According to the report, the communes were assigned by the Provincial People's Committee to be the investors and managers of 194 projects; the number of projects under commune management with capital plans for 2025 is 699 projects. In the process of implementing and disbursing public investment capital, the communes encountered difficulties such as: initially implementing the 2-level local government model, they were still confused in implementing the capital plan; limited capital sources, mainly from land use rights auctions, the collection progress was not guaranteed, so there was not enough capital allocated; investment preparation, design, approval, and contractor selection of some projects took a long time, slowing down the implementation and disbursement progress.
Regarding the operation of the two-level local government, the commune government apparatus basically operates smoothly, meeting the tasks of socio -economic development. However, there are still some difficulties such as: Uneven staff capacity, having to hold many positions; some tasks transferred from the district level (old) to the commune level (new) without specific instructions; the commune People's Committee headquarters lacks working rooms, some departments have to be arranged at other locations, causing difficulties in coordination.
During the inspection, the leaders of the communes recommended the working group a number of contents: The Provincial People's Committee and departments and branches should soon issue documents guiding the management and use of funding sources at the Commune People's Committee and specialized departments; increase capital and human resources for the Commune Construction Investment Project Management Board; the Department of Finance should advise the Provincial People's Committee to transfer capital plans for projects previously invested by the District People's Committee to the communes to ensure progress and timely disbursement. Regarding the operation of the 2-level local government, the communes recommended the Provincial People's Committee to issue regulations on coordination in land and construction management; allocate funds to renovate headquarters and working equipment. The Department of Home Affairs should soon advise on plans to assign staff and labor contracts to the service - social culture center under the Commune People's Committee; at the same time, consider raising the level of responsibility allowances, concurrent allowances and have policies to attract and create a source of high-quality cadres for the communes.
In his concluding remarks, Comrade Pham Van Nghiem, Vice Chairman of the Provincial People's Committee, Head of the Working Group, acknowledged the positive changes of the communes in overcoming difficulties, ensuring the smooth operation of the two-level local government, gradually becoming orderly. He requested that for projects assigned by the Provincial People's Committee as investors and managers, the communes should promptly assign specialized departments and offices to access the records, advise on the issuance of documents for implementation; review the source of transitional projects and have a priority order for the projects; do a good job of site clearance; continue to effectively implement the operations of the two-level local government. The Department of Home Affairs should soon issue written guidelines on personnel work so that the communes can promptly resolve and operate stably.
