On the afternoon of August 5, the Ministry of Science and Technology (MOST) held a regular press conference for July, announcing a series of outstanding results in the direction, management and development of the industry. Accordingly, the MOST recorded impressive results. Specifically, in July 2025, the total revenue of the entire S&T industry reached nearly 499 trillion VND, an increase of 22.6% over the same period last year, contributing more than 107 trillion VND to the national GDP.
ICT industry revenue reached VND478,539 billion, up 9.4%. Postal output reached 330 million mail items, up 18.7%. Vietnam's mobile network speed ranked 19th globally (148.64 Mbps), up 29 places. Total transactions on the national data integration and sharing platform (NDXP) were 3.3 billion successful transactions.
The VQII infrastructure quality index in June increased by 2.054%, contributing an estimated 0.87 billion USD to GDP. Mobile game downloads in Vietnam in the first 6 months of the year reached 5.2 billion, expected to exceed 10.3 billion by the end of the year. Revenue from major e-commerce platforms is expected to reach 387.5 trillion VND, up 21.5%. Vietnam's AI economic scale is expected to reach 120-130 billion USD by 2040.

Vietnam's mobile network speed ranked 19th globally (148.64 Mbps, up 29 places). The total number of published standards is 40 TCVN; the number of ISO/IEC standards accepted as TCVN is 36 TCVN. The total number of transactions on the National Data Integration and Sharing Platform (NDXP) reached 3.3 billion successful transactions as of July 18, 2025.
In July 2025, the Ministry of Science and Technology proactively and actively carried out many key tasks in direction and administration, achieving outstanding results, making important contributions to the process of developing science , technology, innovation and national digital transformation. Compared to the same period in 2024, the Ministry of Science and Technology had a rate of online records reaching 39.85%, an increase of 4.24%.
According to the Ministry of Science and Technology, in July, the Ministry advised the Government and the Prime Minister to issue 1 Decree and 3 important Decisions. Notably, Decree No. 194/2025/ND-CP - a document that lays the legal foundation to promote connection and data sharing between state agencies, aiming to build a transparent and effective digital government.
Decision No. 1562/QD-TTg and 1565/QD-TTg establish technical infrastructure and policies to ensure comprehensive digital transformation, personalization of public services, and people- and business-centeredness.
The Ministry also coordinated with ministries and branches to develop and submit to the Government for promulgation new decrees on supporting specialized officials in digital transformation and the PPP (public-private partnership) mechanism in the field of science and technology. In addition, 3 new circulars were issued to specify regulations on information systems, data and telecommunications management, enhancing the effectiveness of implementation in state management.
In August, the Ministry of Science and Technology will focus on developing and submitting to the Government 4 draft laws: Law amending the Law on High Technology; Law amending and supplementing a number of articles of the Law on Technology Transfer; Law amending and supplementing a number of articles of the Law on Intellectual Property; Law on Digital Transformation; ensuring progress in submitting them to the National Assembly for consideration and approval at the 10th session of the 15th National Assembly.
Develop, complete, and submit to the Government 16 draft Decrees guiding the implementation of 4 Laws recently passed by the National Assembly at the 9th Session of the 15th National Assembly.
In particular, in August, the Ministry of Science and Technology advocated the development of a Project to Form large-scale domestic strategic technology enterprises to develop digital infrastructure, digital human resources, digital data, strategic digital technology, and network security; Support and develop digital technology enterprises to reach out globally./.
