joint Stock Company); Petrolimex Consortium (Vietnam National Petroleum Group; Thua Thien Hue Petroleum Company).

Based on the preliminary assessment results of the investor's capacity and experience, the Director of the Vietnam Expressway Administration approved the application of the domestic open bidding method according to the provisions of Article 4 of Circular 01/2023/TT-BGTVT dated March 7, 2023 of the Ministry of Transport for the Investment Project on construction and operation of the Km478+200 Rest Stop under the Dien Chau - Bai Vot Component Project on the North - South Eastern Expressway.

“The results of the preliminary assessment of capacity and experience in Article 1 are not a basis to replace the assessment of the capacity and experience of the investor in the Open Bidding step to select the investor according to the provisions of the law on bidding,” the Vietnam Expressway Administration stated.

Ninh Thuan: More investors interested in Ca Na LNG Project

According to information from the People's Committee of Ninh Thuan province, T&T Group Joint Stock Company and BP Gas & Power Investments Limited (UK) had a working session with the People's Committee of this province to report, introduce their capacity, experience and interest in proposing to participate in the Ca Na LNG Power Project.

Accordingly, T&T Group Joint Stock Company and BP Gas & Power Investments Limited Company, in addition to introducing their business fields, capacity, experience, strengths, and development orientation, representatives of the two enterprises hope that the province will support and provide relevant documents on the Project and investment rate to prepare and submit registration documents to participate in the bidding to select investors to have the opportunity to participate in the implementation of the Ca Na LNG Project according to regulations.

At the meeting, Mr. Trinh Minh Hoang, Vice Chairman of Ninh Thuan Provincial People's Committee, said that the Ca Na LNG Power Project is being completed by the province, and it is expected that in July 2024, the international bidding documents will be widely and publicly issued.

At the same time, the Project is also attracting the attention of many units. Therefore, the province hopes that many investors with capacity and experience will participate in the bidding for the LNG Ca Na Project to select the best investor to implement the project with high efficiency. The province also commits to always accompany, support, and create favorable conditions for businesses to register to participate in the project according to regulations; the bidding process to select investors always ensures publicity and transparency...

Previously, on March 20, 2024, during a working session with the Ministry of Industry and Trade, a representative of Novatek Group (Russia) said that the Group is currently very interested in the LNG power plant project in Vietnam, including participating in the Ca Na project.

The Ca Na LNG Power Project is one of nine energy and renewable energy projects that the Ninh Thuan Provincial People's Committee is prioritizing to call for investment. The project is located in Phuoc Diem Commune, Thuan Nam District, covering an area of 270.2 hectares. Of which, the land area is 37.9 hectares; the water surface area is 232.3 hectares. The project aims to build an LNG power plant with a capacity of 1,500 MW, with a total investment of VND 51,793 billion.

Ninh Thuan Provincial People's Committee said that the project is included in the National Power Development Plan for the 2021-2030 period, with a vision to 2050 (in Decision No. 500/QD-TTg, dated May 15, 2023) and Power Plan VIII.

Along with that, the Project is included in the Provincial Planning for the period 2021 - 2030, with a vision to 2050; there is a Land Use Planning until 2030 of Thuan Nam district (approved on July 5, 2022), in accordance with the Detailed Planning for the Construction of the LNG Power Complex Area of Ninh Thuan province (October 24, 2020).

Ho Chi Minh City disbursed 416 billion VND for Ring Road 3 project

The Management Board of Traffic Construction Investment Projects (Traffic Board) of Ho Chi Minh City has just provided information on the construction status of the Ring Road 3 project through the city at the regular press conference of Ho Chi Minh City on April 23.

Accordingly, for 14 construction packages under Component Project 1 - Construction of Ring Road 3 through Ho Chi Minh City (including Thay Thuoc Canal Bridge), the Traffic Department said that in addition to 4 packages for operation and exploitation, it is expected to be implemented in the fourth quarter of 2024.

All 10 main construction packages of Component 1 project are being implemented simultaneously according to the set plan. The average output of the 10 construction packages to date has reached about 14% of the total construction volume.

To date, 400 billion VND/4,900 billion VND of the proposed capital plan for 2024 has been disbursed, reaching a rate of 8.2%. The Traffic Department will work with contractors to speed up construction progress to achieve the disbursement rate target of over 95% by the end of 2024.

