With complete traffic infrastructure, high population density and an area with pedestrian streets that are completely closed to vehicles on weekends, Hoan Kiem district will be the area chosen to pilot a low emission zone (LEZ) in early 2025.

Hanoi City proposes 5 zones to restrict polluting vehicles

Firstly, it is an area that concentrates economic , cultural and social development activities; has high population density, has areas/places that need to be preserved, and has potential for developing cultural and social tourism.

Second, the area is suffering from air pollution due to emissions from traffic.

Third, the area has infrastructure that meets the requirements of low-emission public transport, and is capable of organizing traffic in a suitable, convenient and scientific manner.

Fourth, the area is eligible to adopt more stringent vehicle emissions standards.
