These positive signals signal a vibrant year of 2025 in attracting new generation investment, with the aspiration to grow from the semiconductor industry and smart industry of the Southeast region.
From the new generation industrial ecosystem
Binh Duong is not only a locality that has emerged as the leading investment attraction in the Southeast region, but is also considered by ministries, branches and domestic and foreign enterprises as a leading and pioneering locality in developing the semiconductor industry.
Semiconductor industry will be one of the important orientations that Binh Duong will focus on in the coming period. Most recently in Binh Duong province, Becamex IDC signed a cooperation agreement with the Fraunhofer Institute for Electronic Nanosystems ENAS (Germany) to establish a Microelectronics Research Center in Binh Duong.
According to Mr. Nguyen Van Hung, Chairman of the Board of Directors of Becamex IDC Corporation, the cooperation between Becamex IDC and the Fraunhofer Institute for Electronic Nanosystems ENAS is the basis for connecting scientists and researchers from the Fraunhofer Institute and European institutes. This cooperation will lay a solid foundation for Vietnam's participation in the global semiconductor value chain, contributing to the development of new technology industries with high added value, meeting the requirements of trends in the new development stage.
Prof. Dr. Harald Kuhn, Director of the Fraunhofer Institute for Electronic Nanosystems ENAS, said that semiconductors are very important for innovation, especially when looking for investment opportunities in smart industry, aerospace, and smart factories. Microelectronics is a catalyst for the development of these high-tech industries. In particular, key economic localities such as Binh Duong and Ho Chi Minh City are in great need of human resources in microelectronics. The establishment of a microelectronics center in Binh Duong will be an important step to bring large corporations in this field to invest in Vietnam.
The Frauhofer Institute for Nanoelectronic Systems ENAS is a specialist in nanoelectronic systems, specializing in intelligent systems and integration across a wide range of applications. It provides comprehensive support from concept development to prototyping, focusing on high-precision sensors, integrated nanostructures, devices beyond the scalability limits of CMOS technology and advanced integration technologies. It also provides solutions for small and medium-sized startups and large companies operating in the fields of technology development, system simulation, AI-based data analysis and system security.

Currently, Binh Duong has 3 universities: Viet Duc, Eastern International, Thu Dau Mot participating in the program to train 50,000 engineers to serve the semiconductor industry under the program "Developing human resources for the semiconductor industry to 2030, with a vision to 2050" approved by the Prime Minister.
Dr. Ngo Minh Duc, President of Eastern International University (EIU), said that from 2024, the school's Faculty of Engineering will receive additional investment from Becamex IDC Corporation in the Electronics - Semiconductor - Telecommunications Center with a system of software and practical experimental equipment to meet the needs of the semiconductor - microchip major. The Center is invested with modern equipment to help the Faculty implement training processes, cooperate in research and development to improve the quality of human resources in the industry.
Mr. Nguyen Van Hung, Chairman of the Board of Directors of Becamex IDC Corporation, said that the company is actively working with international partners and experts in the semiconductor industry to form a science and technology park and a science and technology industrial park for Binh Duong. This is to realize the policy of Binh Duong province and gradually build a new generation industrial ecosystem.
To the core of the concentrated information technology park
If Binh Duong province identifies "Binh Duong new city" as the foundation for Binh Duong to become the center of the semiconductor supply chain in the new period, Dong Nai province's goal is to develop the semiconductor industry with the core being the Long Thanh concentrated information technology park.
According to the planning of Dong Nai province for the period of 2021 - 2030, with a vision to 2050, Dong Nai will have 48 industrial parks, 1 high-tech park in Cam My district, 1 concentrated information technology park in Long Thanh district and 1 innovation zone in Long Thanh district. With a vision to 2050, Dong Nai will have an autonomous semiconductor industrial ecosystem with Long Thanh Concentrated Information Technology Park becoming a center for training, research and development of the province's semiconductor industry.

To realize the aspiration to rise up, Dong Nai sets out tasks with solutions to perfect mechanisms and preferential investment policies for the development of the semiconductor industry in the area. The province selectively attracts investment in the Long Thanh Concentrated Information Technology Park, high-tech parks, innovation zones and other industrial parks for the semiconductor industry, prioritizing areas such as design, packaging, testing of semiconductor products; sensors, IoT devices with MEMS (Micro-Electro-Mechanical Systems) technology. Prioritize attracting investment in fabless semiconductor design enterprises, enterprises manufacturing specialized MEMS chips, IoT chips. Form a training, research and development center for the province's semiconductor industry. Form a business incubator, develop a startup ecosystem for the province's semiconductor industry.
In addition, Dong Nai has a synchronous infrastructure system of transportation, electricity, water, and telecommunications, creating favorable conditions for businesses to operate. Dong Nai is located in the Southern key economic zone, has Long Thanh international airport, is close to international seaports, and is convenient for import and export. These are favorable conditions to attract investment and develop the semiconductor industry.
Director of the Department of Science and Technology Ta Quang Truong said that, implementing Resolution No. 57-NQ/TW of the Politburo and Resolution No. 03/NQ-CP of the Government on promulgating the Action Program to implement Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and digital transformation, the department will proactively participate in connection programs and seminars to learn about technology, seek opportunities and partners in developing the semiconductor industry in Dong Nai.
Analyzing and evaluating the current status of the semiconductor industry in Dong Nai province, Chairman of Dong Nai Provincial People's Committee Vo Tan Duc cited that the province currently has 32 industrial parks in operation, attracting many FDI enterprises to invest in the ICT industry, including the electricity and electronics sector. Specifically, in the 10-year period of 2010-2020, the electricity and electronics sector grew strongly at 8.9%/year, reaching more than VND 10 trillion of GRDP in 2020, equivalent to 10% of the total GRDP of the province's manufacturing and processing industry and 4% of the total GRDP of the electricity and electronics sector nationwide.
According to Chairman of Dong Nai Provincial People's Committee Vo Tan Duc, the value added per worker in the electricity and electronics sector has shown clear signs of growth over the years. Workers in the electricity and electronics sector account for the smallest proportion in Dong Nai province, only 4% of the total workforce in the province. However, the GRDP generated in this sector per worker reached 313 million VND/worker, double the average level of the province's manufacturing and processing sector and the highest among the manufacturing and processing sectors.
Large companies in the electrical and electronic industry invest in Dong Nai province such as FICT, SHC, Topband, Hansol in the fields of manufacturing, assembling electronic components, assembling circuit boards, and display modules. Most companies mainly focus on assembling components and spare parts, with the finishing and product integration stages currently lacking.
A specific example of attracting the semiconductor industry is that in 2024, Dong Nai attracted a number of FDI projects such as Coherent Vietnam Co., Ltd., belonging to Coherent Group (USA) investing in Nhon Trach 1 Industrial Park in the production of electronic components and optical equipment using semiconductor components with a capital of 83 million USD.
Dong Nai deploys business incubator, startup ecosystem for semiconductor industry development. Currently, with efforts, Lac Hong University has put into use semiconductor microchip lab based on cooperation with Sun Edu International Education Joint Stock Company and major partners such as onsemi, Arizona State University (ASU), and leading universities in Taiwan and Korea.
The provinces in the Southeast region, notably Binh Duong and Dong Nai, have been making efforts to attract high-tech companies to invest and strongly develop the semiconductor industry. The development of this smart industry also aims to realize the goal of reaching out to enter a new era, contributing to the development of Vietnam's semiconductor industry by 2030 and vision to 2050. This industry is expected to reach a revenue of up to 1,000 billion USD by 2030.
