Science and technology, artificial intelligence – important pillars of Vietnam-Japan relations

(Chinhphu.vn) - The governments of Vietnam and Japan have identified science and technology, innovation, and artificial intelligence as important pillars to focus on for development cooperation in the coming time, according to the Japanese Ambassador to Vietnam.

On the occasion of the 52nd anniversary of the establishment of Japan-Vietnam diplomatic relations (September 21, 1973 - September 21, 2025), on September 19, Japanese Ambassador to Vietnam Ito Naoki held a press meeting to share about the cooperative relationship between Vietnam and Japan and the prospects for the relationship between the two countries in the coming time.

Ambassador Ito Naoki expressed his delight that after Vietnam and Japan upgraded their relationship to Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World in 2023, the bilateral relationship has become deeper and has made concrete progress in many fields.

Vietnam – an important and irreplaceable partner of Japan

The Ambassador recalled the visit of Japanese Prime Minister Ishiba Shigeru in April 2025 and the talks and meetings with senior leaders of Vietnam. The Japanese Prime Minister affirmed that Vietnam is an important and irreplaceable partner for Japan, as well as supporting cooperation with Vietnam in the new era.

In recent times, cooperation between Vietnam and Japan has made great progress in all areas such as science and technology, innovation, digital transformation, green transformation, strategic infrastructure construction, energy, environment, and investment environment improvement. In particular, science and technology, innovation, and artificial intelligence are the areas that the two governments have identified as important pillars to focus on for development cooperation.

In the field of semiconductor chips and artificial intelligence (AI), the two sides have begun to cooperate in international research and have achieved initial results. From October 2025, 60 Vietnamese graduate students will begin training at Japanese universities. Vietnam-Japan University will also open a semiconductor technology training program for 100 students from October this year. The Japan International Cooperation Agency (JICA) is cooperating with leading experts from Tokyo to cooperate and receive training for Vietnamese students in the field of artificial intelligence.

In the field of green transformation, the two sides are implementing 15 clean energy projects worth 20 billion USD. Japan is considering providing a loan of 300 million USD for wind power, liquefied gas and environmental projects. In October, JICA will coordinate with Hanoi City to start construction of Metro Line No. 2.

In terms of economic and trade cooperation, the two countries have made great strides. Japan's cumulative investment in Vietnam has reached 80 billion USD while trade turnover between the two countries has reached nearly 50 billion USD. There are more than 2,000 Japanese enterprises investing in Vietnam.

Regarding security and defense cooperation, Japan pledged to continue to accompany Vietnam for the goal of ensuring peace and stability in the region and the world.

In addition, the people-to-people diplomacy activities of the two countries have also achieved important results, bringing the two countries closer together. In the coming time, the two countries will have activities to promote tourism, cultural and sports cooperation to achieve the goal of each side welcoming one million tourists by 2030.

Japan is ready to share with Vietnam the model of a two-tier government.

With Vietnam's reform policy, the Japanese Government pledges to continue cooperation, share experiences and support, as well as contribute to Vietnam's economic development goals.

Ambassador Ito Naoki appreciated Vietnam's recent reform efforts, in which administrative procedures have been simplified and made more transparent, and the decision-making process has become faster.

Regarding Vietnam's transition to a two-tier government model, the Ambassador said that Japan has long applied this model and it has operated very effectively. "Japan is willing to share its experience with Vietnam in this field in the coming time," Ambassador Ito Naoki emphasized.

Regarding Vietnam's goal of becoming a high-income developed country by 2045, the Japanese Ambassador assessed this as an important and great milestone. Vietnam has carried out strong reforms in recent times and Japan highly appreciates that.

Ambassador Ito Naoki said that to achieve that goal, Vietnam needs to focus on preparing high-quality human resources, creating a favorable environment to attract foreign investment, and improving labor productivity to increase internal strength. Along with that, Vietnam needs to develop science and technology, focusing on developing and applying new technologies, especially in the fields of AI and digital transformation.

On this occasion, Ambassador Ito Naoki once again sent his congratulations to Vietnam on the 80th anniversary of the August Revolution and National Day September 2. The Ambassador emphasized that Vietnam's journey over the past 80 years has not been smooth or easy, but the Vietnamese people have always maintained the spirit of solidarity, aiming for freedom and independence; the Vietnamese people have always aimed for peace and cooperation with other countries and have developed strongly and dynamically as they are today.