Providing more information about the situation of resolving difficulties in the source of sand for the project, the City Transport Department said that the Department and the contractor are currently working with the Department of Natural Resources and Environment of Ben Tre, Vinh Long and Tien Giang provinces to speed up the licensing procedures for sand mines so that contractors can access commercial purchases to serve the project's progress.

Specifically, up to now, 28/44 mines have achieved quality requirements with a total reserve of 37 million m3 (enough to supply the Ho Chi Minh City Belt Project).

Currently, the Prime Minister's Special Task Force is supporting Ho Chi Minh City and the three above-mentioned localities to speed up progress and complete related procedures so that before June 30, there will be enough sand to reach the construction site of the Ho Chi Minh City Ring Road 3 project, ensuring the start of loading and treatment of weak soil according to the set schedule.

In addition, in May and June 2024, the Traffic Department continues to require Contractors to proactively seek material sources (from domestic commercial mines and Cambodian sand sources) to bring to the construction site to serve the construction according to the set schedule.

For Component Project 2 - Compensation, support, and resettlement of Ring Road 3 through Ho Chi Minh City, the Traffic Department said that the registered capital plan for 2024 is 110 billion VND. To date, 16/110 billion VND has been disbursed (14.5%).

According to the Traffic Department, up to now, the land has been reclaimed at 405,471 ha/410,439 ha, reaching 98.8%. The remaining 1.2% belongs to 3 localities: Binh Chanh, Cu Chi and Thu Duc City. Specifically: Binh Chanh has 2 cases, Cu Chi has 2 cases, Thu Duc City has 45 cases.

Currently, the City People's Committee has given instructions and the above 3 localities have plans to speed up the progress, completely complete the remaining 1.2% of compensation and site clearance volume, and hand over the site to the investor before June 30.

Investing 2,938 billion VND to build infrastructure of Phung Hiep industrial park

Deputy Prime Minister Le Minh Khai has just signed Decision No. 445/QD-TTg on the investment policy for the project to invest in construction and business of infrastructure of Phung Hiep Industrial Park, Hanoi city.

According to the Decision, the Phung Hiep Industrial Park Infrastructure Investment and Construction Project has a total investment capital of VND 2,938 billion; the land use scale of the project is 174.88 hectares.

The project implementation location is in To Hieu, Nghiem Xuyen, Thang Loi and Dung Tien communes, Thuong Tin district, Hanoi city.

Project duration: 50 years from the date the project is approved for investment policy and the investor is approved. Project implementation progress shall not exceed 36 months from the date the State allocates or leases land.

The Deputy Prime Minister requested the Ministry of Planning and Investment to be responsible for the contents assigned to appraise project investment policies and to perform state management of industrial zones in accordance with the provisions of the Investment Law and relevant laws. Relevant ministries and branches are responsible for the contents of appraisal of project investment policies within their functions and tasks in accordance with the provisions of the Investment Law and relevant laws.

The Hanoi People's Committee shall inspect, supervise and ensure that the project is implemented in accordance with the approved planning location for the development of Phung Hiep Industrial Park. The remaining planning area for the development of Phung Hiep Industrial Park approved by the Prime Minister shall not be transferred to other purposes without approval from competent authorities in accordance with the provisions of law on industrial park management and other relevant provisions of law.

Organize the establishment and approval of the zoning plan for the construction of Phung Hiep industrial park in accordance with the provisions of the law on construction and the law on industrial parks and economic zones, in which the land area planned for the Ngoc Hoi - Phu Xuyen axis road and the land area of the Phung Hiep canal in the project implementation area are not included in the land use structure of the project; have construction solutions and traffic connections in accordance with the planning of the Ngoc Hoi - Phu Xuyen route and provincial road 429, ensuring that the project does not overlap with other plans and complies with the provisions of the law on protection of road traffic infrastructure, ensuring traffic and no congestion at connection points; consider allocating industrial land funds in Phung Hiep industrial park for small and medium-sized enterprises, priority enterprises, and supporting production and business premises for land lease.

The Hanoi People's Committee directs the Hanoi Industrial and Export Processing Zones Management Board and relevant agencies to review and ensure that the project implementation area does not have any tangible cultural heritage works or affect intangible cultural heritage products in Hanoi; in accordance with the requirements for protecting and promoting the value of cultural heritage and the conditions prescribed by law on cultural heritage.

