The People's Committee of Bac Ninh province encourages teachers to teach extra classes in schools to meet students' wishes for extra study without collecting money from students or using the state budget.

The People's Committee of Bac Ninh province has just issued regulations on extra teaching and learning in the area. Accordingly, for extra teaching in schools, units must develop budget estimates for organizing extra teaching and learning according to the provisions of the State Budget Law and current legal provisions.

The conversion of teachers' extra teaching hours is carried out according to the provisions of Circular 05 of the Ministry of Education and Training regulating the working regime for general education teachers. The payment of extra teaching hours is carried out according to Circular 21 regulating the payment regime for extra teaching hours for teachers in public educational institutions and current guiding documents.

"Encourage teachers to teach extra classes in schools to meet students' wishes for extra classes without collecting money from students or using the state budget," the document stated.

Regarding extra-curricular teaching and learning, in addition to complying with current regulations, the People's Committee of Bac Ninh province also encourages extra-curricular teaching facilities to exempt or reduce tuition fees for students from families with preferential policies, poor and near-poor households, and families in especially difficult circumstances.

Surprise inspection

Regarding inspection, examination and handling of violations, the People's Committee of Bac Ninh province said that inspection and examination activities are conducted according to plan or suddenly based on the decentralization of management areas and ensuring unified coordination between functional agencies.

Every year, the Department of Education and Training of Bac Ninh and the People's Committees at the commune level are responsible for developing a budget estimate to pay for the extra teaching and learning regime, and at the same time guiding units under the Department of Education and Training or the People's Committees at the commune level to manage and use funds to organize extra teaching and learning in schools according to current regulations.

The Department of Education and Training and the People's Committee at the commune level are responsible for publicly announcing the place to receive citizens at the agency's headquarters, the phone number and email address of the citizen reception department, and receiving feedback from individuals and organizations about negative issues in extra teaching and learning in the province or commune or ward for timely handling.

The Department of Finance shall preside over and coordinate with relevant agencies and units to synthesize the budget estimate; advise competent authorities to arrange funding sources for extra teaching and learning in schools according to regulations on budget decentralization.

Guide organizations and individuals who need to organize extra teaching and learning activities outside of school to complete business registration procedures, according to current laws.

The principal is responsible for reviewing students who need extra classes according to the regulations in Circular 29 of the Ministry of Education and Training at the end of each semester and school year; developing plans and organizing extra teaching and learning for students according to regulations.

The principal shall arrange the amount of extra teaching time per week for teachers, principals, and vice principals not to exceed 50% of the average teaching hours per week as prescribed in the working regime for teachers of the Ministry of Education and Training.

Annually, develop a budget estimate for organizing extra teaching and learning in schools and report to the direct management agency for approval according to regulations.

Additional teaching facilities must require tutors to have lesson plans that are consistent with the teaching plan of the subject of the additional teaching facility and to organize implementation according to the established plan. This must be made public on the electronic information portal or posted at the facility for information on enrollment in additional courses according to regulations.
