The Ninh Binh - Hai Phong expressway construction investment project through Nam Dinh and Thai Binh provinces was approved by the Prime Minister in Decision No. 1680 , dated December 25, 2023, with a length of nearly 61km; the People's Committee of Thai Binh province is the competent authority to implement the project. Up to now, the work of preparing a project feasibility study report, environmental impact assessment and compensation, support and resettlement policy framework for the project is being urgently implemented by the units; in which, a consulting unit has been selected to carry out the survey work, prepare the project feasibility study report; complete the survey of topography, geology, hydrology, and prepare basic design documents. The project needs to recover over 448 hectares of land, including nearly 400 hectares of agricultural land, nearly 9 hectares of resettlement land, and over 41 hectares of other land. The section through Nam Dinh province is over 27km long, passing through 21 communes of 4 districts. Up to now, the localities where the project passes through are reviewing, arranging and planning resettlement areas for people after site clearance.
Speaking at the conference, Mr. Ha Lan Anh, Vice Chairman of Nam Dinh Provincial People's Committee, proposed that Thai Binh Provincial People's Committee consider and calculate the investment in an intersection with Provincial Road 489C to serve the socio-economic development of Nam Dinh province according to the investment policy approved by the Prime Minister. He requested the departments and branches of the two provinces, together with the consulting unit, to continue reviewing the items, especially the weak ground sections and the sections where the project's elevation can be reduced, to reduce project costs. Nam Dinh Province pledged to actively coordinate with Thai Binh Province in implementing investment procedures and ensuring the progress of site clearance work. He requested Thai Binh Provincial People's Committee to promptly hand over the markers serving site clearance work and complete the policy framework to support site clearance compensation so that the province can implement the project on schedule.
Concluding the conference, Comrade Nguyen Khac Than, Chairman of Thai Binh Provincial People's Committee , requested relevant departments and agencies to focus highly and proactively coordinate with relevant units to complete the project Feasibility Study Report as soon as possible; including agreeing on the route plan, locations of intersections, underpasses, weak ground and developing a suitable construction plan. The consulting unit closely coordinated with departments, agencies and localities of the two provinces to urgently develop a plan to post information to survey the interest of investors according to regulations immediately after the project dossier was available; submit to the Ministry of Natural Resources and Environment for appraisal of the compensation policy framework for site clearance and soon complete the processes and procedures to implement the project according to the set plan./.