Hoa Phu Invest Company Limited (investor) is responsible before the law for the legality, accuracy and honesty of the project dossier; the project may only be implemented after meeting all conditions as prescribed by law; and environmental protection procedures shall be carried out in accordance with the provisions of the law on environmental protection and relevant guiding documents. Priority shall be given to attracting investment in high-tech and clean industries, ensuring compliance with the new development orientation of the Capital and the development orientation of industries in the Red River Delta.

Announcing 2 sets of criteria for appraisal and evaluation of FDI project effectiveness

To improve the quality of attracting and the effectiveness of foreign investment cooperation in the locality, the International Investment Research Institute (ISC) has just coordinated with the Australian Embassy in Hanoi to announce two sets of criteria for appraising foreign direct investment (FDI) projects under the authority of the provincial People's Committee to approve investment policies and for monitoring and evaluating the effectiveness of FDI in the province.

Two sets of criteria for appraisal, monitoring and evaluation of FDI projects have been officially announced.

Speaking at the ceremony, Mr. Phan Huu Thang, Chairman of ISC, said that Resolution 50/NQ-TW of the Politburo on Orientation for perfecting institutions and policies to improve the quality and efficiency of foreign investment cooperation by 2030, has set out the requirement to "proactively attract and selectively cooperate with foreign investment, taking quality, efficiency, technology and environmental protection as the main evaluation criteria".

Accordingly, the National Assembly, the Government, the Prime Minister and Vietnamese ministries and branches have issued many legal documents, including provisions on conditions and criteria for selecting FDI projects, in order to create a legal corridor for localities to proactively consider and approve investment policies before deciding to grant investment registration certificates to foreign investors.

However, the criteria for selecting FDI projects are still scattered in many different legal documents, so when applied in practice, they can lead to errors and unwanted projects falling through the net.

Similarly, current FDI reports mainly evaluate FDI based on the results of attracting and using FDI as well as the contribution of the FDI sector to the economy. There is no complete set of criteria to evaluate the effectiveness of FDI at all levels, sectors and localities as a basis for monitoring and evaluating the effectiveness of attracting and using FDI at the national and local levels.

Referring further to these sets of criteria, Mr. Ngo Cong Thanh, Vice Chairman of the ISC Board of Members, said that these two sets of criteria will help the Standing Committee of the Provincial Party Committee, the Provincial People's Committee and provincial authorities more easily review, process and select investment projects, shorten the time for appraisal and response to foreign investors when reviewing investment policy approval applications.

According to Mr. Thanh, the criteria set is designed in the form of a reference guide so that users can easily find legal regulations related to investment projects, thereby shortening the time for considering and deciding on investment policy approval for the project, ensuring the 35-day deadline as prescribed.

In these two sets of criteria, the appraisal criteria set has 10 criteria. Of which, 8 criteria are for project screening, indicating legal regulations related to appraisal of foreign investment projects in Vietnam, including: investor's profile and legal status, investment sector, compliance with planning, ensuring national defense and security, environmental protection, ensuring financial capacity, ensuring effective land use and effective labor use, technology application and transfer.

The remaining two criteria indicate regulations on special investment incentives for high-quality FDI projects, investments in high-tech fields, with great spillover effects, and investment incentives according to industries and areas where investment is encouraged.

Meanwhile, the set of criteria for assessing the quality and efficiency of FDI includes 36 criteria, divided into many different groups of criteria. For example, criteria on attracting FDI capital, criteria on using FDI, criteria on economic efficiency of the FDI sector, or criteria on social efficiency, etc.

“The set of criteria that we have published is not a legal document or a directive document, but only a reference document in the process of managing and directing foreign investment cooperation activities of localities,” Mr. Ngo Cong Thanh also explained clearly and said that this set of criteria will help localities make decisions easier and faster; thereby promoting the investment and business environment, increasing FDI capital flows.

Along with that, according to Mr. Thanh, this set of criteria is also a valuable document in supporting provincial authorities in performing their duties, as well as foreign investors in the process of seeking investment opportunities and implementing investment projects in Vietnam.

“Therefore, these two sets of criteria need to be widely disseminated to provinces and cities across the country,” Mr. Ngo Cong Thanh emphasized.

The Expressway Department received additional tasks to invest in the North-South expressway rest stops.

The Minister of Transport has just signed Decision No. 634/QD - BGTVT on the authorization and assignment of the task of organizing and implementing the investment project for the business of rest stops on the North - South expressway in the East under the management of this ministry.

