The 4th Provincial Ethnic Minority Congress in 2024 is scheduled to take place on November 8-9 in Ha Long City. The Congress is an important political event, a festival of great solidarity among ethnic groups in the province, demonstrating the deep concern of the Party and State for the sustainable development of ethnic minority areas. On this occasion, reporters from the Provincial Media Center interviewed Ms. An Thi Thin, Deputy Head of the Provincial Ethnic Minority Committee.

- What is the significance of the 4th Congress of Ethnic Minorities to the lives of ethnic minority communities in the province?
+ The 4th National Congress of Ethnic Minorities in 2024 is an extremely important event for ethnic minorities. This is not only an opportunity to summarize and evaluate achievements and results of ethnic work and ethnic policies, but also has great political and social significance in converging beliefs, spreading advanced examples, contributing to the development of ethnic minority areas. At the same time, it demonstrates the special attention of the Party and State to the sustainable development of ethnic minority and mountainous areas; recognizing the great contributions of ethnic minorities in poverty reduction, building new rural areas, developing infrastructure, and implementing ethnic policies in the period of 2019-2024.
The congresses at all levels opened a new stage of development, arousing the pride and self-reliance of the ethnic minority communities in the province. From there, the strength of national solidarity was promoted so that ethnic minorities could continue to strive to successfully implement the Resolution of the Congress, realizing the aspiration to build Quang Ninh increasingly rich, civilized and happy.
- How are the preparations for the 4th Provincial Congress of Ethnic Minorities in 2024 being organized, Madam?
+ Quang Ninh has 9/13 district-level localities qualified to organize the Congress (the number of ethnic minorities living there is over 5,000 people) namely Cam Pha, Ha Long, Mong Cai, Binh Lieu, Ba Che, Tien Yen, Van Don, Hai Ha, Dam Ha. The remaining 4 localities Uong Bi, Dong Trieu, Quang Yen, Co To will organize conferences to select delegates to attend the provincial Congress.
By the end of June 2024, all 9 qualified district-level localities had successfully organized the congress with a total of 1,741 delegates attending (1,306 official delegates; 435 invited delegates). The delegates were elected from 12 ethnic minority groups residing stably in the localities, with achievements and positive contributions in implementing ethnic work and ethnic policies. At the district-level congresses, 114 collectives and 172 individuals were awarded certificates of merit by the district-level People's Committee chairmen.

Preparations for the 4th Provincial Ethnic Minorities Congress have been carried out as planned. Up to now, the drafts of documents, personnel, rewards, ceremonies, scripts, and Congress programs have been completed, ensuring quality and consistency. The Ethnic Committee is collecting final opinions on the draft Political Report and Resolution Letter of the Congress. The structure of the number of delegates selected is based on ethnic composition, age, gender, and field; including 250 official delegates and about 90 invited delegates.
The Provincial Ethnic Committee has coordinated with local press agencies to promote the purpose and significance of the Congress. At the same time, it has prepared well the conditions for serving the Congress, such as facilities, festive decorations, ensuring security and order, taking care of delegates' health, and food hygiene and safety.
- What are the goals and tasks set for this Congress?
+ The theme of the 4th Provincial Congress of Ethnic Minorities is determined to be: "Ethnic minorities unite, innovate, create, promote advantages, potentials, integrate and develop sustainably". The Congress will summarize and evaluate the implementation of the Resolution of the 3rd Provincial Congress of Ethnic Minorities; evaluate the achievements and results achieved in implementing the Party's policies and the State's policies on ethnic minority, mountainous and border areas in the period of 2019-2024. At the same time, draw lessons, propose tasks and solutions to continue to effectively implement ethnic policies and patriotic emulation movements in ethnic minority and mountainous areas in the period of 2025-2030.
The objectives and tasks set out at this Congress are summarized as: Continuing to promote the spirit of great national unity; consolidating the strong belief of ethnic minorities in the leadership, guidelines, policies and lines of the Party and State; arousing national pride, self-confidence, self-respect and self-reliance in preserving culture, developing a sustainable economy, building and firmly protecting national sovereignty and security.
The Congress will honor and commend outstanding collectives and individuals with outstanding achievements in socio-economic development, preserving cultural values, ensuring national defense and security in ethnic minority areas, mountainous areas, border areas, and islands, and building the great national unity bloc; thereby consolidating the people's trust and consensus in the leadership of the Party and State.
