Proactive early relocation not only demonstrates the spirit of accompanying the government, but also brings practical benefits to businesses.
Policy cannot be delayed
Bien Hoa 1 Industrial Park is the oldest industrial park in the country. After more than 60 years of operation, this industrial park has played an important role in the industrial development of the province and the key economic region of the South. However, the risk of environmental pollution and the prime location right in the center of Bien Hoa city, on the banks of the Dong Nai River make the current situation of this area no longer suitable for the orientation of modern urban development.
Based on the province's proposal, the Prime Minister has approved the policy of converting the function and removing Bien Hoa 1 Industrial Park from the list of industrial parks in Vietnam. The Provincial People's Committee has removed this industrial park from the Provincial Planning. According to the latest timeline, the Provincial People's Committee requires the completion of site clearance for the auctioned land (about 75 hectares) and the land planned to build the Provincial Political - Administrative Center (about 105 hectares) before August 25, 2025; the remaining area must be completely relocated before December 31, 2025.
Director of the Provincial Land Fund Development Center Mai Phong Phu emphasized that the relocation of Bien Hoa 1 Industrial Park is an unchangeable policy, a mandatory requirement to ensure sustainable development orientation, improve the quality of living environment and form a modern urban space for Bien Hoa city.
Vice Chairman of the Provincial People's Committee Ho Van Ha said that both the tasks of land auction and construction of the administrative center are very urgent; the sooner they are done, the better for the environment, the development of the province and the people. The province has assigned the Provincial Land Fund Development Center to preside over the compensation and relocation of more than 70 enterprises, while the Bien Hoa City People's Committee will compensate the remaining 225 households.
After the relocation is completed, the entire 320-hectare area of Bien Hoa 1 Industrial Park will be transformed into an integrated urban - commercial - service area along the Dong Nai River. This area also has land for social housing, public housing, squares and public works. This is a project in line with the urban development orientation of Bien Hoa city, expected to create a high-quality living space, contributing to changing the urban appearance and improving land use efficiency.
The conversion of the function of Bien Hoa 1 Industrial Park is not only a "change of clothes" in terms of landscape, but also a turning point in the process of improving the quality of life of the people, creating an urban architectural highlight and bringing Dong Nai closer to sustainable development standards, green - clean - smart. Because, this is an urban area project in the plan to implement the Net zero project by 2050 of the province.
Moving early is more beneficial
In order to create high consensus from enterprises in the process of converting the functions of Bien Hoa 1 Industrial Park, recently, the Provincial People's Committee has issued projects, plans and organized dialogues with enterprises. The Provincial People's Council has approved the list of land acquisition projects, and the Bien Hoa City People's Committee has issued a land acquisition plan. Thus, the legal basis and procedures related to compensation and site clearance have been fully implemented in accordance with regulations. In addition, the authorities also support consulting on suitable relocation locations for enterprises.

Representative of Electrical Equipment Joint Stock Company, Mr. Pham Dang Trinh shared that, understanding the province's policy, since 2017, the company has been looking for a place to rent land, and by 2022, it will complete the construction of the factory and relocate the facility to Long Duc Industrial Park (Long Thanh District). Although it takes time and money, in return, the company has a spacious facility, located in a modern industrial park with good infrastructure. Mr. Trinh suggested that the province have appropriate support policies for relocated enterprises.
In fact, proactive enterprises have taken advantage of land funds and good locations in new industrial parks and industrial parks with remaining land funds. Enterprises that wait until the deadline to relocate will be in a passive position, have difficulty finding suitable locations, and even face the risk of production interruption.
Director of the Department of Agriculture and Environment Nguyen Tuan Anh said that relocating production facilities out of Bien Hoa 1 Industrial Park not only helps protect the Dong Nai River water source, bringing benefits to the community, but also helps businesses improve performance through restructuring and modernizing production; reducing environmental treatment costs; and increasing competitiveness by meeting sustainable production criteria.
For establishments that have not yet relocated, the Department of Agriculture and Environment has coordinated with relevant agencies to inspect and advise the Provincial People's Committee to issue more than 30 decisions on penalties for environmental violations. In these decisions, in addition to fines and suspension of waste sources, enterprises are also forced to relocate to a suitable location. In the coming time, the Department will continue to work with the interdisciplinary inspection team to inspect compliance with laws on land, construction, environment, fire prevention and fighting under the direction of the Provincial People's Committee. Enterprises that have committed to relocating according to the given roadmap will be given more favorable conditions.
There are currently about 70 enterprises operating in Bien Hoa 1 Industrial Park. Most of them have plans to relocate, but some have not yet relocated, and some enterprises have expired their land leases but are still operating. The Provincial People's Committee has directed the establishment of an interdisciplinary team, applying state management tools to inspect and force relocation from mid-May.
