Ha Tinh State Treasury is ready to implement the digital treasury goal by 2030

Ha Tinh State Treasury is implementing many solutions to form a digital treasury based on modern information technology applications; building a streamlined State Treasury that operates effectively and efficiently according to the development strategy until 2030.

Implementing the State Treasury development strategy

On April 13, 2022, the Prime Minister issued Decision No. 455/QD-TTg approving the State Treasury (KBNN) development strategy to 2030. To successfully implement the strategy, the Minister of Finance issued Decision No. 2222/QD/BTC dated November 4, 2022 on the action program to implement the State Treasury development strategy to 2030.

The State Treasury regularly upgrades the online public service system to implement the Development Strategy to 2030.

The goal of the State Treasury development strategy to 2030 is to build a streamlined State Treasury that operates effectively and efficiently; synchronously innovate mechanisms, policies, and professional processes for managing state budget funds and state treasury funds; improve the efficiency of capital mobilization for the state budget; effectively perform the function of state general accountant; perfect the organizational apparatus associated with enhancing the application of modern information technology platforms, with connections and interconnections with other database systems of the financial sector and national databases, best serving people, businesses, and state agencies, contributing to building a safe and sustainable national financial system.

Mr. Nguyen Ngoc Dung - Deputy Director of the State Treasury of Ha Tinh province said: "Closely following the action program of the Ministry of Finance, the State Treasury of Ha Tinh has proactively developed a plan and resolutely implemented the tasks in the State Treasury development strategy to 2030. Every year, every month, every quarter, the unit builds a roadmap for each task to implement it consistently throughout the system".

Recently, in order to help civil servants, public employees and workers understand correctly, speak correctly and act correctly according to the viewpoints, goals, tasks and solutions of the strategy, together with the whole country, the State Treasury of Ha Tinh launched a contest to learn about the "Strategy for development of the State Treasury to 2030 in the State Treasury system". The whole province had 61 entries out of more than 4,000 entries nationwide, many of which were very enthusiastic and carefully invested in both form and content. In particular, many entries proposed creative, breakthrough and highly feasible solutions, demonstrating the seriousness and responsibility of the collective and individuals of the units in the whole system for the future development of the State Treasury system.

Efforts to build digital treasury

To achieve the goal of completing the construction of a digital treasury according to the State Treasury Development Strategy to 2030, Ha Tinh State Treasury is increasing the application of information technology, proactively participating in the 4.0 industrial revolution, and gradually forming a digital treasury.

Mr. Nguyen Viet Hung - Chief of Office of the State Treasury of Ha Tinh shared: “The whole industry is promoting the implementation of information technology application solutions, building an overall architecture of the information technology system towards a digital treasury. The digital treasury model aims to provide services instead of administrative management as it is today. With the provision of online public services at the highest level of the State Treasury, users sitting anywhere with internet access can register and use the service. The results will be delivered to the place, without the need for direct transactions, thereby improving the service quality of the State Treasury”.

Currently, the State Treasury of Ha Tinh has maintained the provision of 100% of administrative procedures via online public services to 100% of units that are required to participate in online public services; transactions with the State Treasury are conducted 24/7 (including holidays) with the number of state budget expenditure transactions via online public services reaching over 99%. The application of online public services has helped budget spending units save time and travel costs, especially in mountainous areas, remote areas. The number of transactions via online public services has increased sharply, promptly meeting the spending needs of units as well as promptly bringing budget capital to implement investment projects, soon promoting efficiency.

In June 2023, the Ha Tinh State Treasury also widely deployed the automatic payment program for electricity and water bills. The automatic payment process has helped reduce processing time and workload for treasury officials. Thereby, officials can focus on controlling high-risk expenditures, improving the management efficiency of the State Treasury. This automatic payment also helps promote the digitalization of control and payment of state budget expenditures through the State Treasury, creating convenience for budget-using units; ensuring efficiency, publicity and transparency in the management and use of state budget funds according to the orientation of the State Treasury Development Strategy to 2030.

Efforts in implementing tasks are helping Ha Tinh State Treasury get closer to the goal of completing the construction of a digital treasury by 2030 and other goals of the State Treasury Development Strategy to 2030; thereby creating favorable conditions for customers to transact and budget spending units.
