Survey of people's living standards as a basis for determining social policy standards

According to the planned roadmap, in 2026, a survey on the living standards of the population will be prepared and implemented; in 2027 - 2028, a pilot survey on workers' expenditures will be conducted; and the minimum living standards of the population and workers will be calculated.

The Ministry of Finance is drafting a Decision of the Prime Minister approving the project to build and promulgate the annual minimum living standard as a basis for determining social policy standards (Project).

The specific objective of the Project is to improve the quality of data sources serving the calculation of the minimum living standard of the population, ensuring that from 2026, data on the minimum living standard of the population divided by urban and rural areas will be published annually.

In addition, determine the calculation method and data source for calculating the minimum living standard of workers to ensure that from 2028, data on the minimum living standard of workers will be published annually; develop a plan to publish data on the minimum living standard of residents and workers annually.

Survey data is the basis for determining multidimensional poverty standards and other related social policy standards.

The draft proposes four main contents of the Project, including:

Firstly, research and implement an improved survey plan on people's living standards to collect information to ensure data sources for calculating the minimum living standards of people in urban and rural areas.

Second, research and develop a calculation method and data sources to calculate the minimum living standard of workers. Develop a method to calculate the minimum living standard of workers based on research and review of the Cost of Basic Needs Method (CBN), including determining the list of minimum food and non-food items and criteria to determine the volume of these items in the minimum living standard of workers.

Third, calculate the minimum living standard of residents and the minimum living standard of workers.

Fourth, develop a plan to publish data on the minimum living standards of residents and the minimum living standards of workers annually.

According to the draft, in 2026, prepare and implement an improved survey plan on people's living standards and research and develop a plan to investigate workers' expenditures.

In 2027 - 2028, conduct a pilot survey of labor expenditures; calculate the minimum living standards of residents and workers.

In 2028, summarize and evaluate the results of the Project implementation, report to the Prime Minister and send to relevant agencies and organizations according to regulations.

The Ministry of Finance will preside over and coordinate with ministries and branches to implement programs and action plans and coordinate the general implementation of the Project; supervise the implementation process of the Project; proactively or recommend competent authorities to supplement and promptly adjust arising issues.

At the same time, preside over the development of the budget estimate for the implementation of the Project for the years 2026 - 2028; including the budget for 2026 and 2027-2028; synthesize the budget estimate for the portion of the budget allocated by the Central budget, and submit it to competent authorities according to the provisions of the State Budget Law and related documents.

The relevant Ministries and branches assign responsible units; arrange human resources, funding and other conditions to implement the Program and action plan to implement the Project. Evaluate the implementation results, prepare a report to send to the Ministry of Finance for general synthesis. Agree to use data on minimum living standards of residents and workers as the basis for determining multidimensional poverty standards and other related social policy standards.
