The Department of Education and Training stated that the inspection of the implementation of regulations on extra teaching and learning aims to improve the effectiveness of management of extra teaching and learning activities in the province according to the provisions of Circular 29 and the Provincial People's Committee.
The inspection also aims to detect and handle violations of regulations on extra teaching and learning, rectify extra teaching and learning activities of organizations and individuals; and recommend competent authorities to improve regulations on extra teaching and learning.
The inspection must ensure accuracy, objectivity, transparency, and not affect the activities of the facility or individual organizing extra teaching and learning. Through the inspection results, promptly recommend that the management level adjust and supplement regulations, mechanisms, and policies related to the management and organization of extra teaching and learning to suit the reality, and strictly handle violations (if any).
The inspection content includes the implementation of principles for extra teaching and learning; cases where extra teaching and learning are not allowed; organization of extra teaching and learning inside and outside of school; collection and management of extra tuition fees; responsibilities of principals and extra teaching facilities.
The inspection subjects includeeducational institutions, organizations and individuals organizing extra teaching and learning activities inside and outside schools in the province.
Test period from June to September 2025.
Circular 29 stipulates that extra teaching in schools is limited to three groups of subjects, including students with poor academic performance who need extra tutoring, training for excellent students, and reviewing for entrance exams and graduation exams for final year students, and fees cannot be collected from the three groups mentioned above.
Article 4 of Circular 29 stipulates cases where extra teaching and organization of extra teaching are prohibited, including:
No extra classes are organized for primary school students, except in cases of arts, sports , and life skills training.
Teachers who are teaching at school are not allowed to teach extra classes outside of school for money from students that the teacher is assigned to teach by the school according to the school's educational plan.
Teachers in public schools are not allowed to participate in the management and operation of extra-curricular teaching but can participate in extra-curricular teaching.
