Global climate change with extreme weather phenomena appearing with increasing frequency, non-traditional security threats have negatively impacted the task of building and protecting the Fatherland. Under the direct leadership of the Politburo , the Secretariat, the Central Military Commission, the Ministry of National Defense determined that this is the combat mission of the Army in peacetime.

The General Department of Politics of the Vietnam People's Army has advised, guided, and directed well the Party and political work activities of the Vietnam People's Army in performing the tasks of preventing, combating natural disasters, epidemics, rescue, and environmental protection; thus, it has promptly responded to situations that have occurred, reducing damage caused by natural disasters, epidemics, and the environment.

Speaking at the opening of the workshop, Lieutenant General Do Xuan Tung emphasized: Throughout history, the Vietnam People's Army has not only been the core force in the struggle for independence and protection of the Fatherland, but also a "working army", a "production labor army", always standing side by side with the people in the most difficult times, especially when natural disasters and epidemics occur, the environment is devastated, and people's lives and livelihoods are threatened.

The image of Uncle Ho's soldiers shining amidst the raging waves of the sea, mud, flash floods, quarantine areas and the most difficult and arduous places, with tens of thousands of cadres and soldiers not fearing danger, ready to sacrifice themselves to protect the lives and property of the people, has increasingly consolidated the people's trust in the Party, the State and the Army, strengthening the flesh-and-blood solidarity relationship with the people, contributing to building a solid "people's hearts and minds position".

In recent years, the head of the Ministry of National Defense has given many instructions in preventing and fighting natural disasters, epidemics, and rescue. Specifically, in preventing and fighting epidemics: "No one is left behind - the army must be the last place for the people during the pandemic"... In overcoming storms, floods, landslides, and natural disasters: "Human life is above all", "Where there are difficulties and dangers, there are soldiers"...

The people were moved and grateful, and gave the soldiers the most sincere words, not flowery but touching from the bottom of their hearts: "Without the soldiers, we don't know how to survive this storm", "The soldiers slept on the porch, giving up their beds to the people - that is an image that I will never forget in my life", "The soldiers are back, they are alive! They are alive, the soldiers are back"...

That is vivid proof of the effectiveness of CTĐ and CTCT activities in building mettle, qualities, and selfless actions for the people, contributing to fostering a solid "people's hearts" position in all situations.

Colonel Tran Van Huyen, Secretary of the editorial board, reported on the results of research implementation, compilation and synthesis of comments.

Therefore, summarizing the activities of the Red Cross and Red Cross in the tasks of preventing and fighting natural disasters, epidemics, rescue, and environmental protection in the period of 1975-2020 is extremely necessary, with profound significance in both theory and practice, in order to inherit and promote valuable traditions, and summarize lessons learned from the Red Cross and Red Cross to serve the building of the Army in the new period.

The presentations at the workshop focused on the subjects, scope, research methods, structure and content of the work; clarified theoretical and practical issues in the process of leadership, direction and organization of the implementation of CTĐ and CTCT activities of the Vietnam People's Army in performing the tasks of preventing and fighting natural disasters, epidemics, rescue and environmental protection; achievements, limitations, causes and lessons learned...

Concluding the workshop, Lieutenant General Do Xuan Tung assessed that the delegates' comments focused on contributing to the draft of the work, deepening the theoretical and practical contributions of CTĐ and CTCT in performing the tasks of preventing and fighting natural disasters, epidemics, rescue, and environmental protection (1975-2020); at the same time, pointing out the limitations that need to be overcome and supplementing documents and historical materials to further improve the quality of the work before reporting to the Central Military Commission Standing Committee for acceptance.

These are valuable contents with very important meanings in both theory and practice, contributing to education, imparting experience, improving the capacity of organizing and conducting CTĐ and CTCT activities for Party committees, political commissars, political officers, political cadres, political agencies, and commanders at all levels to meet the requirements and tasks in the new situation.

To further improve the quality of the work, Lieutenant General Do Xuan Tung requested the Editorial Board to focus on researching and completing the manuscript, especially the contents that have been commented on and edited, to ensure quality. The standing agency should research and propose the following contents, especially the inadequacies in the summary period (adjusting the summary period to 1975-2025). Leaders and commanders of units should continue to pay attention, lead and direct the research and compilation of the work of their agencies and units according to regulations (level II works), ensuring strictness, progress and quality.
