This move was made to implement a directive from the Government Office regarding feedback on the handling and processing of administrative procedures for citizens and businesses at Public Administrative Service Centers.
Accordingly, the Chairman of the Gia Lai Provincial People's Committee requested the Provincial People's Committee Office and the People's Committees of communes and wards to inspect and review the situation, absolutely preventing the occurrence of "brokers" facilitating paperwork, especially in the land sector. He instructed civil servants and officials at the Public Administrative Service Center not to give reasons or require citizens and organizations to have VNeID immediately upon submitting applications; instead, they must assist in receiving and creating electronic applications using the available identification code.
Mr. Pham Anh Tuan requested that cases of officials and civil servants causing inconvenience and harassment to citizens and businesses be rectified and strictly dealt with; that officials and civil servants arbitrarily request additional documents or procedures beyond regulations; or that citizens be required to commit to ensuring the consistency between the new administrative area information and the old information according to documents issued by state agencies.
People's Committees of communes and wards need to proactively improve the quality of public services, from supplementing human resources and equipment to expanding the number of application receiving points.
The Provincial People's Committee Office is tasked with coordinating with relevant agencies to develop a "handbook" guiding the implementation of administrative procedures in essential areas, making it easy for officials and citizens to access information. The content regarding land matters must be completed before July 25th.
In addition, a pilot model for receiving and processing administrative procedures across different administrative boundaries will be implemented, prioritizing procedures that generate a high volume of transactions such as land and civil registration.
The Gia Lai Provincial Police Department will act as the coordinating body, working with VNPT, Viettel , and local authorities to support people in remote areas in accessing free internet and smartphones to install VNeID. Local police forces and youth union members will directly guide and assist people when they come to complete administrative procedures at the commune and ward levels.
