Ensuring effective management and investor service according to international standards
For the first time, Vietnam has a free trade zone established and operated on the basis of combining special institutions, modern infrastructure and breakthrough development thinking according to international standards. Not just a simple open economic model, Da Nang Free Trade Zone is expected to be a place to test new policies on investment, tax, customs, technology, finance, human resources and digital transformation, thereby creating new growth momentum for the Central Highlands - Central region and the whole country.
The selection of Da Nang to implement the free trade zone model is the result of a thorough preparation process, with many years of building the planning, infrastructure and institutional foundation. Da Nang has a High-Tech Park, a concentrated Information Technology Park, Lien Chieu deep-water port, an international airport and a logistics chain in the making, a strategic location in the middle of the East-West economic corridor, connecting with the Central Highlands and Laos, further consolidating Da Nang's advantage as an international trade gateway.
At the same time, Da Nang was granted high autonomy by the Central Government in state management, decentralization and policy piloting according to Resolution No. 43-NQ/TW of the Politburo on the construction and development of Da Nang city to 2030, with a vision to 2045; Resolution No. 136/2024/QH15 of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city and many other policies, creating favorable legal conditions to establish a breakthrough model beyond the current legal framework.
Decision No. 1142/QD-TTg establishes important principles in operating free trade zones, which are controlled liberalization on the basis of integrating modern pillars: free movement of goods, capital, data, and experts; applying preferential tariff policies; simplifying administrative procedures; sandbox testing mechanism for innovation, digital technology, new energy, and semiconductors; and organizing management according to a centralized, professional model, shifting strongly from control to creation.
The Management Board of Da Nang High-Tech Park and Industrial Zones is assigned a central role not only for administrative management but also as a focal point for promoting investment, building infrastructure, providing business support services and ensuring safety, security, trade, finance and environment for the entire free trade zone. The Management Board will deploy a public administrative service center and business support, a multilingual chatbot platform, and an integrated free trade zone database to ensure effective management and investor service according to international standards.

Deploying many tasks to develop Da Nang Free Trade Zone
To prepare for the establishment of the Da Nang Free Trade Zone, the city has urgently directed departments and branches to develop a plan to implement the Da Nang Free Trade Zone project based on the core contents of the project.
Specifically, assigning tasks directly to individuals and heads of units receiving tasks; organizing to collect opinions and finalize the plan. After the project is approved, it will be submitted to the Steering Committee for the implementation of Resolution No. 136/2024/QH15 of the city for consideration, promulgation of the plan, and immediate implementation of related tasks, focusing on specific tasks: organizing the announcement of the Prime Minister's decision on the establishment of the Da Nang Free Trade Zone and accompanying activities to connect and promote investment for strategic investors; immediately implementing tasks on adjusting planning at all levels and related procedures on land within the boundaries of the Da Nang Free Trade Zone.
Accordingly, promote investment promotion activities for large corporations and interested investors in bilateral form to call for and attract strategic and secondary investors to invest in infrastructure of functional areas in Da Nang Free Trade Zone.
The focus is on investors in the logistics sector associated with seaports, high value-added export production, trade and innovation services. Implement projects and technical infrastructure works serving the Da Nang Free Trade Zone, focusing on transport infrastructure projects and information and communication infrastructure.
Complete the personnel apparatus, issue regulations on coordination, manage and operate the Da Nang Free Trade Zone smoothly and effectively, ensuring the best response to investors, including building solutions, software, and digital transformation to form a smart Free Trade Zone.

Da Nang Free Trade Zone is highly competitive regionally and internationally.
The Government's decision to establish the Da Nang Free Trade Zone demonstrates the strong determination of the Central Government and the city in shaping an important piece for Da Nang in particular, the Central region and Vietnam in general in attracting investment and developing the economy.
Along with the merger of provinces and cities in the region, the formation of the Free Trade Zone in Da Nang is expected to be a new push, a new historical driving force for the development of Da Nang and the Central region. The shaping of functional areas, the selection of priority areas taking into account the advantages of Da Nang, and the resonance of advantages in regional connectivity promise to make the Da Nang Free Trade Zone one of the successful models.
In addition to forming infrastructure for the Free Trade Zone, it is important to have a transparent operating mechanism to create motivation and attraction to attract investment capital, trade flows, and goods directly into the Free Trade Zone as well as the region, improving the competitiveness of the Da Nang Free Trade Zone and the city. With the current context and available advantages, although the Da Nang Free Trade Zone was established late, it will be a highly competitive free trade zone in the region and internationally.

Opportunity for Da Nang to become a center of digital economy and logistics services
The decision to establish the Da Nang Free Trade Zone is a strategic turning point to promote the city's economic and geopolitical position, opening up many development opportunities for Da Nang. Firstly, this decision contributes to increasing Da Nang's position on the regional map, possibly becoming a digital economic and logistics service center, rising to become the economic locomotive of the Central and Central Highlands regions, and a center connecting with the whole country and internationally.
The second is to promote domestic and foreign investment attraction, specifically, with tax incentives, customs procedures, property rights, and protection of investors' rights in the free trade zone, it will attract multinational corporations and can become a destination for high-tech corporations. From there, there is an opportunity to develop key economic sectors such as high-tech industry, logistics, trade and services. The third is to create jobs and attract a high-quality workforce by attracting large investors, thereby promoting the training of high-quality human resources for the city.
