The purpose of inspecting tutoring and supplementary classes is to understand the actual situation and ensure compliance with Circular 29, not to scrutinize or exert pressure. This is the objective stated by the Ho Chi Minh City Department of Education and Training, the Thu Duc City Department of Education and Training, and the districts and counties when conducting these inspections.
Simultaneous inspections in March
To monitor the implementation of Circular 29 on supplementary teaching and learning, as well as to promptly identify, address, and propose appropriate solutions to difficulties and obstacles, the Ho Chi Minh City Department of Education and Training, the Thu Duc City Department of Education and Training, and the districts and counties in the area simultaneously launched a plan to inspect schools and supplementary teaching and learning facilities starting in March.
In March, the Ministry of Education and Training and the Ho Chi Minh City Department of Education and Training will simultaneously inspect tutoring and supplementary classes in accordance with Circular 29.
Mr. Ho Tan Minh, Chief of the Office of the Ho Chi Minh City Department of Education and Training, said that the Department has established five teams to conduct inspections at public secondary and high schools, as well as tutoring centers in Thu Duc City and other districts and counties, regarding the management of extracurricular tutoring both inside and outside of schools. At the same time, the teams will inspect life skills centers to ensure they are operating in accordance with their licensed activities.
According to the leaders of the Department of Education and Training, when Circular 29 on primary education from the Ministry comes into effect, the Department wants to understand the reality of how it is unfolding, whether schools and teachers are facing any difficulties; how the organization of training for gifted students and those who have not yet achieved the required standards is being handled, as well as how the review sessions for final-year students (grades 9 and 12) are being organized, and whether there are any obstacles that need to be overcome.
In particular, the Department's leadership emphasized: "The inspection aims to guide, correct, and enhance the role and sense of responsibility of schools and teachers. The goal of the inspection is not to scrutinize or put pressure on, but to ensure that relevant units and individuals comply with the circular."
Avoid putting pressure on educational institutions.
Also in March and April, the District 10 Department of Education and Training will inspect the implementation of the regulations on supplementary tutoring at public schools in the district, including the review sessions for 9th-grade students preparing for the 10th-grade entrance exam. This inspection will be integrated into the professional evaluations of each educational level during the second semester of the 2024-2025 school year.
The inspection focused on the unit head's responsibility in implementing regulations related to all staff, teachers, employees, students, and parents; organizing the implementation of the specific provisions in Circular 29 and related directives. In particular, it covered the direction and organization of activities for training gifted students, reviewing for 9th-grade students preparing for the 10th-grade entrance exam, and providing review and remedial instruction for students who did not achieve satisfactory results.
Mr. Nguyen Thanh Trung, Head of the Education and Training Department of District 10, said that this inspection aims to help understand the implementation situation at educational institutions, serving as a basis for reporting and advising the Standing Committee of the District People's Committee; and to enhance the role and sense of responsibility of heads, leadership boards, political and social organizations, and officials of affiliated educational institutions in leading, directing, coordinating, and strictly implementing regulations. The inspection work is ensured to be serious, appropriate to the actual situation, and does not put pressure on educational institutions.
Similarly, in Phu Nhuan District, Ms. Le Thi Binh, Head of the Education and Training Department, instructed schools to urgently organize the implementation, dissemination, and promotion of regulations on private tutoring to all administrators, teachers, staff, students, and parents. She emphasized the need for all staff and teachers to strictly adhere to the regulations, develop plans for inspection and review, and resolutely prevent any private tutoring that violates regulations both inside and outside the school.
The leaders of the Phu Nhuan District Department of Education and Training also provided information on the inspection plan aimed at promptly identifying, addressing, and proposing appropriate solutions to difficulties and obstacles in the implementation of the circular.
In March, the Ministry of Education and Training will implement a plan to inspect the implementation of Circular 29 on Continuing Education in Ho Chi Minh City. The Ministry's inspection team will conduct one-day inspections between now and March 20th; these inspections will take place directly at the Department of Education and Training, several district-level education and training offices, and several general education institutions.
Receiving requests from students and parents.
Meanwhile, the Thu Duc City government has assigned the People's Committees of the 34 wards to coordinate with the Department of Education and Training and other relevant agencies to manage and review the implementation of regulations on vocational training in the area. They are also to coordinate with city-level functional agencies to monitor and inspect compliance with legal regulations on working hours, overtime hours, and regulations on security, order, safety, environmental hygiene, and fire prevention by vocational training organizations and individuals in the area.
Regarding educational institutions, the People's Committee of Thu Duc City assigns responsibility to the heads of these institutions to receive and process feedback, suggestions, and aspirations from students and their parents regarding extracurricular tutoring before and during the implementation process.
Regarding the management of extracurricular activities, Mr. Dang Nguyen Thinh, Head of the Education and Training Department of District 7, said that the district's Education and Training Department has established an inspection team. In March, the team will inspect the responsibilities of principals in organizing and implementing the 2018 General Education Program; the management of extracurricular activities; the management of life skills education, STEM education, English teaching with foreign teachers; and the activities of clubs, extracurricular activities, and happy schools…
Besides implementing plans to inspect management work and outlining the responsibilities of the head of each educational institution, all districts and counties emphasized the importance of stability in teaching, testing, and evaluation.
The Ho Chi Minh City Department of Education and Training inspects and controls the extracurricular tutoring activities of non-school tutoring centers to ensure that students who need to improve their knowledge can participate in tutoring in accordance with regulations.
Ms. Le Thi Binh, Head of the Education and Training Department of Phu Nhuan District, instructed primary and secondary schools to ensure that the preparation of regular and periodic tests and assessments is consistent with the 2018 General Education Program and does not put pressure on students to attend extra classes.
Absolutely do not relax the organization of review and remedial classes for students whose academic results are below par; organize intensive exam preparation for final-year students according to the school's educational plan. Identify this as the school's responsibility to help students meet the required learning outcomes for each subject and grade level as stipulated in the curriculum.
According to Ms. Binh, schools need to make adjustments and develop plans to implement a two-session-per-day program, strengthening and supplementing club activities, activities to develop artistic talents, physical education and sports , and life skills training, ensuring they are suitable for local characteristics and the time parents spend dropping off and picking up their children.
Ensuring the quality of classroom teaching.
The leaders of the Ho Chi Minh City Department of Education and Training acknowledge that the implementation of Circular 29 will inevitably cause anxiety among parents, especially those of students in their final year. However, according to the Department's leaders, the Ministry and the city's education sector have directed and implemented solutions with the highest level of responsibility to ensure the quality of regular teaching and review sessions for final-year students.
The Department of Education and Training will coordinate with other departments, agencies, and localities in inspecting and controlling the extracurricular tutoring activities of non-school tutoring centers to ensure that students who need to improve their knowledge can participate in tutoring in accordance with regulations. In addition, the city's education sector has been and will continue to promote digital transformation, improve the effectiveness of online learning systems, and develop digital learning materials to support students' learning and self-study.
The Department of Education and Training also requested parents to continue supporting and cooperating with the education sector in educating students; paying attention to monitoring, encouraging, and motivating students to self-study. When parents need to send their children to extra classes to improve their skills, they should thoroughly research the tutoring centers to ensure that the extra classes are effective and to help teachers participating in extra classes comply with the regulations of Circular 29.
