Measures of public investment effectiveness
The list of inaugurated projects spans healthcare , transportation, construction, and energy, with a total investment of tens of trillions of VND. A common feature of these projects is their fundamental nature, directly serving the lives of the people, while also playing a key role in regional development and inter-regional connectivity.

In particular, the inauguration of the second facilities of Bach Mai Hospital and Viet Duc Friendship Hospital not only expands the scale of treatment but also restructures the healthcare system towards a more rational spatial allocation. In the transportation sector, the Tuyen Quang - Ha Giang (phase 1), Dong Dang (Lang Son) - Tra Linh (Cao Bang), and Huu Nghi - Chi Lang (Lang Son) expressways, once opened to traffic, also have special significance, significantly shortening travel time and reducing logistics costs.
The expansion project of Terminal 2 (Noi Bai International Airport) contributes to creating a new look for Hanoi and the Vietnamese aviation industry. Immediately after its inauguration, Noi Bai International Airport will gradually implement a "Smart Airport" model. For the first time, international passengers arriving at this airport will experience a nearly fully automated check-in process. In the energy sector, the completion of Unit 2 of the Hoa Binh Hydropower Plant expansion, with a total investment of over 9,000 billion VND, is also significant in the context of increasing electricity demand, especially in the North.
According to the Ministry of Construction, the series of projects inaugurated on this occasion reflects a shift in development management thinking: focused and targeted investment, directed towards essential sectors and disadvantaged regions. These are not only milestones in construction progress, but also a measure of the effectiveness of public investment, organizational capacity, and long-term development thinking.
Building strategic regional connectivity axes.
Among the projects commencing on December 19th, the highlight is the Lao Cai - Hanoi - Hai Phong railway line, a 419km project with an estimated total investment of over 203,200 billion VND. Connecting the Lao Cai international border gate to the Lach Huyen seaport (Hai Phong), the project plays a pivotal role in regional connectivity and international integration. According to the Ministry of Construction, in a short period of time, provinces and cities along the route such as Lao Cai, Phu Tho, Hung Yen, and Hai Phong have worked in a coordinated manner, accelerating land clearance and resettlement. In particular, in Lao Cai province, to prepare for the groundbreaking ceremony, 100% of households in the area of the new Lao Cai station have agreed to hand over their land.

In particular, several important transportation projects in the North, launched during this period, are expected to create strategic regional connectivity axes, such as: the Tuyen Quang - Ha Giang expressway project from Tan Quang to Thanh Thuy international border gate with a total investment of nearly 15,000 billion VND; and the Hoang Lien Pass tunnel project connecting Lao Cai province with Lai Chau province with a total investment of 3,300 billion VND. These projects will contribute to improving the transportation network in the northern mountainous region.
Just days before the groundbreaking ceremony, the Hanoi People's Council approved the investment plan for two major infrastructure and urban projects, with a preliminary total investment of nearly 1.8 trillion VND. These include the Olympic Sports Urban Area (over 925,000 billion VND) and the Red River Scenic Boulevard (approximately 855,000 billion VND). These two projects are identified as "pillars of development," opening up new opportunities and creating long-term growth momentum for the capital city for decades to come. The two projects are expected to generate new growth for the economy, services, and tourism, making a significant contribution to the target of achieving a GRDP growth rate of 11% or higher during the 2026-2030 period.
In Thuong Tin commune (Hanoi), within the project area, the Party Secretary and Chairman of the People's Council of the commune, Nguyen Xuan Minh, expressed that local people hope the project will be completed on schedule, creating a new urban landscape for the locality and helping many communes meet the criteria to become wards of Hanoi in the near future.
Mr. Le Quyet Tien, Director of the Department of Economic and Investment Management in Construction (Ministry of Construction), said that with the involvement of the Government, the Ministry of Construction, and localities, many projects have had their obstacles removed, such as allowing the simultaneous implementation of investment procedures, shortening the time for land clearance, and granting material mine licenses under special mechanisms… As a result, projects will be accelerated in construction progress, completed early, and put into operation, meeting the development needs of localities, regions, and the nation, living up to the expectations of the people.
On December 19th, 123 projects were started or inaugurated in the northern region, including:
- 93 projects managed by local authorities, the largest of which is the Hanoi Olympic Sports Urban Area project worth over 925,000 billion VND; followed by the Red River Landscape Boulevard project worth 855,000 billion VND, and the Ha Long Green Complex Urban Area (Quang Ninh) worth 287,000 billion VND.
- 19 projects managed by ministries and agencies, the largest of which is the Lao Cai - Hanoi - Hai Phong railway line project, with a total estimated investment of over 203,200 billion VND.
- 11 projects managed by corporations and groups, the largest of which is the expansion of Noi Bai T2 Passenger Terminal, with a total investment of nearly 5,000 billion VND.
