From this year, household registration books and temporary residence books are officially no longer valid. In response to this, many candidates are worried, not knowing what proof they will submit for their permanent residence information when registering for university admission. According to the university admission guidelines recently issued by the Ministry of Education and Training, candidates can now put this worry aside.
Candidates only need to declare accurate and honest information into the system, the system will automatically determine which area the candidate belongs to.
In Appendix 1 of the 2023 University Admissions Guide, the Ministry of Education and Training has dedicated a section to guide candidates on the declaration and confirmation process so that candidates can enjoy regional and subject priority according to their place of permanent residence.
Accordingly, to enjoy regional priority according to permanent residence, candidates log into the software at http://thisinh.thitotnghiepthpt.edu.vn with the account and password that have been granted and declare the "Permanent residence" section (section 5). Candidates declare the year of study in grade 10, grade 11, grade 12 on the system with the information of province/city code, district/county code and commune/ward code, from which the system will automatically calculate which region the candidate belongs to.
Candidates need to look up at the place of registration to correctly enter the province/city code, district/county code, commune/ward code where the candidate has a permanent residence during high school or college in the corresponding boxes on the right. Candidates who do not have a permanent residence in the KV1 commune should leave the commune code box blank. After filling in all the administrative unit codes in the boxes, candidates clearly write the name of the commune/ward, district/county, province/city in the blank line.
Candidates whose permanent residence is over 18 months in Zone 1 (difficult commune or especially difficult commune) during high school or college years should tick the box "Permanent residence is over 18 months in Zone 1". Candidates whose permanent residence is over 18 months in an especially difficult commune during high school or college years should tick the box "Permanent residence is over 18 months in an especially difficult commune". Candidates who meet both of the above conditions should tick both boxes.
For candidates who are in the priority category or in the area related to their permanent residence, they must declare that they have had a permanent residence of more than 18 months in Area 1 (difficult or extremely difficult commune) or more than 18 months in an extremely difficult commune during their time studying in high school or college. For example, declare as follows: 28 months, from February 1, 2020 to May 1, 2023.
Also in Appendix 1, the Ministry of Education and Training guides candidates who are admitted through the early admission method to only provide evidence of admission scores and priority subjects for the university they are admitted to (if required by the university), as a basis for admission. Universities are not allowed to require candidates to provide documents confirming their permanent residence.
In the main content of the instructions, the Ministry of Education and Training stipulates that candidates are obliged to declare, provide complete information and ensure the accuracy of all information when registering for admission to universities.
In particular, candidates need to pay attention to accurately declaring and being responsible for information (timelines according to instructions) to enjoy regional priority and priority subjects (if any) at the time of registration for the 2023 high school graduation exam (attach proof of priority subjects, if any).
The declared information must be truthful and accurate. The candidate's permanent residence information at each stage will be checked and verified by the authorities on the national population database.
