Do not accept the monopoly of businesses to pilot the transport of tourists by double-decker bus.
The opinion about limiting businesses to pilot the transport of tourists by open-top double-decker buses in Ho Chi Minh City is not in line with the spirit of "equality, avoiding monopoly".
The Ho Chi Minh City Department of Transport has just sent a document to Anh Viet Hop on – Hop off Vietnam Co., Ltd. and Vietnam – Hanoi Tourism Joint Stock Company to respond to a number of issues related to the pilot operation of transporting tourist passengers by open-top double-decker buses in Ho Chi Minh City.
The Department stated that, according to the provisions of Decision No. 2055/QD-BGTVT dated September 21, 2018 of the Minister of Transport, the pilot transport of tourists by open-top double-decker buses is limited to provinces and cities such as Hanoi, Quang Ninh, Quang Nam , Da Nang, Thua Thien Hue, Lam Dong, Kien Giang and Ho Chi Minh City, there is no limitation for transport units participating in the pilot to have a proposed plan that meets the requirements.
In fact, in the past time, the consideration of proposals to participate in the pilot program of enterprises, including Anh Viet Hop on – Hop off Vietnam Co., Ltd. and Vietnam – Hanoi Tourism Joint Stock Company, as well as the new proposal of Viet BIGBUS Tourism Transport and Communication Joint Stock Company, has been fully implemented according to the above instructions.
Anh Viet Hop on – Hop off Vietnam Co., Ltd. will pilot the program from January 15, 2020, and Vietnam – Hanoi Tourism Joint Stock Company will pilot the program from August 2022.

On the other hand, after the enterprise ( Viet BIGBUS Tourism and Media Transport Joint Stock Company) proposed a pilot plan, the Department of Transport conducted a field survey on the operating route, pick-up and drop-off points of the pilot routes and consulted relevant agencies to ensure the suitability of the pick-up and drop-off routes...
Therefore, the opinion on limiting enterprises participating in the pilot as proposed by Anh Viet Hop on – Hop off Vietnam Company Limited is not consistent with the spirit of "ensuring publicity, transparency, equality and avoiding monopoly" in Decision No. 2055/QD-BGTVT of the Minister of Transport.
This also means that Ho Chi Minh City agrees to add Viet BIGBUS Tourism and Media Transport Joint Stock Company to participate in the pilot of transporting tourists by open-top double-decker buses, bringing the total number of businesses piloting this model to 3 units.
The Ho Chi Minh City Department of Transport also requested Anh Viet Hop on – Hop off Vietnam Co., Ltd. and Vietnam – Hanoi Tourism Joint Stock Company to conduct the pilot until December 31, 2024, and relocate the passenger pick-up and drop-off infrastructure to restore the original state of the sidewalk before the pilot ends.
From January 1, 2025, pilot enterprises will comply with the provisions of the Road Law and relevant legal documents on transportation activities for this type.

Previously, as the Investment Electronic Newspaper - Baodautu.vn through the article "Exploiting the "Hop on Hop off" model in Ho Chi Minh City: "Commercial war" tourism businesses informed that Viet BIGBUS Tourism and Media Transport Joint Stock Company (headquartered in District 10, Ho Chi Minh City) requested to open an additional pilot route for businesses with the commitment: Investing with its own capital about 32.4 billion VND with 60-seat buses with European emission standards - Euro V, installing free wifi, LED board system to guide stops, automatic audio connection to announce stops integrated with GPS system to introduce history, culture and typical features of tourist destinations corresponding to each location suitable for tourists in many different languages.
Immediately after the Department of Transport submitted a proposal to the City People's Committee to allow the pilot expansion according to the above proposal, a "trade war" broke out when Anh Viet Hop On - Hop Off Vietnam Co., Ltd. sent official dispatch No. 2207/AV/2024 dated July 22, 2024 directly to the Ministry of Transport and the Ho Chi Minh City People's Committee, requesting not to grant licenses to additional businesses transporting tourists by double-decker, open-roof vehicles in Ho Chi Minh City.
The reason given by Anh Viet Hop On - Hop Off Vietnam Co., Ltd. is that it will cause many difficulties and losses for businesses when the business is a pioneer, spending a lot of effort to build this business model; there is duplication of registered Hop on Hop off models and brands; creating a chaotic market and oversupply, leading to dumping; negative impacts on traffic and environmental conditions in inner-city areas, increasing the risk of traffic jams and increasing emissions causing environmental pollution...
