Gia Lai requests to prevent "paper brokers" and harassment of people

This move was made to implement the Government Office 's official dispatch on reflecting the situation of receiving and handling administrative procedures for people and businesses at Public Administration Service Centers.

Accordingly, the Chairman of the Gia Lai Provincial People's Committee requested the Provincial People's Committee Office and the People's Committees of communes and wards to inspect and review, absolutely not allowing the situation of "brokers" to make documents, especially in the field of land. Directing civil servants and public employees at the Public Administration Service Center not to give reasons, requiring people and organizations to have VNeID immediately when submitting documents; instead, they must support receiving and creating electronic documents through available identification codes.

Mr. Pham Anh Tuan requested to rectify and strictly handle cases of officials, civil servants, and public employees who harass and annoy people and businesses; arbitrarily request additional documents and procedures outside of regulations or require citizens to commit to the match between new administrative area information and old information according to documents issued by state agencies.

People's Committees of communes and wards need to proactively improve the quality of public services, from adding human resources and equipment to expanding document reception points.

The Provincial People's Committee Office is assigned to coordinate with relevant agencies to develop a "handbook" to guide the implementation of administrative procedures in essential fields, serving officials and people to easily look up, especially the content on land must be completed before July 25.

Along with that, the model of receiving and returning results of administrative procedures without administrative boundaries will be piloted, prioritizing procedures that generate many transactions such as land and household registration.

Gia Lai Provincial Police will be the focal point to coordinate with VNPT, Viettel and commune authorities to support people in remote areas to access free internet and smartphones to install VNeID. Local police and youth union members will directly guide and support people when they come to do administrative procedures at communes and wards.