The Ministry of Transport authorizes and assigns tasks to the Vietnam Expressway Administration and project management boards, based on the provisions of law on investment, construction and bidding, to organize and implement investment projects on rest stops managed by the Ministry of Transport in the rest stop network on the North-South Eastern Expressway in Decision No. 938/QD-BGTVT dated July 31, 2023 on approving the rest stop network on the North-South Eastern Expressway.

Specifically, the Vietnam Expressway Administration is authorized to perform a number of tasks of a competent person and competent agency related to investment projects for rest stop operations on the Eastern North-South Expressway, including: organizing appraisal, approving project information and announcing investment and business projects; approving the results of investor selection; signing and managing contracts with investors and enterprises implementing the project; deciding on handling situations in bidding; suspending the bidding, not recognizing the results of investor selection; organizing inspection and supervision of bidding and contract performance; the Vietnam Expressway Administration is authorized to perform the tasks of a specialized agency on construction; other tasks of competent persons and competent agencies according to the provisions of law.

The Ministry of Transport authorizes and assigns tasks to the Project Management Boards to perform the tasks of the inviting party and some other tasks such as: organizing the preparation of project proposal documents and progress monitoring tables for investor selection activities; performing the tasks of the inviting party; approving bidding documents; reviewing and reporting to competent authorities on investment plans for rest stops under projects managed by the Ministry of Transport whose investment forms and methods have not yet been determined.

It is known that the Project Management Board authorized and assigned with the task of managing and implementing the investment project of operating the rest stop in this decision is the Project Management Board assigned by the Ministry of Transport to be the investor in the construction of the expressway project (for public investment projects) or the Project Management Board authorized and assigned with the task of managing the investment and construction of the expressway project (for investment projects in other forms/methods).

According to Decision No. 938/QD-BGTVT, the rest stop network on the North-South Expressway in the East includes 36 rest stops, of which 24 are under the management of the Ministry of Transport.

The Ministry of Transport said that, in order to carry out the tasks assigned by Prime Minister Pham Minh Chinh in Official Dispatch No. 16/CD-TTg dated February 21, 2024 on accelerating research and investment in upgrading expressways in operation and being invested in on a phased scale, it is extremely necessary and urgent to promptly complete investment in rest stops to put them into operation synchronously at the same time as completing component projects on the Eastern North-South expressways.

“Therefore, it is necessary to have solutions to speed up progress, including clearly defining the responsibilities and powers of agencies and units under the Ministry of Transport in organizing the selection of investors, signing and implementing project contracts,” informed the leader of the Vietnam Expressway Administration.

Proposal to remove mineral exploration and exploitation areas from planning to serve highways

Lam Dong Provincial People's Committee has just assigned the Department of Industry and Trade to review the difficulties and problems in the implementation of the Project to build technical infrastructure for the resettlement residential area in Loc Phat ward, Bao Loc city.

According to the report of Bao Loc City People's Committee, to create resettlement land fund to serve the compensation and resettlement of projects in the city, especially the Dau Giay - Lien Khuong Expressway Project passing through Lam Dong province including Bao Loc City.

Bao Loc City People's Committee has assigned Bao Loc City Construction Investment Project Management Board to establish a Project to build technical infrastructure for a resettlement residential area in Loc Phat Ward, with an area of about 23 hectares, and the Lam Dong Provincial People's Council has approved the investment policy in Resolution No. 215/NQ-HDND dated October 27, 2023.

However, the area for the Project to build technical infrastructure for the resettlement residential area in Loc Phat ward (also known as Thang Loi hill area) is included in the list of bauxite mining projects for the period 2021-2030, with a vision to 2050 according to Decision No. 866/QD-TTg dated July 18, 2023 of the Prime Minister on approving the Planning for exploration, exploitation, processing and use of minerals for the period 2021-2030, with a vision to 2050.

According to the People's Committee of Bao Loc City, after reviewing the old bauxite mine area and the mineral exploration planning, the results showed that the total area under the mineral exploration planning according to Decision No. 866/QD-TTg is 14.27 hectares.

Of which, the area of bauxite ore exploited is 3.28 ha, the unexploited area is 10.99 ha (the remaining unexploited reserves are estimated at about 363,000 tons); the total area under the mineral exploitation planning according to Decision No. 866/QD-TTg is 5.16 ha. Of which 1.26 ha has been exploited, the unexploited area is 3.9 ha (the remaining unexploited reserves are estimated at about 151,000 tons)

According to Decision No. 866/QD-TTg dated July 18, 2023 of the Prime Minister, the Thang Loi hill area, supplying Lam Dong Alumina factory, is allowed to be prioritized for exploitation before urban development planning areas, urgent projects to develop traffic infrastructure for socio-economic development.

