Over the years, under the attention of the Party and the State, the province's agriculture has made significant progress, and the lives of farmers have been increasingly improved. The shift from "agricultural production" to "agricultural economy" has been promoted, linked to restructuring towards increasing value, improving quality, and enhancing competitiveness in the context of digital transformation and deep integration. The newly merged Hung Yen province has expanded its development space and strengthened its political system, providing a solid foundation for farmers' associations at all levels, their members, and farmers to uphold the spirit of "Unity - Democracy - Innovation - Cooperation - Development," contributing to building a rapidly, comprehensively, and sustainably developing province.

Affirming the position of the association
Identifying the building of a strong farmers' association as a key task, during the 2023-2025 period, farmers' associations at all levels in the province have strengthened political and ideological propaganda and education , creating unity in the implementation of the Party's guidelines and the State's policies and laws. After the merger, the province has 104 commune-level associations with 2,498 branches and 494,350 members. Building on a streamlined organizational structure, the associations at all levels have focused on innovating the content and methods of operation in a practical direction, strongly oriented towards the grassroots; promoting the role of gathering and uniting farmers to participate in patriotic emulation movements, especially the movement "Farmers competing in excellent production and business, uniting to help each other get rich and sustainably reduce poverty".
During the period 2023-2025, the entire province had over 204,000 members achieving the title of excellent producers and business operators at the commune level, accounting for 41.59% of the total number of members; over 6,600 households achieved the title of excellent producers and business operators at the provincial level, accounting for 1.36% of the total number of members; and over 580 members achieved the title of excellent farmers at the central level, accounting for 0.12% of the total number of members. The province had 2 outstanding farmers who received the title of "Excellent Vietnamese Farmer" and many cooperatives were recognized as exemplary cooperatives nationwide, creating a vibrant atmosphere of emulation in the farmers' movement.
Farmers' associations at all levels coordinate with departments and agencies to advise and support the establishment of agricultural production groups, cooperatives, and associations along the value chain, gradually building local agricultural product brands and contributing to affirming the distinctive agricultural value of the province. In the digital age, farmers' associations at all levels have proactively participated in digital transformation in agriculture. Many associations have applied digital platforms in managing members, disseminating policies, and guiding farmers in smart production. The associations support members in promoting agricultural products on e-commerce platforms, registering OCOP products, and accessing online business skills, thereby forming a digital economic mindset among farmers.
Acting as a bridge in supporting production, the Association collaborates with businesses to supply over 3,400 tons of fertilizer per year, worth more than 51 billion VND; and organizes vocational training for over 2,100 members through both in-person and online methods, covering topics such as crop cultivation, livestock farming, and industrial sewing. In terms of capital support, the Provincial Farmers' Support Fund has provided over 152 billion VND to invest in 399 projects for more than 2,400 households to develop their businesses. Outstanding loans managed by the Association at the Social Policy Bank and the Agricultural and Rural Development Bank reached 9,452 billion VND, helping over 90,160 households access preferential capital, creating a strong impetus for members to expand production.
In addition, 100% of members' temporary and dilapidated houses were rebuilt or repaired; at the same time, they actively participated in building new rural areas, mobilizing members to donate more than 270,000 m² of land and contribute labor to build infrastructure projects, improve the environment and promote rural economic development.

Confident in integration, aspiring to excel.
For the 2025-2030 term, the Provincial Farmers' Association will continue to affirm its core role in agricultural development, rural development, and improving the lives of farmers. The Provincial Farmers' Association aims to improve the quality of its activities, develop a team of qualified and capable cadres; unite and encourage farmers to participate in economic development; promote emulation movements, especially the "Farmers competing in excellent production and business, uniting to help each other get rich and sustainably reduce poverty" movement, linked with supporting entrepreneurship and developing collective economic activities along the value chain; and enhance the digital capacity, legal awareness, and production skills of farmers.
Firstly, the Association focuses on building a clean and strong organization by promoting political and ideological propaganda and education, bringing the Party's guidelines and policies and the State's laws to each member; innovating working methods to be closer to members and grassroots levels; and strengthening linkages between farmers, businesses, and scientists.
Secondly, the Association continues to play a core role in building new rural areas and developing the peasant class in the new era. Associations at all levels focus on training, fostering, transferring scientific and technical knowledge, and building a professional workforce of farmers capable of participating in value chains. They encourage members to adopt a civilized lifestyle, preserve traditional culture while protecting the environment; encourage members to become "digital farmers," enhancing their capacity to apply technology; and promote members' participation in social security, health insurance, and voluntary social insurance, contributing to improving the quality of life and happiness index of rural people.

Thirdly, continue to promote the movement of farmers competing in excellent production and business, uniting to help each other get rich and achieve sustainable poverty reduction. The Association will replicate effective models, promote the collective economy, and develop a team of knowledgeable farmers. Associations at all levels will intensify propaganda on building advanced new rural areas, mobilizing members to donate land, participate in infrastructure construction, and preserve the environment; support members in linking production, applying digital technology, participating in OCOP (One Commune One Product) programs, and expanding consumer markets.
Fourth, improve the effectiveness of services, consultations, and support for farmers, especially in accessing credit, loans, seeds, and quality inputs. Focus on developing and effectively utilizing the Farmers Support Fund, while expanding linkages with banks and businesses to support farmers.
Fifthly, the Association actively participates in building a strong Party and government, focusing on improving the effectiveness of social supervision and criticism; proactively proposing and recommending improvements to policies related to agriculture, farmers, and rural areas. The Association coordinates the implementation of social welfare activities, caring for the poor, and contributing to strengthening national unity.
Entering a new term, the Provincial Farmers' Association will continue to uphold the tradition of solidarity, responsibility, and the unity of its members and farmers, determined to build an increasingly strong organization that operates effectively and efficiently to meet the development requirements of the new period, contributing to the successful implementation of the Resolution of the 1st Congress of the Hung Yen Provincial Party Committee, term 2025-2030, and the Resolution of the 1st Congress of the Vietnam Fatherland Front of Hung Yen Province, term 2025-2030.
