New rural areas adapt to new models

- From July 1, along with the whole country, Lang Son implemented the 2-level local government model. After the merger, the province has 65 communes and wards. To clarify the solutions for building new rural areas (NTM) to adapt to the new model, Lang Son Radio and Television Newspaper reporters interviewed Mr. Nguyen Huu Chien, Director of the Department of Agriculture and Environment, Deputy Head of the Steering Committee for National Target Programs of the province.

Reporter: Sir, recently, the program of building new rural areas in the province has been closely directed by all levels and sectors. Could you please tell us about the results achieved in building new rural areas in the province by the end of June 2025?

Mr. Nguyen Huu Chien: The new rural construction program for the 2021-2025 period in the province has achieved important and comprehensive results in many fields: The appearance of rural areas has improved a lot, rural infrastructure has received synchronous investment; the material and spiritual life of rural people has improved significantly, rural people's income has increased by 1.39 times (compared to 2020); the level of enjoyment of culture, health care and education of the people has been increasingly improved; national defense and security in rural areas have been maintained.

From 2021 to June 2025, the province has recognized 44 more communes meeting NTM standards (including 20 communes in Region III of ethnic minority and mountainous areas), bringing the total number of communes meeting NTM standards to 106/175 communes (accounting for 60.6%). Of which, 28 communes were recognized as advanced NTM communes; 10 communes met model NTM standards; on average, each commune met 15.21 criteria.

These results were achieved thanks to the active participation of the entire political system and people in the province; the management, direction, operation, and organization of the program implementation have had positive and flexible changes, suitable to the actual conditions of the locality. In addition, the emulation movement "Lang Son and the whole country join hands to build the new rural area" was effectively organized and implemented, creating a strong effect and spreading, and was responded to by the people of the province.

Reporter: After the merger, the province now has 65 communes and wards, including 61 communes. Could you please tell us what key contents will be focused on in the implementation of the new rural construction in the area in the coming time?

Mr. Nguyen Huu Chien: In the coming time, the program of building new rural areas in the province will continue to be implemented in a synchronous, substantive and in-depth manner, associated with the goal of building "Ecological agriculture, modern countryside, civilized farmers" and sustainable poverty reduction. In particular, focusing on 3 main contents: continuing to focus on synchronous development of economic and social infrastructure in rural areas; promoting rural economy towards the application of science, technology, digital transformation and innovation; building green, clean, beautiful, safe countryside with strong cultural identity, forming a civilized, humane, cohesive and happy rural community.

Reporter: Please tell us about the solutions to implement the key contents in building new rural areas in the coming time?

Mr. Nguyen Huu Chien: To implement the key contents in building new rural areas, in the coming time, the unit will proactively review, develop, and supplement mechanisms, policies, and legal document systems to implement the program in line with local conditions and actual situations; effectively implement and integrate capital sources from national target programs, targeted support programs and projects, and other investment projects to effectively implement the new rural area building program in the area.

Along with that, the industry continues to effectively implement the Program on restructuring the agricultural sector towards modernity, efficiency, sustainability, and adaptation to climate change; promote the application of science, technology, and digital transformation in production development to increase people's income in a sustainable way towards concentrated, organic, and ecological commodity production; build concentrated raw material areas according to planning associated with the advantages of each locality, link value chains, deep processing and product consumption associated with the effective implementation of the OCOP program (One Commune One Product Program).

At the same time, the sector continues to research and advise on the development of mechanisms and policies to protect the rural environment in accordance with the actual conditions of the province; prioritize the management of domestic waste and agricultural waste in the direction of classification and recycling at source; implement the construction of rural tourism, eco-tourism and community tourism models; build and replicate models of bright - green - clean - beautiful villages, model residential areas; focus on expanding community living spaces, planting trees, promoting the role of people in maintaining sustainable rural landscapes; continue to do a good job of communication work, promoting the role of people as subjects in building new rural areas; effectively promote experiences, models and good practices in the recent period to implement the new rural construction program for the period 2026-2030 to ensure more depth, substance and sustainability.