But currently, the Thang Loi hill bauxite mine area has been closed according to Decision No. 1203/QD-BTNMT dated May 28, 2020 of the Ministry of Natural Resources and Environment.

Due to the urgent need to implement the Project of constructing technical infrastructure for the resettlement residential area in Loc Phat ward to serve the Dau Giay - Lien Khuong Expressway Project through Bao Loc City, the People's Committee of Bao Loc City proposed that the Provincial People's Committee consider submitting to the Government to adjust the above area out of the mineral exploration and exploitation planning according to Decision 866/QD-TTg of the Prime Minister so that the City People's Committee can continue to implement the Project of constructing technical infrastructure for the resettlement residential area in Loc Phat ward to serve the Tan Phu - Bao Loc and Bao Loc - Lien Khuong Expressway Projects according to the set schedule.

Nam Dinh: Approval of the Master Plan for the construction of 2 industrial parks

According to Decision No. 1090/QD-UBND, the People's Committee of Nam Dinh province assigned the Provincial Industrial Park Management Board to preside over the organization of the General Planning Project for the construction of Hai Long Industrial Park with a research and planning area of about 1,320 hectares and a planning area of about 1,100 hectares with the aim of forming a multi-industry industrial park with advanced, modern and environmentally friendly production technology.

The planning scope is in the area of 4 communes: Bach Long, Giao Long, Giao Chau, Giao Nhan (Giao Thuy district). The specific research and planning boundaries are: The North borders the existing residential area and National Highway 37B; the South borders the East Sea; the East borders agricultural land, existing residential area and Provincial Road 488; the West borders agricultural land, existing residential area.

Decision No. 1090 also determined that the General Planning for the construction of Hai Long Industrial Park needs to address 6 main issues including: Determining the objectives, development drivers, population size, land, technical infrastructure and social infrastructure indicators; development model, spatial development orientation of functional areas; technical infrastructure system; proposing environmental protection measures; determining the list of planning, programs, and priority investment projects according to stages and implementation resources; proposing solutions to connect the technical infrastructure of the industrial park to ensure environmental protection and safety requirements, minimizing negative impacts on the surrounding environment, with special attention paid to traffic safety because Hai Long Industrial Park is planned to be located on both sides of the coastal road of Nam Dinh province passing through Giao Thuy district.

The estimated investment capital for the establishment of the Hai Long Industrial Park Master Plan is over 4.6 billion VND, taken from the provincial budget and other legal sources. The Nam Dinh Provincial People's Committee also determined that it is necessary to select a consulting unit with appropriate operational capacity in accordance with the provisions of law; the time to organize the establishment of the Plan is in 2024-2025 but not more than 12 months.

For Nam Hong Industrial Park, Nam Dinh Provincial People's Committee assigned the Provincial Industrial Park Management Board to preside over the organization of the Nam Hong Industrial Park Construction Zoning Plan with a planned area of about 200 hectares, with the nature of a multi-industry industrial park, with advanced, modern and environmentally friendly production technology; the expected labor scale in the planning area is about 20,000 people.

The planning scope is in the area of 3 communes: Nam Hong, Nam Loi, Nam Thanh (Nam Truc). The specific research and planning boundaries are: The North borders the existing residential area; the South borders the existing residential area; the West borders the irrigation canal, the commune's main road and the Nam Dinh - Lac Quan - Coastal road under construction; the East borders National Highway 21.

Decision No. 1093 also determined that the Nam Hong Industrial Park Construction Zoning Plan needs to address 7 main issues including: Determining the usage function for each plot of land; principles of space organization, architecture, landscape for the entire planning area; labor, land use, technical infrastructure system for each plot of land; arranging social infrastructure works suitable to the usage needs; arranging the technical infrastructure network suitable to the development stages of the entire Industrial Park; proposing environmental protection measures; proposing solutions to connect the technical infrastructure of the Industrial Park to ensure environmental protection and safety requirements, minimizing negative impacts on the surrounding environment; in which special attention is paid to traffic safety because the Nam Hong Industrial Park is planned to be located on both sides of the new Nam Dinh - Lac Quan - coastal road.

