On September 13, Hanoi City Police issued a decision to prosecute the case, prosecute the accused and temporarily detain Nghiem Quang Minh (born in 1979; currently residing in Yen Hoa, Cau Giay, Hanoi) for 4 months for the crime of Violating fire prevention and fighting regulations under Article 313 of the Penal Code.
Minh is the owner of a mini apartment building in alley 29/70, Khuong Ha street, Khuong Dinh ward, Thanh Xuan district - where the fire broke out on the night of September 12.
According to Hanoi City Police, up to now, authorities have identified 56 dead and 37 injured (of which, the identities of 39/56 dead have been identified) in the mini apartment fire in Thanh Xuan district.

The Director of the City Police Department is directing the Hanoi Police Investigation Agency to continue to urgently investigate and strictly handle the case according to the law and actively coordinate with Hanoi City departments and branches and the Thanh Xuan District People's Committee to visit, encourage and support the victims' families.
According to a report from the Hanoi City Police, at around 11:22 p.m. on September 12, the City Police Command Information Center received a report of a fire in a 9-story house with an attic in alley 29/70, Khuong Ha street, with many people trapped inside.
The City Police mobilized forces and vehicles including 15 fire trucks, rescue vehicles, and more than 100 officers and soldiers from the fire prevention and fighting forces of the Ministry of Public Security , the Fire Police University, and other forces of the City Police, to the scene to coordinate with other forces of the city, the government, and local people to organize fire fighting and rescue.
At 11:29 p.m. the same day, units approached the fire, deployed fire fighting, prevented the fire from spreading, and reconnaissance teams searched and rescued victims.
Although the fire site was located in a deep alley (about 400 m), fire trucks could not reach it, but the forces overcame all difficulties and effectively organized fire fighting and rescue work.
The forces rescued more than 70 people trapped in the fire and took the injured to hospitals. The damage to people and property is still being counted and clarified.
After 45 minutes of the fire, the fire was basically controlled and did not spread to surrounding houses.
