Ms. Hua Thi Hang, Deputy Director of the Department of Finance, said: Implementing the direction of the Provincial People's Committee and based on the reports of the People's Committees of districts and cities, the Department of Finance has completed the report on the plan, proposing general principles on handling the transition of management of tasks, projects, public investment plans and national target programs for the period 2021-2025 and 2025 when arranging 2-level local governments.
Specifically, transfer to the provincial level (Provincial Construction Investment Project Management Board and specialized agencies of the province) the management of projects that were previously managed by the district level for tasks related to planning, planning, and support for rural transport cement... Transfer to the commune level after the management arrangement for the following cases: projects under the People's Committee of the commune level before the investment decision arrangement; projects managed by the district level assigned to the People's Committee of the commune level as the investor; projects that are carrying out investment preparation procedures, projects that have completed contractor selection procedures but have not yet been constructed, managed by the district level, with a total investment of less than 20 billion VND (in cases where the project only has to prepare an economic -technical report). Currently, the Department of Finance has basically completed the handling plan, transferred the projects managed by the district level, and submitted them to the competent authority for consideration and approval. Of which, it is expected to transfer 1,190/1,538 tasks and projects to the provincial level for management; Handed over to commune level to manage 348/1,538 tasks and projects.
Regarding the handover instructions, the Department of Finance has issued specific guidance documents on the progress, time, content, and components of the handover dossier; The People's Committees of districts and cities direct the project management department to proactively arrange complete project documents in accordance with the provisions of law on archiving records in the fields of investment, construction, project settlement and current regulations. After the Provincial People's Committee has issued a Decision on the tasks, powers, and competence of the level deciding on investment policies for public investment tasks and projects that have been decided on investment policies by the district level after the arrangement of 2-level local authorities, the People's Committees of districts and cities, investors, and project management boards focus on reviewing and arranging dossiers, and implementing the receipt and handover of dossiers before June 30, 2025. The implementation and disbursement of public investment projects after handover will be immediately implemented by the receiving agency (investor) to avoid interruption or delay, ensuring consistency and continuity.
No interruptions
With the close direction of the Provincial People's Committee, investors and construction units quickly started implementing specific tasks to avoid interruption of projects managed by the district level.

Mr. Bui Quoc Khanh, Director of the Provincial Construction Investment Project Management Board, said: According to the direction of the Provincial People's Committee, after the dissolution of the district level, the organization, staff and list of some district-level project works will be transferred to the Provincial Construction Investment Project Management Board for management. In order for the project works to not be interrupted, the unit has proposed to establish regional boards to continue to carry out the remaining tasks of the project until the completion and settlement of the works. Regarding payment disbursement, the works transferred to the Provincial Construction Investment Project Management Board will make payment and disbursement at Transaction Office No. 16 of the State Treasury of Region VI, specializing in payment for works managed by the provincial level and wards in the city.
Together with the Provincial Construction Investment Project Management Board, the district-level project investors also focus on implementing specific tasks. Mr. Than Van Thu, Deputy Director of the Trang Dinh District Construction Investment Project Management Board, said: Currently, the unit is implementing 90 project works. In order for the works not to be interrupted due to the dissolution of the district level, the board has proposed that 100% of the list of works managed by the District Project Management Board be transferred to the Provincial Construction Investment Project Management Board to continue performing the investor function. Thus, the tasks of the project investors currently managed by the district level will not be interrupted. Currently, this policy has been informed to the contractors by the District Project Management Board and the implementation of the works is still taking place normally. At the same time, the board is also carrying out tasks such as collecting project documents and files so that by June 30, 2025, they will be handed over to the Provincial Construction Investment Project Management Board for management according to regulations.
Along with the initiative of the investor, to ensure the progress of public investment projects, the construction units also synchronously deploy solutions to ensure the implementation of works and projects on schedule.
“Currently, the company is carrying out the tasks of surveying, designing, and establishing investment projects for about 20 projects according to the contracts the company has signed with the investment project management boards of the districts assigned as investors. After the district level is dissolved and the projects are transferred to the provincial investment project management board as investors or the commune-level People's Committee for management, the company will, together with the new investor and the new project management unit, sign an appendix to the contract due to the transfer of investors to continue performing the assigned tasks. Up to now, the project progress has reached about 50% of the contract volume. Recently, all levels and sectors have been focusing on the arrangement and organization of local authorities at 2 levels, including the transfer of project investors that the unit is implementing. However, the transfer does not affect the construction implementation of the unit. Currently, the unit maintains 25-30 regular workers at the project, striving to basically complete the main items according to the contract by early September 2025.
At this time, the implementation of the arrangement and organization of local governments at two levels in the province is being urgently implemented. With the close attention and direction of the Provincial People's Committee and the initiative of relevant levels and sectors, it is believed that the implementation of public investment projects managed by the district level will continue to ensure progress and quality.