The Provincial People's Committee also determined that it is necessary to select a consulting unit with appropriate operating capacity in accordance with the provisions of law; the time to organize the preparation of the Nam Hong Industrial Park Zoning Plan is in 2024 - 2025 but not more than 9 months.

Da Nang proposes to cancel the budget estimate for 656,111 billion VND of capital plan in 2023

On May 24, at the 17th session (special session) of the 10th term People's Council of Da Nang City, term 2021 - 2026, the People's Committee of Da Nang City presented a Proposal requesting the City People's Council to agree to cancel the budget estimate for 656,111 billion VND of the 2023 capital plan due to inability to disburse.

According to the People's Committee of Da Nang City, in 2023, the city has 266 works, basic construction projects, land fund exploitation and investment preparation projects, planning tasks, civil works, decentralized capital allocated for implementation but could not disburse 656,111 billion VND of the 2023 estimated capital plan due to objective and force majeure reasons such as: Coastal road project connecting Lien Chieu port (82,861 billion VND); Software Park No. 2 (phase 1) 19,506 billion VND; Investment project to renovate and supplement equipment of Da Nang Maternity and Children's Hospital 14,960 billion VND.

Specifically, in the group proposed to cancel the budget, there are 188 basic construction projects with a scale of 515.026 billion VND; 78 land exploitation projects with a scale of 92.020 billion VND; investment preparation projects with a scale of 18.746 billion VND; planning task projects with a scale of 11.968 billion VND; civil works of districts with a scale of 18.351 billion VND.

According to the People's Committee of Da Nang City, in 2023, Da Nang has 83 basic construction projects, land exploitation projects and investment preparation projects, planning tasks, civil works, decentralized capital allocated in the capital plan assigned in 2023 that cannot be fully disbursed according to the assigned plan of 692,224 billion VND due to difficulties and obstacles in the year regarding procedures, processes, and site clearance, including 70 basic construction projects with a scale of 487,421 billion VND; 13 land exploitation projects with a scale of 69,081 billion VND; projects establishing planning tasks with a scale of 14,321 billion VND; projects preparing investment with 1.7 billion VND; civil works of districts with 62,710 billion VND; works under decentralized capital and new rural areas of Hoa Vang district with 56,991 billion VND.

Regarding the capital plan to cancel the budget estimate of 656,111 billion VND after deducting 585,701 billion VND of the shortfall in land use fees from the city budget, the remaining 70,410 billion VND, the City People's Committee proposed to allow the addition to the medium-term capital plan for the period 2021-2025, the adjustment and supplementation will be submitted to the City People's Council at the mid-year meeting in 2024 according to regulations.

The City People's Committee proposed that the City People's Council agree to allow the extension of the implementation time for 83 works, basic construction projects, land exploitation projects and investment preparation projects, planning tasks, civil works, decentralized capital allocated in the capital plan assigned in 2023, unable to fully disburse the above assigned plan of 691,224 billion VND.

The City People's Committee also proposed that the People's Council adjust the capital structure in 2023, including reducing the land use fee estimate and increasing it with the centralized budget and other remaining sources to match the actual budget revenue to meet public investment needs.

The project has a total investment capital of over 164.4 billion VND. Of which, the preliminary cost of project implementation is over 162 billion VND. The cost of compensation, support, and resettlement is over 1.9 billion VND...

According to the Decision approving information on the investment project of the multi-purpose waste treatment plant project at Khanh Son landfill area of the People's Committee of Da Nang City, the project aims to recycle and treat hazardous waste.

At the same time, ensure the collection, classification, transportation, storage, treatment, recycling, and destruction of hazardous waste in the city. Promote the development of activities and the use of modern technologies to clean, reuse, recycle, and recover energy for waste treatment. Build factories to treat and recycle hazardous waste using advanced technology...

According to the Decision of Da Nang City, the owner's equity capital ensures a minimum of 20% of the total project implementation cost, equivalent to more than 32.8 billion VND. Other legally mobilized capital is a maximum of 80% of the total project implementation cost, equivalent to more than 131.5 billion VND.

The project shall carry out the procedure of inviting expressions of interest applicable to projects requiring the determination of the number of interested investors in accordance with the provisions of law. The investor shall prepare and submit the application for registration to carry out the investment and business project on the national bidding network as required.

In case there are two or more investors meeting the requirements, an open bidding will be organized to select the investor. In case there is only one investor registering and meeting the requirements, the investor will be approved according to the provisions of the law on investment...

Time to start organizing investor selection from the second quarter of 2024...
