The Department of Education and Training stated that the inspection of the implementation of regulations on tutoring aims to improve the effectiveness of managing tutoring activities in the province, in accordance with Circular 29 and the regulations of the Provincial People's Committee.
The inspection also aims to detect and handle cases of violations of regulations on tutoring, rectify tutoring activities of organizations and individuals; and recommend to competent authorities to improve regulations on tutoring.
The inspection must ensure accuracy, objectivity, and transparency, without affecting the operations of tutoring centers, individuals, or organizations. Based on the inspection results, recommendations should be promptly made to the management level to adjust and supplement regulations, mechanisms, and policies related to the management and organization of tutoring to suit the reality, and to strictly handle any violations (if any).
The inspection will cover the implementation of regulations regarding supplementary teaching and learning; cases where supplementary teaching and learning are prohibited; the organization of supplementary teaching and learning inside and outside schools; the collection and management of supplementary tuition fees; and the responsibilities of principals and supplementary teaching facilities.
The inspection targets include educational institutions, organizations, and individuals organizing extracurricular tutoring activities both inside and outside schools within the province.
The inspection period is from June to September 2025.
Circular 29 stipulates that extracurricular tutoring within schools is limited to three groups: students with weak academic performance needing remedial instruction, gifted students needing enrichment, and students preparing for entrance exams and graduation exams in their final year. No fees should be charged to these three groups.
Article 4 of Circular 29 stipulates the cases in which tutoring and organizing tutoring are prohibited, including:
No extra classes are allowed for primary school students, except for enrichment in arts, physical education, sports , and life skills training.
Teachers currently teaching at the school are not allowed to provide extra tutoring outside of school for a fee to students they are assigned to teach according to the school's educational plan.
Teachers in public schools are not allowed to participate in managing or supervising extracurricular tutoring, but they may participate in tutoring outside of school.
