Currently, the Thai Nguyen Provincial Branch of the Bank for Social Policies has developed solutions to ensure that operations at transaction points are maintained stably and effectively, meeting people's needs.
According to Mr. Pham Tuan Hung, who has just been transferred and appointed as Acting Director of the Thai Nguyen Provincial Social Policy Bank Branch, after implementing the administrative boundary arrangement, the Provincial Social Policy Bank will continue to maintain 15 old transaction offices, at the same time establish a new Bac Kan Transaction Office and continue to maintain the operating network as before.
The entire network of commune transaction points, savings and loan groups is also kept intact so as not to affect people's access to capital.
In fact, over the past time, both Thai Nguyen and Bac Kan (old) branches of the Social Policy Bank have been the "extended arms" of the Party and State in implementing social security policies through preferential credit activities for the poor and ethnic minorities.
With a network extending to the commune level, policy credit has had the participation of the entire political system from the province to the grassroots, from sectors to socio- political organizations. Thanks to that, the flow of policy credit has always been unblocked, helping a large number of poor and near-poor households, including more than 100,000 ethnic minority households, to borrow capital; proactively invest in production and business, create jobs, increase income, and gradually escape poverty sustainably.
Implementing the plan to reorganize administrative units, from July 1, Thai Nguyen province (new) has 92 commune-level administrative units (including 77 communes and 15 wards). In order to ensure that the policy credit capital source is not interrupted, the provincial branch of the Social Policy Bank has quickly stabilized the organization and promptly disbursed preferential capital to remote, isolated and extremely disadvantaged areas.
Along with that, arrange credit officers to do the "3 together" tasks: closely follow the grassroots, discuss with the government and organizations, and guide the poor to borrow capital, use the loan capital for the right purpose, and achieve efficiency.
Up to now, with a total mobilized capital of more than VND 8,959 billion, the Provincial Social Policy Bank Branch continues to maintain the implementation of 23 policy credit programs, all transaction points in the commune are still operating normally.
Notably, the Bac Kan Social Policy Bank Transaction Office, although newly established and operating since July 1, has quickly "caught up", providing loans of VND374 billion to 4,437 households in 3 wards and communes through 141 savings and loan groups and 9 transaction points.
Mr. Ha Sy Con, Deputy Director of the Social Policy Bank Branch of the province, who directly manages the Bac Kan Transaction Office, said that to ensure the rights and convenience of the people, the unit continues to maintain 9/9 transaction points in communes and wards as before and consolidates and improves the quality of the network of savings and loan groups...
In particular, transaction offices coordinate with the People's Committees of wards and communes to create favorable conditions for customers to confirm loan applications and authorization procedures, ensuring that no problems arise with administrative procedures.
It can be seen that, thanks to proactively developing an operating plan suitable to the situation of each locality, up to now, the disbursement, debt collection, interest collection,... activities of the provincial Social Policy Bank system are still taking place smoothly.
Throughout Thai Nguyen, from rural to urban areas, most of the poor and policy beneficiaries who have the need and meet the conditions are able to borrow preferential loans conveniently and promptly invest in production and business development.
The family of Ms. Nguyen Thi Hua (in Group 5, Xuat Hoa, Bac Kan ward) was able to borrow 100 million VND from the job creation fund of the Bac Kan Social Policy Bank Transaction Office to invest in planting 4 hectares of forest and expanding 1,000m2 of fish pond.
Or Ms. Nong Thi Huyen Tam (Group 11B, Duc Xuan Ward) is also using 100 million VND of preferential loan capital to do business in printing services and selling stationery to increase income for her family.
According to representatives of borrowers, maintaining the transaction network as before the merger has helped them as well as poor households and other policy beneficiaries in the area not have to go far, creating stability and peace of mind in accessing loans.
Merging administrative units is an inevitable process in streamlining the apparatus and improving the effectiveness of state management. The timely and effective solutions of the Thai Nguyen Provincial Social Policy Bank Branch in particular and the Social Policy Bank system in general will ensure that policy credit activities are maintained continuously and stably.
According to Acting Director Pham Tuan Hung, the Provincial Social Policy Bank will continue to implement Directive 39-CT/TW dated October 30, 2024 of the Secretariat on improving the efficiency of social policy credit in the new period, effectively implementing credit programs of the Government and localities, gradually perfecting the management apparatus, innovating operating methods, meeting work requirements in the new situation.
In order for policy credit activities to be stable, continuous, and effective in the new period, with the service motto of "Understanding the people's hearts, serving wholeheartedly", the Social Policy Bank system nationwide will continue to maintain its operating method, keeping the old commune transaction points and savings and loan groups intact, without affecting people's access to capital.
At the same time, striving to maintain the flow of policy credit capital, even during the transformation period of the administrative apparatus, is the motto of all officers and employees of the Provincial Social Policy Bank, in order to contribute to helping Thai Nguyen land firmly enter the new era.
