In recent years, along with the strong digital transformation process, Da Nang is gradually forming a modern lifestyle habit: not using cash in payment. From coffee shops, convenience stores to traditional markets, the image of people scanning QR codes has become familiar.

However, cashless payment is still difficult and problematic, especially for a part of the people, some remote areas, information security issues and tax and fee assurance. These are also the issues that the online discussion "Cashless payment and electronic invoices - Inevitable trend in the digital age" organized by the Danang Electronic Information Portal in collaboration with the State Bank of Region 9, the City Tax Department and technology units has just organized and proposed solutions.

Digital Payment: An Inevitable Trend

According to the State Bank of Vietnam Region 9, Da Nang currently has more than 82,000 electronic payment acceptance points, 3,547 POS devices and 821 ATMs. Transactions via electronic channels account for 87.5% of total payment transactions. This is a high rate compared to the national average, reflecting a clear step forward in the trend of reducing cash usage.

However, in some suburban areas and among the elderly, the habit of using cash still exists.

Mr. Vo Minh, Deputy Director of the State Bank of Vietnam Region 9, said: "The trend of cashless payment in Da Nang is growing rapidly, but it is still necessary to step up propaganda and guide people to use it safely, especially in the context of potential risks of transaction information disclosure."

The banking sector is coordinating with the police and the Fatherland Front to organize training courses and raise public awareness about safe online transactions. Payment intermediaries are required to enhance data security and ensure stable and synchronous system operation.

Meanwhile, many domestic technology companies have also coordinated with the city to deploy electronic payment models in markets, stores, and tourist areas, making it easier for traders and residents to access. Not only is it more convenient, this method also helps manage revenue and expenditure, and store invoices quickly and accurately.

According to a service provider, the success of the process of popularizing cashless payments does not come from a single factor, but from the resonance between technology, policy and people's habits. When people find it convenient, safe and beneficial, they will naturally change their behavior.

Three-way Linkage: Transparent and Secure

Along with digital payments, the application of electronic invoices is becoming an important step towards creating a transparent and fair business environment. According to Mr. Ngo Dinh Hung, Deputy Head of the Da Nang City Tax Department, the electronic invoice system helps businesses significantly reduce printing and storage costs, while limiting the situation of counterfeiting or losing invoices. Consumers can receive invoices immediately after payment, look up and authenticate on the tax authority's information portal.

However, many small businesses still face obstacles when converting, due to lack of equipment or unfamiliarity with electronic operations. “Some households think that the cost of purchasing digital signatures, electronic invoice software or supporting equipment is a burden compared to the scale of operations,” Mr. Hung shared.

To overcome the difficulties, the City Tax Department has implemented many direct support measures such as organizing "hands-on" training, opening hotlines, instructional videos and Zalo channels for technical support. The tax agency also coordinates with wards and communes to approach each business household, and works with technology service providers to support the installation and operation of free or low-cost software.

According to Mr. Hung, to popularize cashless payments and sustainable electronic invoices, it is necessary to combine technology, people's habits and incentive policies. The tax sector is currently linking with the banking system and payment intermediaries to connect transaction data, monitor cash flow and detect early signs of fraud, contributing to ensuring transparency in business and management.

With the orientation of putting people and businesses at the center, Da Nang is gradually perfecting its digital payment infrastructure. From shopping, paying taxes, tuition, hospital fees to using public services, all transactions can be done online.

With an increasingly solid technology foundation and consensus from the government to the people, Da Nang is getting closer to the goal of becoming a smart city - where electronic payments become a new way of life for the community./.
