The 500kV Lao Cai - Vinh Yen transmission line project is rushing to the finish line on August 19, with local people contributing in no small part to this achievement.

July, in the middle of summer, is also the rainy season. The saying “The sun is scorching in Lao Cai, the rain is persistent in Yen Bai ” accurately describes the enormous challenges when implementing the Lao Cai - Vinh Yen 500kV transmission line project. At the construction site, sometimes the sun is scorching, sometimes it rains heavily. Not only the workers “overcome the sun and overcome the rain”, but also the soldiers of Military Region 2 who support the construction of the service road and the people who wholeheartedly contribute.

People do not spare effort and money.

For the past month, Mr. Nguyen Quang Ngoi's family in Lam Thuong commune, Lao Cai province has been bustling with people coming and going. Located at the foot of the hill on the road to the 140th power pole, Mr. Ngoi's house has become a place for soldiers of Military Region 2 to rest while supporting electricity workers in building the 500kV Lao Cai - Vinh Yen power line.

He reserved the entire lower floor for the soldiers to eat, sleep, and live. The kitchen and the only water tank were also shared. However, Mr. Ngoi never bothered by that inconvenience. Because he simply thought that helping the power line project to quickly accelerate, finish, and turn on electricity before August 19 as requested by the Prime Minister was also his and his family's wish.

“I am a citizen, but I also understand the Party and State's policy on developing the national power grid. Having a son who used to be a soldier, I understand even more the responsibility and hardship of you guys. When the construction force and the soldiers come here, I am willing to share half of my family's stilt house so that they have a place to eat, live and rest. This project is for the common good, our people need to contribute, whoever can help, please help. I also regularly work with households in the village to provide clean water and logistical support for the brothers at the construction site,” Mr. Ngoi added.

Not only Mr. Ngoi, but many households in Lam Thuong commune are also willing to donate land for the power line. Mr. Hoang Van Hiep said that when the government proposed a plan to clear the land, he immediately agreed and even supported donating more land for the project.

Mr. Hiep said: “My family was supported with compensation of more than 60 million VND for trees, mainly cinnamon trees. As for the hilly land along the power line corridor, we voluntarily donated it to serve the project. Not only me, more than 30 other households did the same. We are very excited when the power project passes through the locality, because this is a project serving the common interest, contributing to ensuring a stable power source for the whole province and the region.”

Up to this point, the location of the 15 poles in Lam Thuong commune has been agreed upon by the people to hand over the construction site, and compensation has been paid to the households. The investor has also made provisional payments to 66/75 households for the power grid corridor, while some households are requesting to redefine the boundaries and area.

The 500kV Lao Cai – Vinh Yen transmission line project is a national key project that officially started construction in March. The Prime Minister has clearly directed that the project needs to achieve “6 more”: Faster, more efficient, safer, better quality, more aesthetic and more economical; along with the requirement to shorten the progress and ensure quality.

The government is determined to bring the project to the "finish line"

The process of building the 500KV line was also a time to reorganize the local government apparatus. Despite many difficulties, the local government was determined to complete the project on time.

Lam Thuong, like all communes and wards across the country, has just started operating under a two-tier government model. However, Lam Thuong leaders still maintain an urgent style in managing activities in the area, especially work.

Mr. Tran Quoc Tuan, Chairman of the commune, said : "Over 70% of Lam Thuong's population are ethnic minorities. Up to now, all households where the poles pass through have completed handing over the land for construction. The commune is focusing on speeding up the progress of clearing the power grid safety corridor in time for the wire pulling construction."

As in Lao Cai, the Phu Tho provincial government not only accompanies but also acts as an “extended arm” to bring the Central Government’s directives down to the grassroots. Site clearance, opening of public roads, and removal of administrative obstacles are all supported by special working groups as quickly as possible.

The 500kV Lao Cai - Vinh Yen power line project has a total length of nearly 90 km passing through Phu Tho province (new), with a total of 195 pole foundations. The project has completed site clearance for 195/195 pole foundations and handed them over to the investor for construction.

The route corridor consists of 110 anchor intervals. At the time of reporting the work of measuring, planting, and handing over markers, 110/110 anchor intervals were completed; The work of approving the compensation, support, and resettlement plan reached 92/110 anchor intervals, and the entire route corridor site has not been handed over to the investor.

“Determining the significance and importance of the project, the Party Committee and authorities of Phu Tho province have been involved from the beginning and up to now, we have coordinated with EVN and relevant agencies to implement the progress of site clearance and compensation. Currently, 100% of the column foundations out of a total of 195 column foundations in Phu Tho province have been completed and handed over to EVN for investment and construction. The work of resettlement arrangement and site clearance along the route corridor has also been actively implemented, basically ensuring progress in 18 communes where the route corridor passes through,” Mr. Dong informed.

Prime Minister Pham Minh Chinh has requested the completion of the Lao Cai - Vinh Yen 500kV transmission line project before August 19. This is a particularly important project, of strategic significance in ensuring energy security. Although it must be constructed at lightning speed in harsh weather conditions and dangerous terrain, with a high sense of responsibility, workers, government leaders, soldiers and people are working together to urgently bring the project to the finish line on time, becoming a miracle in the "Era of Rising".
