The State Auditor General has just issued Decision No. 992/QD-KTNN to audit construction activities and the management and use of investment capital for 4 projects at the Railway Project Management Board as the investor.
Of the 4 audited projects, 3 are on the Hanoi - Ho Chi Minh City railway line, including: Hanoi - Vinh section renovation and upgrade project; Vinh - Nha Trang section renovation and upgrade project; Nha Trang - Saigon section renovation and upgrade project.
The remaining national railway infrastructure renovation and upgrade project included in this round of assessments is the Station Renovation Project on Northern Railway Lines.
It is known that the objective of this audit is to confirm the truthfulness and reasonableness of financial data and information (investment capital sources, investment implementation costs) of the projects; evaluate compliance with the law; evaluate the economic and effectiveness in the management and use of public finance and public assets of the projects; point out shortcomings and limitations to recommend to the audited unit to rectify the management and operation of the unit; recommend competent authorities to improve inadequate mechanisms and policies; promptly detect violations, acts of corruption, waste and negativity; determine the responsibility of collectives and individuals and recommend handling according to the provisions of law.
The audit content is investment capital, investment costs to implement the Projects; compliance with laws, investment management regimes, construction, finance, accounting and other relevant legal policies.
The audit scope for the above 4 projects using medium-term public investment capital for 2021 - 2025 is from implementation to June 30, 2025 and related periods before and after.
It is known that the Nha Trang - Saigon railway renovation and upgrade project has a total investment of 1,098 billion VND, using public investment capital, and is implemented on a length of about 411 km.
The Hanoi - Vinh railway renovation and upgrade project has a total investment of more than 800 billion VND; the investment scope is the railway section with the starting point at Hanoi station (Km0+000) and the ending point at Vinh station (Km319+202).
The project to renovate and upgrade the Vinh - Nha Trang section, starting at Vinh station (Km319+202), ending at Nha Trang station (Km1314+930); total investment of more than 1,189 billion VND.
The investment scope of all three above projects does not include items that have been invested in the Project to reinforce weak tunnels, open new stations and renovate the upper-level architecture of the Vinh - Nha Trang section under the 7,000 billion VND medium-term capital package 2016 - 2020.
The project to renovate stations on the Northern railway lines has a total investment of more than 475 billion VND, renovating and upgrading 3 passenger stations: Gia Lam station (Hanoi - Dong Dang route), Cam Giang station and Hai Duong station (Gia Lam - Hai Phong route); 4 cargo stations: Vat Cach station, Vat Cach port (Gia Lam - Hai Phong route), Dong Dang station and Lang Son station (Hanoi - Dong Dang route), Xuan Giao station (Yen Vien - Lao Cai route).
