Immediately upon receiving directives from the Central Government, all levels and sectors in the province focused on implementing specific tasks to ensure the smooth execution of tasks and projects managed by the district level after the reorganization of the two-tiered local government structure.
Proactive implementation
In implementing the policy on restructuring and organizing local government at two levels, starting from the second quarter of 2025, based on guidance from the Central Government, the Provincial People's Committee established a working group to handle and issue a plan for the transitional management of programs, tasks, projects, and public investment plans during the restructuring and consolidation of the two-level local government apparatus, and issued guiding documents for the implementation by the working group…
Ms. Hua Thi Hang, Deputy Director of the Department of Finance, stated: Following the direction of the Provincial People's Committee and based on reports from the People's Committees of districts and cities, the Department of Finance has completed a report on the plan and proposed general principles for handling the transitional management of tasks, projects, public investment plans, and national target programs for the period 2021-2025 and 2025 when reorganizing local governments at two levels.
Specifically, the transfer of management to the provincial level (Provincial Investment and Construction Project Management Board and specialized provincial agencies) applies to projects previously managed at the district level, such as planning, support for rural transport cement, etc. Transfer to the commune level after restructuring applies to the following cases: projects under the commune People's Committee before restructuring; projects managed at the district level assigned to the commune People's Committee as the investor; projects currently undergoing investment preparation procedures; and projects that have completed contractor selection procedures but have not yet commenced construction, managed at the district level, with a total investment of less than 20 billion VND (projects that only require an economic -technical report). Currently, the Department of Finance has basically completed the plan for handling and transferring projects managed at the district level, submitting it to the competent authority for consideration and approval. It is projected that 1,190 out of 1,538 tasks and projects will be transferred to the provincial level for management. 348 out of 1,538 tasks and projects have been transferred to the commune level for management.
Regarding the handover guidelines, the Department of Finance has issued specific guidance documents on the progress, time, content, and components of the handover documents; the People's Committees of districts and cities have directed project management departments to proactively arrange project documents in full accordance with the law on document archiving in the fields of investment, construction, project settlement and payment, and current regulations. After the Provincial People's Committee issues a Decision on the tasks, powers, and authority of the level deciding on investment policies for public investment projects that have been decided on by the district level after the reorganization of local governments at the two levels, the People's Committees of districts and cities, investors, and project management boards will focus on reviewing and arranging documents and carrying out the handover of documents before June 30, 2025. The implementation and disbursement of public investment projects after handover will be immediately carried out by the receiving agency (the investor) to avoid interruptions and delays, ensuring consistency and continuity.
No interruptions
With close guidance from the Provincial People's Committee, the project owners and construction units quickly began implementing specific tasks to avoid disrupting projects managed by the district level.

Mr. Bui Quoc Khanh, Director of the Provincial Investment and Construction Project Management Board, stated: Following the directive of the Provincial People's Committee, after the dissolution of the district-level management, the organizational structure, personnel, and list of some projects managed by the district level will be transferred to the Provincial Investment and Construction Project Management Board. To ensure uninterrupted project implementation, the unit has proposed the establishment of regional boards to continue carrying out the remaining project tasks until completion and final settlement. Regarding disbursement, projects transferred to the Provincial Investment and Construction Project Management Board will be processed and disbursed at Transaction Office No. 16 of the State Treasury Region VI, which specializes in payments for projects managed by the provincial level and wards within the city.
Along with the Provincial Investment and Construction Project Management Board, the district-level project investors are also focusing on implementing specific tasks. Mr. Than Van Thu, Deputy Director of the Trang Dinh District Investment and Construction Project Management Board, said: Currently, the unit is implementing 90 projects. To prevent interruptions to these projects due to the dissolution of the district-level management board, the board has proposed transferring 100% of the projects currently managed by the district-level project management board to the Provincial Investment and Construction Project Management Board to continue performing the investor function. Thus, the tasks of the project investors currently managed by the district level will not be interrupted. This policy has been communicated to contractors by the district-level project management board, and construction is proceeding normally. Simultaneously, the committee is also carrying out tasks such as compiling project files and documents so that they can be handed over to the Provincial Investment and Construction Project Management Board for management by June 30, 2025, as per regulations.
Along with the proactive efforts of the project owner, to ensure the progress of public investment projects, the construction units also simultaneously implement solutions to ensure that the projects are implemented on schedule.
“Currently, the company is undertaking the task of surveying, designing, and preparing investment projects for approximately 20 construction projects under contracts signed with the project management boards of the districts where it is assigned as the investor. After the district-level management boards are dissolved and the projects are transferred to the Provincial Project Management Board or the People's Committees of the communes, the company will sign contract addendums with the new investors and project management units to continue carrying out the assigned tasks. Mr. Dao Manh Tuan (Song Quang Rural Development and Construction Investment Joint Stock Company, Lang Son City), the project manager for the Chien Thang Secondary School in Chi Lang District, stated: Construction began in March 2025 with a total investment of 12 billion VND, and the project has now reached approximately 50% of the contracted volume. Recently, various levels of government have been focusing on the restructuring and organization of local administration at two levels, which includes the transfer of the project's investor, a task currently being undertaken by our unit. However, this transfer does not affect the unit's construction progress. Currently, the unit maintains 25-30 permanent workers at the construction site and aims to essentially complete the main contract items by early September 2025.
Currently, the implementation of the restructuring and organization of the two-tiered local government system in the province is being urgently carried out. With the close guidance of the Provincial People's Committee and the proactive efforts of relevant levels and sectors, it is believed that the implementation of public investment projects managed by the district level will continue to ensure progress and quality. This will make a significant contribution to the overall socio-economic development of the province.
